ANTHONY COUNCIL MINUTES May it, 1965 1. CALL TO ORDER The regular meeting of the Village Council of the Village of St. Anthony was called to order by Mayor McNulty on Tuesday, May 11, 1965, at 8:00 PM. 2. ROLL CALL The following members were present at roll call : Robert Bailey W. R. Dougherty George Erickson James H. McNulty Richard K. Sorenson Also present were the Village Manager, Village Clerk, Village Attorney, and Maintenance Superintendent. 3. MINUTES Upon motion by Councilman Dougherty, seconded by Councilman Bailey, it was moved to waive reading and approve the Council Minutes of the April 27, 1965 meeting as submitted. The motion carried unanimously. 4. PUBLIC HEARINGS None 5, RESOLUTIONS AND ORDINANCES Upon motion by Councilman Erickson, seconded by Councilman Sorenson, it was moved to adopt Resolution No. 65-042 calling upon Ramsey County to construct and maintain a roadway along Silver Lane east of Silver Lake Road. RESOLUTION NO. 65-042 RESOLUTION CALLING UPON RAMSEY COUNTY JOINTLY WITH THE VILLAGE OF NEW BRIGHTON TO CONSTRUCT AND MAINTAIN A ROADWAY ALONG THE COMMON BOUNDARY OF THE VILLAGES OF NEW BRIGHTON AND ST. ANTHONY FROM SILVER LAKE ROAD TO T.H. !#8 ON THE AXIS OF RAMSEY COUNTY ROAD ##100 (SILVER LANE) The motion carried unanimously. Upon motion by Councilman Dougherty, seconded by Councilman Erickson, it was moved to waive first reading of Ordinance No. 67A, An Ordinance Iffi Relating to Traffic, Repealing ,Ordinance No. 67, Adopted November 13, 1965s and to set for second reading and adoption at the regular meeting of May 25, 1965. ORDINAtiCE 67A • AN ORDINANCE RELATING TO TRAFFIC, REPEALING ORDINANCE NO. 67, ADOPTED NOVEMBER 13, 1961.` The motion carried unanimously. Upon motion by Councilman Dougherty, seconded by Councilman Sorenson, it was moved to adopt Resolution No. 65-043, relating to the apportionment of assessments within the Apache complex. RESOLUTION NO. 65-043 RESOLUTION RELATING TO n1E APPORTIONMENT OF ASSESSMENTS FOR LOCAL IMPROVEMENTS The motion carried unanimously. Upon motion by Councilman Dougherty, seconded by Councilman Sorenson, it was moved to adopt Resolution No. 65044, ordering Street Improvement No. 7417-65-2. RESOLUTION N0. 65-044 RESOLUTION ORDERING STREET IMPROVEMENT NO. 7417-65-2. The motion carried unanimously. • 6. COMMUNICATIONS, PETITIONS AND REPORTS Upon order of Mayor McNulty the communication from 8 & E Patrol, dated April 27, 1965, was ordered deferred pending study and report by the Village Manager. Upon motion by Councilman Erickson, seconded by Councilman Bailey, it was moved to authorize the Village Manager to sell a tar kettle which is not being used by the Village to the City of River Falls, Wisconsin, in the amount of $275.00. The motion carried unanimously. Upon motion by Councilman Dougherty, seconded by Councilman Sorenson, it was moved to defer the request of the Village Manager to secure an Apico Electrostat Copy machine on a lease purchase arrangement pending securing additional information. The motion carried unanimously. Upon motion by Mayor McNulty, seconded by Councilman Bailey, it was moved to award the bid for purchase of a M-100 Allis Chalmers motor grader to Minnesota Tractor Company in the amount 'of $18,250.00. The motion carried unanimously. 