6 . Ordinances and Resolutions
A. Resolution 77-058 A Resolution Creating Fund No. 14 . This
resolution will clean up our accounting of these funds and
avoid the frequent budget modifications of years past.
• ACTION: Recommend Approval.
B. Resolution 77-059 A Resolution Modifying The 1977 Budget.
This resolution will decrease the appropriation in the Sewer
salaries-overtime account and increase the appropriation to
the miscellaneous supplies account to purchase safety equip-
ment.
ACTION: Recommend Approval.
C. Resolution 77-060 A Resolution Modifying The 1977 Budget.
This resolution decreases appropriation of accounts where
there are surpluses and increases appropriations to accounts
where there are deficits. It should balance the expenditure
side of the 1977 budget.
ACTION: Recommend Approval.
D. Resolution 77-061 A Resolution Relating To The Apportionment
Of Special Assessments For Local Improvements . This approves
the apportionment of special assessments in conjunction with
the Buetz plat.
ACTION: Recommend Approval.

• E. Resolution 77-062 A Resolution Creating Fund N0 . 18 To
Account For Community Development Block Grant Funds . This
resolution creates a new fund to account for all Community
Development Block Grant revenue.
ACTION: Recommend Approval.
F. Resolution 77-063 A Resolution Authorizing The City Manager
To Submit An Application For A Comprehensive Planning Grant
To The Metropolitan Council. Our application is due December
23rd and the Council will not meet until after that date.
The Metro Council requires that City Councils apply for the
funds by resolution. The application is in process at present.
ACTION: Recommend Approval .
7. Old Business
A. Contract with M.A.P.S. I. re: Animal patrol services. This
contract is similar to previous ones, I believe, although
their fees have increased. I don't know of any alternative,
however.
ACTION: Recommend Approval, if approved for legality
by the City Attorney.
B. Employment Agreement with the City Manager. If there are
• any objections or problems, I would like them resolved before
the end of the year due to the tax consequences .
ACTION: Council.
C. Supplemental engineering services from the City of Columbia
Heights. The cost looks favorable. I think it would be
desirable if the City could obtain all the original construc-
tion plans.
ACTION: Council.
D. Drug Abuse Information Committee Proposal. The Committee is
nearing the "action" stage and needs a little "seed" money.
ACTION: Council.
8 . New Business - None
9 . Communications/Petitions
A. Real Estate Market Growth (chart) . This is from the Hennepin
County assessor' s office. They recommend we increase valua-
tions about 100. They feel our values are very realistic.
Actually, the City has little power not to increase the values.
• ACTION: No action required, informational .

B. Lion's Club signs request. Such signs are legal in that
civic groups are entitled to such signs but illegal in that
they are to be located in the public right of way and are
free standing.
ACTION: Council.

ACTION: Informational.
B. Monthly Fire Department Report - November.
ACTION: Informational.

A. N.L.C. Conference. I will be prepared to report.
ACTION: Informational.
