A. Resolution 77-050 . A Resolution Requesting an Extension for
Submission of St. Anthony' s Land Planning Assistance Grant
• Application. Due to staff limitations and to provide for
review of planning proposals, this -is necessary.
ACTION: Recommend Approval
7. Old Business
A. Drug Abuse Task Force/Information Committee. Councilman
Stauffer would like to have the award from the Minnesota
Council on Health presented to the Task Force at this meeting.
The program is presently in the transition period between the
Task Force and the Information Committee—the action group
and Council action is necessary on organization, functions ,
powers and funding. Memos from Councilman Stauffer are en-
closed.
ACTION: Present award, review operational aspects of
the Information Committee.
B. Deferred Assessments Policy - continued from September 27th
meeting. The City Attorney feels the Council must adopt a
policy by resolution or ordinance. Unless the Council can
decide on an approach at the October llth meeting, it will take
staff some time to prepare a suggested policy which the Council
could adopt at the October 25th meeting. However, that may
give the residents only two days to elect to defer the assess-
ment, if they qualify. Unpaid assessments are certified to
the County on October 28th. The law may permit deferral of
certified assessments , however.
ACTION: Review policy, give guidance to staff.
8. New Business
A. Delay November 8th meeting. I have been informed that State
law prohibits Council meetings while the polls are still
open. I suggest the meeting be rescheduled for 8: 00 p.m.
Election returns may be available by the time the regular
Council meeting is over so they could be certified.
ACTION: Reschedule November 8th meeting to 8 :00 p.m.
9 . Communications/Petitions
A. Inquiry from Minnesota Department of Transportation re: railroad
crossing warning device on Stinson Boulevard. The State is
requesting whether we are interested in having a drop-arm
warning device at this location. They estimated the total
cost at $45,000 - $50 ,000 , with the City' s participation being
100 of that sum. I will check with the State M.S .A. office
and see if we could use state aid for our share.
ACTION: Review benefits and cost, make a decision.
B. North Memorial Medical Center - Patient report for September.
Again, good service at no cost to the City.
ACTION: Informational, File.
• C. George M. Hansen Company re: Request to conduct 1977 audit.
I feel their personnel are quite capable and we have been
getting good service. The only area of improvement would be
in getting the audit done earlier so it would be more of a
current management tool but perhaps part of the problem is
that we may not be ready for them earlier.

State Bank of St. Anthony Village proposal - continued from the
September 27th meeting. This item was excluded from the Agenda.
Wil Johnson, Project Architect, and representatives of the bank
will be present.
ACTION: Review proposal and conditions specified
by the Planning Board, make decision.
