ANTHONY April 13, 1965 1 . CALL TO ORDER A regular meeting of the Village Council of the Village of St. Anthony was called to order by Mayor James H. McNulty on Tuesday, April 13, 1965 at G.-OO Pm. 2. ROLL CALL The following members were present at roll call : Robert Dailey 14. Dougherty George Erickson James H. McNulty Richard Sorenson Also, present were the Village Manager, Village Clerk, Village Attorney and Village Engineer. 3. MINUTES Upon motion by Councilman Sorenson, seconded by Councilman Bailey, it was moved to waive reading and adopt the minutes of the special Council meeting of March 20, 1965, the regular Council meeting of March 23, 1965 and the special Council meeting of April 6, 1965. The motion carried unanimously. 4. PUBLIC HEARIINGS None 5. RESOLUTIONS AND ORDINANCE Upon motion by Councilman Dougherty, seconded by Councilman !bailey, it was moved to waive the reading and adopt Resolution No. 65-035 authorizing increase in pay to $2.15 per hour for part-time off-sale liquor employees. RESOLUTION NO. 65-035 RESOLUTION AUTHORIZING INCREASE IN PAY TO $2.15 HOURLY FOR PART TIME OFF-SALE LIQUOR EMPLOYEES Motion carried unanimously. Upon motion by Councilman Erickson, seconded by Councilman Dougherty, it was moved to close the Liquor Operation on Good Friday, Friday, April 16th, to conform to the personnel policy regarding holidays for other Village employees. Motion carried unanimously. Page 2 Council Minutes April 13, 1965 Upon motion by Councilman Sorenson, Seconded by Councilman Dougherty, it was moved to waive reading and adopt Resolution No. 65-036 cancelling assessments for 1965 weed eradication on lots 1, 3, 4, 5, 7 & 8, Block 1, Amundsen's Addn. RESOLUTION NO. 65-036 RESOLUTION CANCELLING ASSESSMENTS FOR 1965 WEED ERADICATION ON LOTS 1, 3, 4, 5, 7 & 8, BLOCK 1, AMUNDSEN'S ADDITION The motion carried unanimously. ' 6. COMMUNICATIONS, PETITIONS AND REPORTS Upon order of Mayor McNulty, the minutes of the Planning Board meting of April 6, 1965 were ordered received and filed. Upon order by Councilman Dougherty, seconded by Councilman Bailey, it was moved to approve plans for Jay's Drive-In Restaurant, condition upon approval of Ramsey County of the right turn lane recommended by the Planning Board; and granting a variance on the building height requirement to 321; and contingent upon the willingness of Jay's Drive-In Restaurant to meet the requirements outlined in the Planning Board minutes of April 6, 1965• The motion carried unanimously. Upon motion by Councilman Bailey, seconded by Council Sorenson, it was moved ' to approve a bus route change requested by the Twin City Lines; said request effecting traffic on 37th Ave. NE. The motion carried unanimously. Upon motion by Mayor McNulty, seconded by Councilman Dougherty, it was moved to instruct the Manager to prepare a resolution in support of the Township Relief System for the regular meeting of April 27, 1965. The motion carried unanimously. Upon order of Mayor McNulty, the request by Suburban Hennepin County Relief Bd. for a resolution supporting the Township Relief's Administration Program was ordered received and filed. Upon order by Mayor McNulty, the request by R. L. Crouse for relief of drainage situation and making claim for damages was ordered received and filed and the question was ordered deferred pending a study by the Attorney, the Manager and the Public Works Superintendent. Upon order of Mayor McNulty, a communication from the Twin City Metropolitan Planning Commission notifying the Village of a hearing on T. H. 3RI for April 21 , 1965 was ordered received and filed. 7. MISCELLANEOUS Background material on County Ditch 3 from Silver Lake and a letter to the Village of New Brighton were discussed. Upon order of Mayor McNulty, a notice of hearing before the Railroad and Ware- house Commission relative to the signalization of the Soo Line crossing at 37th and Stinson Aves., was ordered received and filed. Page 3 Council Minutes April 139 1965 Upon motion by Councilman Sorenson, seconded by Councilman Bailey, it was moved to approve an off-sale beer license to Lotzer Bros. Market which had formerly been Jerry's. The motion carried unanimously. Upon motion by Councilman Erickson, seconded by Councilman Dougherty, it was moved to waive reading and adopt Resolution No. 65-037 approving construction plans of the Minnesota State Highway Department relative to Trunk Highway 8 from 29th Ave. to the Village limits; subject to approval of the Village Engineer. RESOLUTION No. 65-037 A RESOLUTION APPROVING STATE HIGHWAY DEPARTMENT CONSTRUCTION PLANS The motion carried unanimously. Mayor McNulty reported the resignation of George DeAngelo from the Parks and Recreation Advisory Committee; and submitted the name of H. L. Northfield to fill the vacancy created by the resignation. Upon motion by Mayor McNulty, seconded by Councilman Erickson, it was moved to concur in the appointment of the Parks and Recreation Advisory Committee. ' The motion carried unanimously. 8. OLD BUSINESS The Village Manager reported upon the request for a street light by Carl Looyen indicating that the matter would again be placed upon the agenda when the neighbors have been contacted. 9. VERIFIED CLAIMS Upon motion by Councilman Bailey, seconded by Councilman Sorenson, it was moved to approve the verified claims. The motion carried unanimously. 10. CONTRACT PAYMENTS Upon motion by Councilman Sorenson, seconded by Councilman Bailey, the request by Brauer and Associates for partial payment in the amount of $500 for final plans, working drawings and bidding 1965 construction was moved for approval. The motion carried unanimously. ' Upon motion by Councilman Sorenson, seconded by Councilman Dougherty, request for payment for mid-decennial census contract in the amount of $704.36 for -- purchases, enumerators and crew leaders, was moved for approval of payment.
