7. Ordinances and Resolutions
A. Resolution 79-063. A Resolution Modifying the 1979 Budget
(Fire Department Overtime) . The Council should consider
the policy change carefully.
ACTION: Recommend Approval.
B. Resolution 79-068 . A Resolution Approving the 1979 Tax Levy,
Collectible in 1980 and the 1980 City Budget. If the Council
desires a different levy amount, it can be changed.
ACTION: Recommend Approval. Taxes must be certified
to the counties by October 10 , 1979 .
C. Resolution 79-069 . A Resolution Certifying Unpaid Statements
to Hennepin County for Collection.
ACTION: Recommend Approval.
D. Resolution 79-070 . A Resolution Modifying the 1979 Budget
(Cancelled Checks) .
ACTION: Recommend Approval.
E. Resolution 79-071 . A Resolution Modifying the 1979 Budget
(Police Department Overtime) . Court testimony, sick leave
(shift adjustments are difficult) , investigations (36 hour
rule) and D.W. I .s (implied content hearings) are major factors .
ACTION: Recommend Approval .

8 . Old Business
A. Noise/Loud Vehicle Ordinance. C.S .O. Schliesing and Al
Perez , of the Pollution Control Agency, will be present
to discuss their noise surveys in St . Anthony and possible
corrective action (8 p.m. ) .
ACTION: I feel enforcement of a faulty equipment (mufflers ,
exhausts) ordinance would be better for St. Anthony than an
extensive noise ordinance. Vehicles are our primary prob-
lem source.

10 . Communications/Petitions
A. LMC Regional Meeting - Hopkins
ACTION: Reservations by October 10 , please.
B. AMM Election. Looks okay to me.
ACTION: Ratify the names .
11. Reports
• A. Senior/Family Housing - Jim Fornell and Mayor Haik.
ACTION: Council.
B. Larry Hamer, Re: Highway 88 Line.
ACTION: Authorize payment of $14, 314 from the Water
Utility Fund to Arcon Construction Company.
12 . Licenses
A. Heating - Master Mobile Home Service .
B. Vehicle Starting and Towing - Dick ' s Standard.
ACTION: Recommend Approval.
C. Treasure Island Amusement Company - Game License for Apache
Plaza. I have talked with representatives from C. G. Rein
Company and they state the business community is not highly
concerned about the machines , that it is strictly a matter
of their economics , they have supervision, and that Mr.
Haugland would reimburse the present license holder for the
balance of the value of his license. They, will be present
to discuss.

ACTION: Recommend Approval. I will be talking to
Mr. McCombs about his payment to us -- we
haven' t received it yet.

ACTION: Recommend Approval.
