VILLAGE OF ST. ANTHONY
COUNCIL MINUTES
February 8, 1966
The regular meeting of the Village Council of the Village of St. Anthony was
called to order by the Mayor at 8:00 o'clock P.M. on Tuesday February 8, 1966.
The following were present at roll call :
Curtis O'Connor, W. R. Dougherty, Clem Springer, Robert Bailey, Richard
Sorenson,
also present:
Village Attorney, Raymond Haik
Village Manager, John Printon
and the following were absent:
None
Upon motion by Councilman Dougherty seconded by Councilman Bailey it was moved
that the minutes of the regular meeting of January 25, 1966 be approved as
submitted.
• Motion Carried.
Upon motion by Councilman Bailey seconded by Councilman Sorenson it was moved
that the minutes of the special meeting of February 1 , 1966 be approved as
submitted.
Motion Carried.
Mr. Hamilton, Park Board Chairman, presented the action as taken by the Park
Board at its regular meeting of February 3, 1966. The Village Manager was
directed to order a concrete turtle to replace the one that was damaged in
Silver Point Park.
Upon motion by Councilman Sorenson seconded by Councilman Bailey it was moved
that the Village Manager be directed to call for bids for the Construction of
a wading pool for Central Park, and that specifications include bids for a
circular pool and also for a rectangular pool of equal volume.
Voting on the Motion:
Aye: O'Connor, Dougherty, Springer, Bailey, Sorenson.
Nay: None
Motion Carried.
Information on Federal funds for Parks and Recreation areas was turned over
to the Village Attorney for recommendation.
After further discussion of Parks and Park Programs, the minutes of the Park
Board for the meeting of February 3 were ordered filed.

Upon
2-Upon motion by Councilman Sorenson seconded by Councilman Bailey it was moved
that the preliminary plat of Horton Connett be approved including a variance
on square footage on lot No. 10, the plat to be known as "Pat-Pen".

Motion Carried.
Upon motion by Councilman Dougherty seconded by Councilman Springer it was
moved that the proposed contract for the International Union of Operating
Engineers, Local No. 49 be tabled.
Motion Carried.
Councilman Sorenson introduced Resolution No. 66-019 and moved that it be
adopted.
RESOLUTION NO. 66-019
A RESOLUTION CHANGING FORMAT OF COUNCIL AGENDA.
• Voting on the resolution:
Aye: O'Connor, Dougherty, Springer, Bailey, Sorenson.
May: None
The resolution was declared adopted.
Ordinance No. 45B was read for the third time and after discussion Councilman
Dougherty moved that it be adopted.
ORDINANCE N0. 45B
AN ORDINANCE RELATING TO THE ISSUANCE OF A CHECK
OR ORDER FOR THE PAYMENT OF MONEY AMENDING ORDIN-
ANCE NO. 45, SECTION 3 (E) AND REPEALING ORDINANCE
NO. 45A, ADOPTED APRIL 23, 1963.
The Ordinance was duly seconded by Councilman Springer.
Voting on the adoption of the ordinance:
Aye: O'Connor, Dougherty, Springer, Bailey, Sorenson.
Nay: None
The ordinance was declared adopted.
• After discussion it was moved. by Councilman Sorenson seconded by Mayor
O'Connor that Resolution No. 66-017 be tabled.
Motion Carried.

A letter was received from Mr. Don Partridge asking for a refund of water and
sewer connection charges for his property on 37th Avenue and Foss Road known
as "Foston". After discussion, in which it was pointed out that such charges
were standard charges to all water and sewer connections made in the Village,
it was moved by Councilman Sorenson and seconded by Councilman Dougherty that
the request of Mr. Don Partridge for a refund of sewer and water connection
charges be denied and that he be notified that unless delinquent sewer and
water service charges are paid within 30 days, service will be discontinued.
Motion Carried.
Upon motion by Councilman Bailey seconded by Councilman Sorenson it was moved
that the request of N.S.P. to place a pole for street light on 322 Avenue N. E.
between Silver lake Road and Belden Drive be approved.
Motion Carried.
The yearly report for 1965 as submitted by the Police Department was received
and after discussion ordered filed.
The report for the month of January as submitted by the Police Department was
received and ordered filed.
The meeting recessed at 9:40 P.M. and reconvened at 9:50 P'.M.
• After discussion, regarding the list of inoperable vehicles in the Village, the
Village Attorney was instructed to draft an ordinance for the control of veh-
icles that are stored or inoperable for Council consideration.
Upon motion by Councilman Bailey seconded by Councilman Dougherty it was moved
that St. Charles Church be issued a Bingo license for the date February 20,
1966.
Motion Carried.
Upon motion by Councilman Sorenson seconded by Councilman Bailey it was moved
that the licenses be approved as submitted.

Upon motion by Councilman Bailey seconded by Councilman Sorenson it was moved
that the purchase of one page for printing of pertinent Village information
• for residents, in the St. Anthony Directory be approved.
Motion Carried.
Upon motion by Councilman Sorenson seconded by Mayor O'Connor it was moved
that the properly verified claims be paid.
Motion Carried.

Upon motion by Councilman Dougherty seconded by Councilman Sorenson it was
moved that the Certificate of the Engineer in the amount of $121 .50 be approv-
ed.
Motion Carried.
Upon motion by Mayor O'Connor seconded by Councilman Sorenson it was moved
that the Engineers Certificate in the amount of $15.75 be approved.
Motion Carried.
Upon motion by Councilman Bailey seconded by Councilman Sorenson it was moved
that the meeting be adjourned.
