COUNCIL MINUTES
April 12, 1966
The regular meeting of the Village Council of the Village of St. Anthony was
called to order by the Mayor at 8:00 o'clock P.M. on Tuesday April 12, 1966.
The following were present at roll call :
Curtis O'Connor, W. R. Dougherty, Clem Springer, Robert Bailey, Richard
Sorenson.

Village Attorney, Raymond Haik
Village Engineer, DeWayne Olson
Director of Public Works, Norbert Maher
Village Manager, John Printon
Upon motion by Councilman Dougherty and seconded by Councilman Springer it was
moved that the minutes of the regular meeting of March 22, 1966 be approved as
submitted.
Motion Carried.
Park Board member, George Erickson, presented the report of the Park Board
meeting of April 7, 1966. The Park Board agreed to contact Superintendent Tingum
regarding the removing of asphalt paving from outfield of ball diamond. Public
Works Department to re-design drainage swale next to elementary school. Park
Board informed grading underway in Ramsey Park. Council 's attention was called
to winter recreation report submitted by Ken Campbell, winter recreation director,.
Board informed that no official action taken on operational procedures presented
by the Park Board and that since no objections were voiced by Council members, it
was ordered filed. Mr. Erickson asked for clarification of the Council 's direct-
ive to explore the possible use of Federal Assistance in the development of the
area adjacent to the drainage holding pond in Ramsey County as a park and wild-
life preserve. Copies of Mr. Haik's memo dated March 3, 1966 to be supplied to
Board members. Overnite parking in Silver Point parking lot was discussed,
Village Manager to check.
Councilman Sorenson introduced Resolution No. 66-029 and moved that it be adopted

RESOLUTION URGING THE MINNESOTA LEGISLATUSE TO INCLUDE
ALL OF ST. ANTHONY VILLAGE IN A LEGISLATIVE DISTRICT
THAT IS IDENTIFIED WITH THE COUNTY OF HENNEPIN.
The resolution was duly seconded by Councilman Bailey.

Nay: None
The resolution was declared adopted.

Councilman Dougherty introduced Resolution No. 66-030 and moved that it be adopt-
ed.

RESOLUTION TO CORRECT ASSESSMENT.
The resolution was duly seconded by Councilman Sorenson.

Councilman Dougherty introduced Resolution No. 66-034 and moved that it be adopt-
ed.

RESOLUTION OPPOSING PROPOSED GROSS EARNINGS TAX UNDER
CONSIDERATION BY THE MINNEAPOLIS CITY COUNCIL.
The resolution was duly seconded by Mayor O'Connor.

Councilman Dougherty introduced Resolution No. 66-033 and moved that it be adopt-

RESOLUTION ORDERING PRELIMINARY PLANS FOR THE CONSTR-
UCTION OF SEWER AND WATER LINE EXTENSION TO SERVE
PAT - PEN PLAT.
The resolution was duly seconded by Councilman Springer.

Mayor O'Connor introduced Resolution No. 66-032 and moved that it be adopted.

RESOLUTION RECEIVING ENGINEERS PRELIMINARY REPORT ON
IMPROVEMENTS FOR THE YEAR 1966.
The resolution was duly seconded by Councilman Dougherty.
Voting onthe resolution:

Nay: None
The resolution was declared adopted.
Upon motion by Councilman Bailey seconded by Councilman Sorenson it was moved pro—
posed resolution No. 66-031 be tabled to the next meeting, April 26, 1966.
Motion Carried.
DeWayne Olson, Village Engineer, reviewed in detail the preliminary report sub-
mitted to the Council for the construction of drainage systems to serve Drainage
Districts #1 and A. The Village Attorney was instructed to draft a letter to
the Village of New Brighton outlining the St. Anthony Village engineers proposal
on the distribution of costs.
The meeting was recessed at 9:50 P.M. and reconvened at 10:00 P.M. all present.
Upon motion by Councilman Dougherty seconded by Councilman Sorenson it was moved
that the State Highway Department be notified that the Village is agreeable to
paying engineering costs and lighting costs for the installation of traffic
control signals at County Road C and Highway No. 8.
Motion Carried.
Upon motion by Councilman Bailey seconded by Councilman Sorenson it was moved
that the petition of Horton Connett for the installation of sewer and water
line extension to serve Pat-Pen plat be accepted and placed on file.
Motion Carried.
Representatives of Empire Sales Incorporated presented their request for the
lowering the grade of Macalaster Drive South of 39th Avenue N.E. After discuss-
ion of costs and consideration of an assessment improvement to lower the water
line: `nl sewer manhole affected,it was agreed that the petitioners would contact
other properties affected relative to sharing of the costs involved and report tc
the Council at the April 26th meeting.
Upon motion by Mayor O'Connor seconded by Councilman Bailey it was moved that tha
City Manager be authorized to advertise for bids for Village insurance. Bids to
be opened May 20, 1966.

Upon motion by Councilman Dougherty seconded by Mayor O'Connor it was moved that
Northwestern Bell Telephone Company's request for the extension of buried cable
on Anthony Lane per J.O. No. 17066 be approved.

Nay: None
Abstained: Bailey
Motion Carried.
After considerable discussion regarding the proposal of Max Saliterman for the
extension of Coolidge Street to Lowry Avenue, it was moved by Councilman Bailey
seconded by Councilman Sorenson that the plans for the improvement be approved
as submitted.
Voting on the motion:
Aye: Bailey, Dougherty
Nay: O'Connor, Springer, Sorenson
Motion Not Carried.
The Village Manager was instructed to notify Mr. Saliterman that the Council
would take the proposal under advisement until a plan is formulated by the Henn-
epin County Engineer for the improvement of Kenzie Terrace.
Upon motion by Councilman Bailey seconded by Councilman Sorenson it was moved
that ,the licenses be approved as submitted:

Upon motion by Councilman Dougherty seconded by Mayor O'Connor it was moved that
the request of Minneapolis Gas Company to make a street opening at 35th Avenue
N.E. and Harding Street per their permit No. 1452 be approved.
Motion Carried.
Mayor O'Connor proclaimed May 1 , 1966 as Law Day.
Upon motion by Mayor O'Connor seconded by Councilman Bailey it was moved that
the properly verified claims be paid.
Motion Carried.
Upon motion by Councilman Sorenson seconded by Councilman Bailey it was moved
that the meeting be adjourned.
Motion Carried.
