ANTS SONY COUNCIL MINUTES FEBRUARY 22, s.01 The regular meeting of the Village Council of the Village of St. Anthony was called to order by the Mayor at 8:00 o'clock P.M. on Tuesday February 22, 1966. The following were present at roll call: Curtis O'Connor, W. R. Dougherty, Clem Springer, Robert Bailey, Richard Sorenson. also presents Village Attorney, David Doty Village Manager, John Printon Village Engineer,DeTnhyne Olson Public Works Supt., Norbert Maher and the following were absent: None Upon motion by Councilman Sorenson seconded by Councilman Bailey it was moved 1h at the minutes of the regular meeting of February 8, 1966 be approved as sub- mitted. Motion Carried. Mr. Duane Miedtke presented the minutes of the Planning Beard Meeting of February 15, 1966. �. Sheldon Mortenson presented his requ3st for a variance to construct two 18 unit apartments at 3713-21 Foss Road, being lots 13 and lE;, Block 12, Mounds View Acres, Second Addition. After discussion, it was .moved by Councilman Springer and seconded by Councilman Dougherty, that the request for variance of 9000 sq. ft in lot area, plus an architectual variance from brick to stucco, in the spandrels between windows for each of the two 18 unit apartments, be granted. Voting on the Motion: Aye: O'Connor, Dougherty, Springer, Bailey, Sorenson Nay: None otion Carried. The Village Attorney was directed to prepare the final draft for the 1966 Contract of I.U.O.E. Local No. 49. Councilman Sorenson introduced Resolution No. 66-017 and moved that it be adopted. RESOLTUION N0. 66-017 70SOLUTIOTT RELATING TO THE APPORTIONMENT OF ASSESSMENTS FOR LOCAL Ir1PROVEM US. I -2- The resolution was duly seconded by Councilman Dougherty. Voting on the resolution: Aye: O'Connor, Dougherty, Springer, Bailey, Sorenson Nay: None The resolution was declared adopted. Councilman Sorenson introduced Resolution No. 66-011 and moved that it be adopted. RESOLUTION N0. 66-011 A RESOLUTION ERTENDIM THE GREAT LAKES PIPE LINE CO. CONTRACT TO WILLIAMS BROTHERS PIPE LINE COMPANY. The ^•�sclution was duly seconded by Mayor O'Connor. Upon motion by Mayor O'Connor seconded by Councilman Sorenson it was moved that the St. Anthony Chzpter of the American Field Service be granted a permit to bold a C.znce r•::; the Apache Center the evening of April 30, 1966, said permit to be Issued to No. Robert Rickett, 3304 Sky Croft Drive. E., be approved. Motion Carried. -3- After discussion of a request by James C. Beckstrom, Morris and Beckstrom Attorn- eys, for the opening of an alley from Roosevelt Street to Stinson Boulevard app- roximately 150' North of St. Anthony Boulevard, it was moved by Councilman Dougherty and seconded by Councilman Bailey that the Village take no action to acquire the right of way from the Minneapolis Park Board. Voting on the motion: Aye: O'Connor, Dougherty, Springer, Bailey, Sorenson Nay: None Motion Carried. Upon motion by Councilman Bailey seconded by Councilman Sorenson it was moved that Display Fixtures Inc. be authorized to prepare plans and specifications for the interior remodeling of the Off Sale facilities of Store No. 1. Voting on the motion: Aye: O'Connor, Dougherty, Springer, Bailey, Sorenson Nary: None Motion Carried. DeWayne Olson of Comstock and Davis, stated in his report that it would be nec- essary to solve the drainage problems in streets north of 37th Avenue before any • paving could be instituted. He discussed at length the drainage propcsal, jnclud ing the Silver Lake Outlet and also improvement of County Ditch, that was prep- ared by Carley and Associates, New Brighton Village engineers. The Village att- orney was to be contacted to determine what affect this proposal would have on pending litigation with New Brighton. The Stinson Boulevard Storm Sewer and paving project was discussed and it was moved by Councilman Bailey seconded by C3uncilman Sorenson that the Village attorney and Manager be instructed to pre- pare an agreement based on cost formulas approved in September of 1964 with the Council of the City of Columbia Heights and the Village of St. Anthony. Motion Carried. After an explanation by DeWayne Olson that an omission had been made in the spec- ifications for chemical equipment for well No. 5, it was moved by Councilman Dougherty and seconded by Mayor O'Connor, that change order NO. 1, Chemical Equip- ment Additions Well No. 5, be approved. Voting on the motion; Aye: O'Connor-, Dougherty, Springer, Bailey, Sorenson Nary: None Motion Carried. Tae Village engineer was instructed to review the cost split proposed by Carley and Associates for Ditch No. 5 Improvement and make a recommendation to the Village Council. -4- The proposal for Proceedures and Responsibility as submitted by the Park and Recreation Board was ordered filed. Upon . o-tion by Councilman Sorenson seconded by Councilman Bailey it was moved that the licenses be approved as submitted.
