Public Hearings - None 6. Ordinances and Resolutions A. Resolution 77-051 - A Resolution Relating to Deferment of Special Assessments for Persons 65 Years of Age or Older and Establishing an Interest Rate. This resolution has been pre- pared based upon the Council ' s directives of October 11th. ACTION: Review, and if Satisfactory, Approve. • B. Resolution 77-052 - A Resolution Modifying the 1977 Budget. This resolution transfers addition receipts (reimbursements) from Ramsey County for the C.E.T.A. program to increase the appropria- tion (for C.E.T.A. wages and benefits) to the wage and salaries disbursement accounts. Under the 1978 budget, the necessity of making these transfers will be eliminated because the City will set up a self sustaining, separate fund for the C.E.T.A. program, consistent with Federal regulations . ACTION: Recommend Approval. C. Resolution 77-053 - A Resolution Adopting the 1978 City Budget. This resolution officially adopts the 1978 operating budget, persuant to the budget discussions. Resolution 77-049 certified the tax levy but didn' t adopt the budget. If approved, we will prepare working copies of the budget. You have modified budgets in your packets. ACTION: Recommend Approval. D. Resolution 77-054 - A Resolution Approving the Sale of Plat 63680, Parcel 3300 . It should be noted that, under the present zoning ordinance, this lot is unbuildable unless a variance is granted. ACTION: Recommend Approval . t 1 • 7. Old Business A. Park Improvements . A letter from Julie Bjorklund, Chairman of the Community Services Advisory Council is enclosed. The Manager will have the shelter structure plans drawn by Construc- tive Design, Inc. I believe that one tennis court will cost about $15, 000 - $17, 000 , but there would be funds available for other purposes. In a memo to the Community Services Advisory Council, I estimated pathway lighting costs at $7. 00 per month per light plus the capital cost of running in electrical service. The Council has been considering assessing the operating cost of street lighting (this could be included) , especially if we completed our lighting program. It may be advisable to have the residents next to the shelter structure review the design. ACTION: Review Structure Design and Letter from the Community Services Advisory Council. B. Activated Railroad Crossing Warning Device - Stinson Boulevard. Enclosed is a report by Police Chief Hickerson who points out a couple problems. Also attached is a status report on M.S.A. funds which are available and can be used for our share of the cost - estimated at about $5, 000. 00 . The Manager does not have any strong reaction either way to the proposal. ACTION: Review and Decide on Participation. • 8. New Business A. Memo from Police Chief Hickerson regarding the egg fight. Several Council members indicated a request for this. The Manager' s perspective was conveyed in a memo of October 14, 1977. ACTION: Council . 9 . Communications/Petitions A. Winter Maintenance Agreement with Ramsey County. I feel the reimbursement is quite fair. We have also tentatively negotiated an 18. 5% increase in our rate with Hennepin County for 1978. ACTION: Recommend Approval . B. Letter from Sunset Memorial Park' s Attorney re: Special Assess- ment for Storm Sewer Improvement Project 1974-1. The Manager will be prepared to advise on calculation method; the City Attorney will advise on the strength of our case. ACTION: Review and Advise Manager and Counsel. C. Memo from Larry Hamer re: Ramps for polling places. The Manager recommends that this cost (materials only) be financed from the Council ' s contingency. • ACTION: Approve Expenditure from Council ' s Contingency. (2) r � • D. Bill for an Act re : Prohibiting certain types of equipment. The Manager feels the present equipment is more than adequate and does not see any advantages in the paper ballot/optical scanner system. ACTION: Council . E. North Suburban Development Achievement Center request for funding. This was tabled in August for inclusion in our 1978 budget discussion. The Center originally requested $716 .00. The Manager feels there is a marginal benefit to St. Anthony and that we should not contribute more than a couple hundred dollars, at most, due to our own financial situation. ACTION: Council. F. Ramsey County C.E.T.A. re: Award of grant for a Public Safety Action Program. The program should start by mid-November. ACTION: Informational, File. 10 . Reports A. Memo re: Addition to Public Works Department building. We can save money by requesting bids now. The building would be financed 1/3 from each of the General , Sewer and Water funds. • ACTION: Recommend Approval. B. September Police Department Report. ACTION: Informational, File. C. September Fire Department Report. ACTION: Informational, File. D. Collateral Report - Clerk/Treasurer. We are more than adequately covered. ACTION: Informational, File. 10A. Reports by Mayor, Councilmen and Manager A. 1977-78 Liquor Employees Contract. A memo is enclosed. ACTION: Recommend that the Council Approve Execution of the Contract. B. Police Department overtime. A memo is enclosed. ACTION: Informational, File. • 11. Licenses A. St. Anthony Standard - Car Starting License ACTION: Recommend Approval. (3) • 12. Verified Claims ACTION: Recommend Approval. 13.
