COUNCIL MINUTES
SPECIAL MEETING
November 13, 1979
The meeting was called to order at 6: 05 p.m. by Mayor Haik.
Present: Haik, Letourneau, Ranallo, Sundland and Sauer.
Also present: Fornell, City Manager.
Fornell made a presentation on the status of the fire department
contract negotiations and mediation. He traced the creation of
the department, original wages and benefits, wage and benefit
gains over the past decade, and compared St. Anthony wages and
benefits with other suburbs, their size and assessed valuation.
Per capita costs were shown to be far higher in St. Anthony than
most other suburbs.
Councilman-elect Marks arrived at 6:20 p.m.
Concern was expressed particularly about the substantial amount of
vacation time employees receive in comparison to other cities.
After considerable discussion, the Council expressed support for
the direction of the mediations and indicated a willingness to pay
for labor relations assistance, if necessary. It was hoped a reason-
able settlement could be reached, however.
The Council then discussed the salary of Fornell, who requested a
salary reconsideration and to be put on a January 1 - December 31
salary year, the same as other employees. Differing opinions were
offered about the merits of such a change.
Fornell also said his total 1979 compensation reflected a not "fully
satisfactory" performance appraisal, which he felt was unrealistic
and cited some work examples. Concern was expressed about the wage-
price guidelines and reopening discussion about salary.
Marks suggested a management-by-objectives approach to compensation.
Fornell said he specified work objectives in January, 1978 and felt
he had substantially met them.
After some discussion, the Council agreed to discuss the matter at
6 p.m. on December 4 . Meetings were scheduled for December 4 and
18 and the November 27 and December 25 meetings canceled.
The meeting was adjourned at 7 :20 p.m.