2 i Upon motion by Councilman Sorenson, seconded by Councilman Erickson, it was moved to adopt Resolution No. 65-045 authorizing inter-fund loan to finance Village equipment purchases. RESOLUTION NO. 65-0+5 RESOLUTION PROVIDING FOR A THREE YEAR INTER-FUND LOAN FROM FUND 65 FOR PURCHASE OF MUNICIPAL EQUIPMENT IN THE AMOUNT OF $22,310.00 Voting on the motion: aye: Bailey, Dougherty, Erickson, McNulty, Sorenson nay: none The motion carried unanimously. Upon order of Mayor McNulty, the Village Financial Report for the month of March, 1965, was received and filed. Upon order of Mayor McNulty the first quarterly financial report for the Village Liquor Dispensory was ordered revised by the Liquor auditor to be re-submitted to the Council. Upon motion by Councilman Bailey seconded by Councilman Sorenson, it was moved to authorize Village Manager to install a music system from Music Service, Inc. on a trial basis in the St. Anthony Liquor off-sale Store No. 1. The motion carried unanimously. • Upon motion by Councilman Bailey, seconded by Councilman Dougherty, it was moved to table action on the lease-purchase of ice-making machines foh the liquor operation pending further study by the Village Manager. Upon order of Mayor McNulty, the notice of appoint of Stanley Peickert as provisional Village Clerk was received and noted in the minutes. Upon order of Mayor McNulty discussion of Ordinance No. IA was deferred to the May 25, 1965 meeting. Upon order of Mayor McNulty the discussion of license application by Rose Radio Cab. Co. was deferred to the meeting of May 25, 1965:. Upon notion by Councilman Erickson, seconded by Councilman Bailey, it was moved to instruct Village Manager to authorize NSP to install a, 6000 rumen street light on the corner of 36th Avenue N. E. and Belden Drive. The motion carried unanimously. Upon motion by Councilman Dougherty, seconded by Councilman Sorenson, it was moved to adopt Resolution No. 65-046 appropriating money from the general fund reserve in the amount of $2,324.00 to finance the 1965 Parks Construction Program. RESOLUTION N0. 65-046 • RESOLUTION APPROPRIATING MONEY FROM THE GENERAL FUND RESERVE IN THE AMOUNT OF $2024.00 TO FINANCE THE 1965 PARKS CONSTRUCTION PROGRAM. 3 Voting on the motion: aye:. Upon motion by Mayor'•McNulty seconded by Councilman Dougherty, it was moved t-0 reconsider previous action of. the Village Council on April 27, 1965, denying the request of the Village Manager to request information on the Federal Aid available to the Village under public law 875. Voting on the motion: aye: Dougherty, McNulty, Sorenson nay: Erickson, Bailey The motion carried. Upon notion by Councilman Dougherty, seconded by Councilman Sorenson, it was moved to adopt Resolution No. 65-047 instructing the Village Manager to seek Federal Aid under Public Law 875, as amended. RESOLUTION N0. 65-047 RESOLUTION INSTRUCTING THE VILLAGE MANAGER TO SEEK FEDERAL AID FOR EMERGENCY FLOOD CONTROL IMPROVEMENTS, AND AUTHORIZING THE MANAGER. TO EXECUTE THE NECESSARY FORM THEREFORE. • Voting on the motion: aye: Dougherty, McNulty, Sorenson nay: Bailey, Erickson The motion carried. Upon motion by Councilman Erickson, seconded by Councilman Sorenson, it was moved to waive first reading and set the regular meeting of May 25, 1965, as date for final reading and adoption of Ordinance' No. 73, the Uniform Building & Housing Codes, and repealing various unnecessary ordinances. The motion carried unanimously. 4 9. VERIFIED CLAIMS Upon motion by ' Councilman Sorenson, seconded by Councilman Bailey, it • was moved to authorize verified claims and approve payment thereof. The motion carried unanimously. 10. . Upon motion by Councilman Bailey, seconded by Councilman Erickson, it was moved to approve payment to Drover and Assoc. in the amount of $375.00 for Working Drawings, Specifications, and Bidding procedures on the 1965 Park Construction Program.
