RESOLUTION N0. 66-008 RESOLUTION REQUESTING A STATE AUDIT OF THE RECORDS AND MONIES OF THE VILLAGE OF ST, ANTHONY, FOR THE FISCAL YEAR, 1965. The resolution was duly seconded by Councilman Bailey. RESOLUTION N0, 66-009 A RESOLUTION APPROVING THE SIGNATURE OF THE MAYOR, TREASURER, AND VILLAGE MANAGER ON ALL DRAFTS DRAWN AGAINST DEPOSITS OF THE VILLAGE OF ST. ANTHONY, MINNESOTA. . The resolution was duly seconded by Councilman Sorenson. RESOLUTION NO. 66-010 A RESOLUTION TRANSFERRING THE SUM OF $12,161.97 FOR 1965 PARK CONSTRUCTION FROM THE GENERAL FUND RESERVE TO ACCOUNT NO. 475-54s PARKS, CAPITAL OUTLAY, "OTHER IMPROVEMENTS". The resolution was duly seconded by Mayor O'Connor. Voting on the resolution: Aye: O'Connor, Springer, Bailey, Sorenson Nay: Dougherty The resolution was declared adopted. Resolution No. 66-011, A Resolution Recinding Cancellation of Weed Assessments on Certain Village Property, was ordered tabled to January 25, 1966. Councilman Dougherty moved that Resolution No. 66-012 be adopted. RESOLUTION N0. 66-012 • A RESOLUTION ACCEPTING RECOMMENDATION OF PARK PLANNERS AND APPROVING FINAL PAYMENT FOR 1965 PARK CONSTRUCTION. The resolution was duly seconded by Councilman Bailey. After discussion, it was moved by Councilman Sorenson and seconded by Councilman Springer that preliminary approval be given for the 1st reading of Ordinance No. 458, "An Ordinance Relating to the Issuance of a Check or Order for the Payment of Money Amending Ordinance No. 45, Section 3 (E) and Repealing Ordinance No. 45A Adopted April 23, 1963"• Motion Carried. Upon motion by Councilman Sorenson seconded by Councilman Dougherty , it was moved that the petition for a street light between Silver Lake Road and Belden Drive on 32 1/2 Avenue N. E. be approved. Motion Carried. A request for a street light at 32nd Avenue and Rankin Road was deferred until a petition is presented by the property owners in the general vicinity. A petition of the tenants of Macalaster properties was received and the Village Manager was directed to inform the apartment property owners that only a petition of the property owners will be accepted for public improvements. The Village Manager was directed to request a copy of the proceedings of a meeting of the State Conservation Department regarding Federal participation in projects related to conservation. Upon motion by Mayor O'Connor seconded by Councilman Sorenson, it was moved that the resignation of Phyllis Mesenbring as Village Clerk be accepted and that Judith Luxem be appointed Acting Village Clerk. Motion Carried. The Village Manager was directed to arrange a meeting with the St. Anthony School District Board to discuss mutual Village problems. Lighting of the hockey rink was discussed and it was the opinion of the Council that the lights should be properly installed, and that the project be studied for future construction. It was felt that the Village might incur considerable liabil- ity in case of accident with the erection of a temporary lighting system. After review the minutes of the Park and Recreation Board were ordered filed. The meeting was recessed at 9s40 P.M. and reconvened at 9:50 P.M. • The Council directed that Merit Awards be sent to former Mayor James McNulty, and former Councilman George EricksonJr., also former Planning Board Members Pater DiCarlo, and Thomas Coulter for the contributions that they have mace to the Village of St. Anthony. n motion by Councilman Dougherty seconded by Councilman Springer, it was moved t t January 16 - 22 be proclaimed YMCA Meek. Motion Carried. Upon motion by Mayor O'Connor seconded by Councilman Bailey, it was moved that the City Manager be authorized to advertise for bids for supplies for the fiscal year 1966. Motion Carried. Upon motion by Mayor O'Connor seconded by Councilman Sorenson, it was proved that the City Manager be authorized to hire the firm of Bachman - Anderson Company, St. Paul, Minnesota, to conduct a survey of Village insurance needs and prepare plans and specifications for bids; as per proposal dated November 22, 1965. Notion Carried. Upon motion by Councilman Dougherty seconded by Councilman Bailey, it was moved that the Mayor and Clerk be authorized to enter into an agreement with Hennepin County for the winter maintenance of County Highways within the corporate limits for the annual sum of $1750.00. Potion Carried. -6- Upon motion by Councilman Sorenson and seconded by Councilman Bailey, it was • moved that the licenses be approved as submitted. Motion Carried. Upon motion byouncilman Dougherty seconded by Councilman Sorenson, it was moved that the properly verified claims be paid. Motion Carried. Upon motion by Mayor O'Connor seconded by Councilman Dougherty, it was moved that the Certificate of the engineer for engineering services for the period November 29 through December 31, 1965 in the amount of $147.28 be approved. Motion Carried. Councilman Dougherty moved that Resolution No. 66-013 be approved. RESOLUTION NO. 66-013 A RESOLUTION PROVIDING THE NECESSARY FUNDS FOR THE FINANCING OF IMPROVEMENT NO. 74T7-61-1 The resolution was duly seconded by Councilman Sorenson. Voting on the resolution: Aye: O'Connor, Dougherty, Springer, Bailey, Sorenson Nay: None The resolution was declared adopted. Upon motion by Councilman Sorenson seconded by Councilman Bailey, it was moved that the Certificate of the engineer dated January 3, 1966 estimate No. 1 for C. S. McCrossan Incorporated for Construction Improvement No. 7417-65-1 in the amount of $17,382.07 be approved. Voting on the Motion: Aye: O'Connor, Dougherty, Springer, Bailey, Sorenson Nay: None Motion Carried. Upon motion by Councilman Bailey seconded by Councilman Sorenson, it was moved that the following Planning Board appointments be approveds Fred Katterheinrich, Louis Howitz, Dwaine Miedtke, Dr. Thomas Emond, Donald Kronk, Robert Mesenbring, Curtis Englund. Motion Carried. Upon motion by Councilman Bailey seconded by Councilman Springer, it was moved that the following Park & Recreation Board appointments be approved: Everett Hamilton, H. L. Upon motion by Mayor O'Connor seconded by Councilman Dougherty, it was moved that the firm of Erickson, Popham, Haik, & Schnobrich be retained as Village Attorneys. Retainer fee schedule at $500.00 per month and court costs at minimum Bar Assoc- iation rates. Motion Carried. Upon motion by Councilman Bailey seconded by Councilman Dougherty, it was moved that the Village Manager's recommendation of the appointment of the firm of Comstock & Davis as Village Consultant Engineers for general engineering work be approved. Motion Carried. The Village Attorney reported that the Century Capital Law Suit had been settled, that the property remains residential RI, with four lots retained as R2. The Village Manager was instructed to notify Mr. Horton Connett, developer of prop- erty in the litigation, of the Planning Boards Meeting of January 18th & also to inform former Mayor McNulty and former Councilman Erickson of the settlement. The Village Manager was instructed to have Mr, Dave Doty inform Larkin McCelian, Business Agent local No. 49, that the Council 's action in setting salaries for the . Public Works Department, per budget, would remain as proposed. Upon motion by Councilman Sorenson seconded by Councilman Dougherty, it was moved that the meeting be adjourned. Motion Carried.
