7. Ordinances and Resolutions
A. Ordinance 1979-001. An Ordinance Relating to City Personnel
and Establishing a Basic Personnel Police, Repealing Section
135 of the 1973 Code of Ordinances . I believe I reflected
the last comments of the Council in this draft. Copies were
• sent to all City unions and no comments were received.
ACTION: Amend, as necessary, and adopt.
B . Ordinance 1979-004 . An Ordinance Establishing a Vehicle Use
Police, Repealing Section 135 : 87 of the 1973 Code of Ordinances .
ACTION : Recommend Approval .
C. Resolution 79-028 . A Resolution Approving the Labor Agreement
With Local 17. Memo enclosed. The vote results should be
available Tuesday afternoon. I will have new contracts avail-
able for the meeting. The only changes are those specified
in the memo.
ACTION : Recommend Approval .
D. Resolution 79-029 . A Resolution Approving the Labor Agreement
With Local 792 .
ACTION: Recommend Approval .

8. Old Business
A. Traffic Light - Stinson Boulevard and Lowry Avenue. I have
talked to representatives from Minneapolis Traffic Engineering,
Rodger Short and Alderman Dziedzic. Minneapolis wants our
response very soon. To use M.S .A. funds we would have to
get the proper traffic counts, the signal specifications ,
meet M.S .A. warrant requirements , and possibly prepare an
environmental assessment or Environmental Impact Statement
because it is a Park Board Roadway. For our rather limited
cost participation, it' s not worth the effort and time : one
and one-half months minimum. I feel the light definitely
should be installed by late August before school starts .
The M.S .A. application could delay that.
ACTION: Recommend using funds in Account 499-1 (Capital
Improvements) . There is sufficient money therein,
I believe; and also authorize the Manager to sign
the necessary agreements pending the review of the
City Attorney.
B. Highcrest Road Sanitary Sewer. Short-Elliott-Hendrickson, Inc.
ACTION: Recommend Approval of the Suggested Repairs .
C. Richard Kristyniak Pension. He has had a special bill pro-
posed. I will explain the problems and my concern -- I don ' t
want to open up the possibility that all Public Works employees
could join the Fire PERA program.
ACTION: Direction to the City Manager and Legislators .
9 . New Business
A. Proclamation of Law Enforcement Week (May 13-19) .
ACTION: Recommend Approval .
10 . Communications/Petitions
A. Request of M & M Development Corporation.
ACTION : See Memo Enclosed.
B. Cable T.V. Presentation - Robert Zeller. Memo from Ron Berg ,
and an article on cable T.V. , and supplementary material .
ACTION: Review.
C. Maintenance Services Agreement - Ramsey County.
ACTION: Recommend Approval .

B. Police Intern Programs . I am concerned about trying to
start a reserve, an intern program, continue police-community
programs already started, and start the required P.O.S .T.
continuing education training at about the same time . We
could possibly handle one or two interns , especially if they
are self-starters .
