McNulty at 8 :00 FM. 20 ROLL CALL The following members were present at roll call : Robert Bailey W. R. Dougherty George Erickson James H. McNulty Richard Sorenson 3. MINUTES Upon motion by Councilman Sorenson, seconded by Bailey, it was moved to waive reading and approve the minutes of the meeting of February 9, 1965 , as submitted. • The motion carried unanimously. 4e PUBLIC HEARINGS None 5 . RESOL_UT_IONS AND ORDI_NANCES Upon motion by Councilman Dougherty, seconded by Sorenson, it was moved to table action on the resolution appropriating money from the general fund reserve to pay omitted advalorem levies , deferred and cancelled special assessments and establishing a schedule for amortization of said liabilities. The motion carried unanimously. Upon motion by Councilman Sorenson, seconded by Councilman Erickson, it was moved to waive reading and adopt Resolution No. 65-019 appropriating money from the general fund reserve to cover unbudgeted items in the Municipal Parks Account. RESOLUTION NO. 65-019 RESOLUTION APPROPRIATING MONIES FROM THE GENERAL FUND RESERVE TO ACCOUNT 475 (MUNICIPAL PARKS) FOR 1965 PARK CONSTRUCTION PROGRAM AND SUPERVISION AND INSPECTION SERVICES. Provisions of •,;the, Federal Social Security Act. RESOLUTION-NO. 65-022 RESOLUTION SUPPORTING S.F,. 1194 ENABLING VILLAGE EMPLOYEES TO OPT COVERAGE UNDER' PERA' •OR O.A.S.D. I. PROVISIONS OF THE FEDERAL SOCIAL SECURITY ACT. The -motion carried, unanimously. Upon order of Mayor McNulty, the discussion of the Planning Board recommendation to adopt a proposed ordinance adopting the U.-B.C. and Uniform Hdusing Code was deferred to the. meeting of-.March.-9", 1965 . Page 3 Council Minutes Feb_ 23, 1965 Upon motion by Councilman Bailey, seconded by Councilman Sorenson, it was moved to waive reading and adopt Resolution No. 65-023 eatab ishing an administrative code for the Village of St. Anthony, Minnesota and adopting Chapter I of said code. RESOLUTION NO. 65-023 RESOLUTION ESTABLISHING AN ADMINISTRATIVE CODE FOR THE VILLAGE OF ST. ANTHONY, MINNESOTA, AND ADOPTING CHAPTER I OF SAID CODE The Motion carried unanimously. Upon motion by Mayor McNulty, seconded by Councilman Dougherty, it was moved to review Chapter I of the Administra- tive Code no later than September 1, 1965 and instructing Village Attorney to determine whether the Code should be in Ordinance or Resolution form and instructing the Manager to place this item on the agenda for the first meeting in September, 1965. The motion carried unanimously. 6. COMMUNICATIONS, PETITIONS AND REPORTS • Upon order of Mayor McNulty, discussion of a request by Max Saliterman to surface a portion of Coolidge Street in the St. Anthony Village Shopping Center was deferred until a later meeting pending staff consultation. Upon order of Mayor McNulty, the minutes of the Planning Board meeting of February 16 , 1965 , were received and filed. Upon motion by Councilman Erickson, seconded by Councilman Dougherty, it was moved to adopt Resolution No. 65-024 autFior- izing the Manager to increase full time off-sale liquor employees salaries. RESOLUTION PID6 65-024 RESOLUTION AUTHORIZING VILLAGE MANAGER TO INCREASE FULL-TIME OFF-SALE LIQUOR EMPLOYEE'S SALARIES BY FIVE CENTS HOURLY RETRO-ACTIVE TO JANUARY 1 , 1965. Voting on the Resolution: Aye: Bailey, Dougherty, Erickson, McNulty, Sorenson Nay: None The motion carried unanimously. 7. MISCELLANEOUS Upon order of Mayor McNulty, the notice of appointment of Cecil Lade as Maintenance Man III and Lesley Hoel as Clerx I(temporary) was received and noted in the minutes. Page 4 Coui�cil Minutes February 23 , 1965 Upon motion by Councilman Sorenson, Seconded by Councilman Bailey, it was moved to table action on the proposed contract with Naegele Outdoor Advertising Co. for the display signs at the Apache Liquor Store pending report of Village Manager on negotiations with the company. The motion carried unanimously. Upon motion by Councilman Erickson, seconded by Councilman Dougherty, it was moved to waive reading and adopt Resolution No. 65-025 Corporate Bank Resolution. OLD BUSINESS • Upon motion by Councilman Erickson, seconded by Councilman Sorenson, it was moved to waive reading and adopt Resolution No. 65-026 reducing assessments for local improvements on lots 9 through 12 , Block 12, Mounds View Acres Second Addition.
