ANTHONY sMARCH 9, 1965 1. CALL TO ORDER A regular meeting of the Village Council of the Village of St. Anthony, Minnesota, was called to order by Mayor James H. McNulty at 8:00 P.M. 2. ROLL CALL The following members v;Are, present at roll call : Robert Bailey W. R. Dougherty George Erickson James H. McNulty Richard Sorenson Also present were the Village Manager, Village Clerk, Village Attorney, Public Work Superintendent and Public Works foreman. 3. MINUTES Upon motion by Councilman Bailey seconded by Councilman Dougherty it was moved ' to waive reading and approve the minutes of the regular meeting held February 23, 1.65, as submitted. The motion carried unanimously. 4. PUBLIC H12ARINGS Nose 5. RESOLUTIONS & ORDINANCES Upon order of Mayor McNulty the adoption of the resolution adopting Chapter II of the Administrative Code eq-is deferred to the rmset i ng of March 23, 1965. Upon motion by Councilman Dougherty seconded by Councilman Sorenson, it was moved to waive first reading and adopt Ordinance No. 49A, Ordinance relating to the use of parks and repealing Ordinance 49 adopted August 27, 1959 as amended. ORDINANCE 49A AN ORDINANCE RELATING TO AND REGULATING THE USE OF PARKS AND PRESCRIBING PENALTIES; REPEALING ORDINANCE NO, 49, ADOPTED AUGIIST 17, 15'59. Voting on the. Ordinance. COMMUNICATIONS, PETITIONS AND REPORTS Upon ai:i"-ion by Cou -icilman Dougherty seconded by Councilman Erickson it was moved to receive and file petition from Max Saliterman to vacate a portion of Wilson Street lying south of Kenzie Terrace and to schedule a public hearing on the prop-,^d vacetion for Anri l 27, 1065. The motio ca;•riecl unanimously. Upon ordar of Mayor HcNolty the minutes of the Pr.rk and Recreation Advisory Board he;d Ma '-ch 4, 19(5 were r,:-.ceiv(-e anc! filed. Upon order of Mayor McNulty the report and recommendations of Eugene Hickok regarding filtration of the municipal water system was received and filed. Upon motion by Councilman Dougherty seconded by Councilman Bailey it was moved to table bids on the purchase of a two stage rotary compressor opened March 11, 1965. The motion carried unanimously. Upon motion by Councilman Dougherty seconded by Councilman Sorenson it was moved to table bids on the nurchase of a '-an-!em drive motor grader opened March ' ; , i% ' Ti-ie motion carried unanimously. 7. MISCELLANEOUS Upon order of the Mayor the requests for building permits by Jayls Restaurant in the Apache complex and for an addition to 3005 - 37th Avenue were referred to ..he Pla;.;-;i-c, Roa-d. Upon request of Councilman Sorenson, Mayor McNulty instructed the Village Manager to contact Robert Schaeffer, Manager of New Brighton, to determine what can be done to improve the outlet of Silver Lake via County Ditch No. 3. Upon motion by Councilman Dougherty seconded by Councilman Sorenson it was moved to authorize Mayor and Village Manager to enter into a contract with Naegle Outd-or Advertising for maintenance of signs at Apache Lounge for $30.00 monthly for 36 months with option to purchase after 36 months for $1 .00. The motion carried unanimously. �. OLD BUSINESS Upon motion by Mayor McNulty seconded by rolincilman Bailey it was moved to waive reading and adopt Resolution No. 65-028 as amended authorizing induction of fluoride into the municipal water system. RESOLUTION NO. 65-028 ' RESOLUTION AUTHORIZING THE INDUCTION OF FLUORIDE INTO THE MUNICIPAL WATER SYSTEM. • Page 3 Council Minutes March 9, 1965 Wm. Conroy of 3120 Edward Street appeared and was heard opposing fluoridation on the following basis: 1 . Precedent of dosing the public on a non-communicable disease basis. 2. Uncertainty of medical effects as noted in Sweden and Denmark. 3. More economical to dose on an individual basis only those that fluoride will help. Mr. Conroy requested that the question be put on a referendum due to the lack of publication that$the decision was being made. Voting on the resolution: Aye: Bailey, Dougherty, Erickson, McNulty, Sorenson Nay: None The motion carried unanimously. 9. VERIFIED CLAIMS Upon motion by Councilman Bailey seconded by Councilman Sorenson it was moved to authorize verified claims and approve payment except claim No. 1448 dated March 5, 1965 to William Ferguson. The motion carried unanimously. Upon order of the Mayor the Manager was instructed to review Claim # and report back to the Council. 10. CONTRACT PAYMENTS None 11. FINAL PAYMENTS None 12, ADJOURNMENT Upon motion by Councilman Bailey seconded by Councilman Sorenson it was moved to adjourn. The motion carried unanimously.
