5. Public Hearings
A. 8 :00 p.m. Assessment hearing on Street Improvement Project
1976-2 . To approve the assessment, the Council must specify
the interest rate and the length of the payment period.
Typically, about 6% interest and 10-20 years are used on this
type of project for residential properties .
• ACTION: Specify term and interest rate, adopt Resolution
#77-043.
6 . Ordinances and Resolutions
A. Resolution 77-044 . A Resolution requesting a Set of Bocce Balls.
A member of the Fire Department has suggested that the City
make a request. There seems to be some interest in the sport.
If we receive a set, I suggest they be donated to Community
Services to take care of "sign-out"
ACTION: Recommend Approval.
7. Old Business
A. Gordon Hedlund Final Plat Review, Penrod Addition. The City
Attorney was to review the title. If he approves, I recommend
that the Council concur.
ACTION: Review, and if proper, approve.
8. New Business
A. Proposed shelter/storage/lavatory building in Central Park.
The Council has approved the concept of the picnic shelter/
lavatory building but the Public Works Superintendent would
like to add needed storage space. His memo is attached. I
will have plans at the meeting. We have tried to design as
attractive yet functional a building as possible. Funding would
be with $11, 255 in C.D. block grant funds, less about $4, 000
for tree plantings and a pathway.
• ACTION: Review and, if satisfactory, approve.
B. Tree planting program. The City has up to about $6 , 000 which
could be spent on tree plantings. I would like the Council
to provide guidance, as desired, as to where to plant trees
and what size and species. I think the parks and perhaps 29th
Avenue N.E. would be likely candidates . A decision as to where
to plant them would not have to be made at the meeting but we
need guidance as to numbers, species and sizes of trees. I
recommend spending about $5 ,000 in mixed species in the larger
sizes or about 35-45 trees. Our order must be placed by
September 15th.
ACTION: Review and direct.
9 . Communications/Petitions
A. St. Anthony Village Post 513 request for a Club liquor license.
The Post presently has a consumption and display (set-up)
license, but desires the club license. A state inspector was
out and informed me that technically the Post was in violation
of the set-up license due to shared bottles and strong beer.
The Club license would enable the Post to dispense alcoholic
beverages to club members and guests. Letter enclosed.
ACTION: Council.
• B. North Memorial Medical Center - patient report. Again, service
is rendered at no cost to City taxpayers.
ACTION: Informational, file.
C. Hennepin County re: eligibility of the proposed tennis court
at Well House #5. I will have a rough topographic map if you
wish to review the location on the site. Construction would be
next year.
ACTION: Informational, file.
D. St. Anthony Kiwanis re: Peanut Day. Councilman Sundland re-
quests that the City designate a date in September. He will
discuss.
ACTION: Recommend approval.
