COUNCIL MINUTES
May 25, 1965
• 1 . CALL TO ORDER
A regular meeting of the Village Council of the Village of St. Anthony was
called to order by Mayor McNulty at 8:00 P.M. on Tuesday, May 25, 1965.
2. ROLL CALL
The following members were present at Roll Call :
Robert Bailey
W. R. Dougherty
George Erickson
James H. McNulty
Richard Sorenson
Also present were the Village Manager, Village Clerk, Village Attorney,
and Village Consulting Engineer.
3. MINUTES
Upon motion by Councilman Sorenson, seconded by Councilman Dougherty, it was
moved to waive reading and approve the minutes of May 11 , 1965, and May 17,
1965, as submitted.
The motion carried unanimously.
• 4. PUBLIC HEARINGS

5. RESOLUTIONS AND ORDINANCES
Upon motion by Councilman Dougherty, seconded by Councilman Erickson, it was
moved to adopt Resolution No. 65-049, Ordering Hearing on Street Improvement
7420-65-2 and Ordering Plans and Specifications for the making of the
improvement.

The motion carried unanimously.
Upon motion by Councilman Dougherty, seconded by Councilman Sorenson, it was
moved to adopt Resolution No. 65-050 signifying willingness of the Village of
St. Anthony to participate in a cooperative approach to the solution of the
drainage problem relative to County Ditch No. 3.

The motion carried unanimously.
Upon motion by Mayor McNulty, seconded by Councilman Dougherty, it was moved
to waive second reading and adopt Ordinance No. 73 (Adoption of Uniform
Building Code).

AN ORDINANCE REGULATING THE CONSTRUCTION, ENLARGEMENT, ALTERATION, REPAIR,
MOVING, DEMOLITION, CONVERSION, OCCUPANCY, USE AND MAINTENANCE OF BUILDINGS
AND STRUCTURES; PROVIDING FOR THE ISSUANCE OF LICENSES, PERMITS AND COL-
LECTION OF FEES; ADOPTING BUILDING AND EQUIPMENT CODES; ESTABLISHING FIRE

Upon motion by Councilman Dougherty, seconded by Mayor McNulty, it was moved
to waive second reading and adopt Ordinance No. 67 A repealing Ordinance No. 67.

AN ORDINANCE DIS-ESTABLISHING TRAFFIC VIOLATIONS BUREAU BY REPEALING
ORDINANCE 67, ADOPTED NOVEMBER 13, 1962.

6. COMMUNICATIONS PETITIONS & REPORTS
Upon order of Mayor McNulty a communication from the Village of New Brighton
requesting Ramsey County to construct Silver Lane from Silver Lake Road to
Highway #8 was received and filed.
Upon motion by Councilman Erickson, seconded by Councilman Bailey, it was
moved to authorize the Village Manager to order installation of two 6000 lumen
street lights to be located at either end of Diamond Court on Macalaster Drive
and Chandler Drive. 2
The motion carried unanimously.
r' Upon order of Mayor McNulty, the report of the Village Attorney regarding the
Railroad and 'Warehouse Commission hearing on the signalization of the Soo Line
Crossing on Stinson Boulevard was received and filed.
. Upon motion by Councilman Erickson, seconded by Councilman Sorenson, it was
moved to approve the proposed division of Lot 15, Auditor's Subdivision No.
365 into two 62 ' x 295' lots, and to grant variance from the minimum frontage
requirements as outlined in Ordinance No. 66 as requested by J. R. Brown.
The motion carried unanimously.
Upon motion by Councilman Dougherty, seconded by Councilman Bailey, it was
moved to approve a setback waiver on Lot 9, Block 1, St. Anthony Terrace
Manor Addition from 30' to 27' from Croft Drive as requested by Elmer T.
Peterson.
The motion carried unanimously.
Upon order of Mayor McNulty, the discussion of the building permit violation
regarding the parking lot location at 3820 Macalaster Drive was deferred to
ti Aw 8, 1965, pending further study by the Village Manager, !Attorney, and
Building Inspector.
Upon motion by Councilman Erickson, seconded by Councilman Bailey, it was
moved to approve the revised plot plan as presented by Merwin Barth for
construction of a 34 unit apartment building at 39th Avenue N. and Macalaster
Drive subject to review and approval of the drainage by the Village Engineer,
Village Attorney, and Maintenance Superintendent.
The motion carried unanimously.
Upon motion by Councilman Bailey, seconded by Councilman Dougherty to approve
the proposed division of Lots 7 and 8, Block 5, Mounds View Acres, Second
Addition, and grant waiver of frontage requirements as presentee! by Gust
Friedland subject to approval of drainage and utility easements as may be
necessary.
The motion carried unanimously.
Upon order of Mayor McNulty, the Regular Planning Board Minutes of May 18,
1965, were received and filed.
Upon order of Mayor McNulty, the Report of Police /activity for the month of
April , 1965, was received and filed.
7. MISCELLANEOUS
Upon order of Mayor McNulty, the following appointments were noted in .the
minutes:

Upon motion by Mayor McNulty, seconded by Councilman Sorenson, it was moved
to authorize the Village Manager to negotiate with Norman Mashou and Assoc.
owner of the Silver Lane Estates on Silver Lane, for maintenance of Silver
Lane to Macalaster from Silver Lake Road on a time and materials basis.
• The motion carried unanimously.
Upon motion by Councilman Dougherty, seconded by Councilman Bailey, it was
moved to authorize payment of the interest accrued on the hospital bill of
Darrell Gallick and payable to the Northwestern National Bank.
The motion carried unanimously.
Upon order of Mayor McNulty, the Manager was requested to investigate and
submit to the Council various alternatives for the 1965 financing improvement
program.
Upon motion by Mayor McNulty, seconded by Councilman Dougherty, it was moved
to adopt Resolution No. 65-051 awarding certificates of merit for past
services to the Village of St. Anthony:

8. - OLD BUSINESS
Upon motion by Councilman Erickson, seconded by Councilman Sorenson, it was
• moved to remove the request of the Village Manager to initiate lease-purchase
of ice making machines from the table.

The motion carried.
Upon motion by Councilman Erickson, seconded by Councilman Sorenson, it was
moved to authorize the Village Manager to prepare specifications and advertise
for bids for the purchase of ice making machines and also to seek local
financing for said purchase.

The motion carried.
Upon order of Mayor McNulty a meeting with the representatives of Bartenders
Local No. 792 was scheduled for June 15, 1965, at 7:30 P.M.

moved to authorize Verified Claims and approve payment thereof.

10. CONTRACT PAYMENTS

11 . FINAL PAYMENTS
Upon motion by Councilman Dougherty, seconded by Councilman Sorenson, it was
moved to adopt Resolution No. 65-052 accepting work and authorizing final
payment for the construction of the Silver Point Park Shelter Building.
