The following were present at roll call : O'Connor, Dougherty, Bailey, Sorenson Absent : Springer Also Present: Village Attorney, David Doty Village Manager, John Printon Upon motion by Councilman Sorenson seconded by Councilman Bailey it was moved that the minutes of the regular meeting of December 27, 1966 be approved as submitted. Motion Carried. Bill Simonovich, Park and Recreation Board, presented the minutes of the Board meeting of January 5, 1967. The Council was informed that Mr. Bob Corwin, architect, was invited to discuss the proposed Central Park shelter at the February Board meeting. The Village Manager was requested to have the Silver • Point building plans available for review at that meeting. Councilman Dougherty introduced Resolution No. 67-001 and moved that it be adopted. RESOLUTION NO. 67-001 RESOLUTION DESIGNATING REPRESENTATIVE AND ALTERNATE REPRESENTATIVE TO THE HENNEPIN COUNTY LEAGUE OF MUNICIPALITIES. The resolution was duly seconded by Councilman Sorenson. Voting on the resolution: Aye: O'Connor, Dougherty, Dailey, Sorenson Nay: None Absent not voting: Springer Resolution declared adopted. Councilman Sorenson introduced Resolution No. 67-003 and moved that it be adopted. RESOLUTION NO. 67-003 • RESOLUTION DESIGNATING REPRESENTATIVE AND ALTERNATE TO THE ELECTED OFFICIALS REVIEW COMMITTEE OF THE METROPOLITAN PLANNING COMMISSION. The resolution was duly seconded by Councilman Bailey. -2- Voting 2-Voting on the Resolution: Aye: O'Connor, Dougherty, Bailey, Sorenson Nay: None Absent not voting: Springer Resolution declared adopted. Mayor O'Connor introduced Resolution No. 67-004 and moved that it be adopted. RESOLUTION NO. 67-004 RESOLUTION DESIGNATING DIRECTOR AND ALTERNATE DIRECTOR TO SUBURBAN RATE AUTHORITY The resolution was duly seconded by Councilman Sorenson. Voting on the Resolution: Aye: O'Connor, Dougherty Bailey, Sorenson Nay: None Absent coot voting: Springer Resolution declared adopted. • Mayor O'Connor introduced Resolution No. 67-005 and moved that it be adopted. RESOLUTION NO. 67-005 RESOLUTION DESIGNATING DEPOSITARY FOR VILLAGE FUNDS AND APPROVING SECURITIES FOR COLLATERAL WITH THE STATE BANK OF THE VILLAGE OF ST. ANTHONY. The resolution was duly seconded by Councilman Bailey Voting on the resolution: Aye: O'Connor, Dougherty, Bailey, Sorenson Nay: None Absent not voting: Springer Resolution declared adopted. Councilman Dougherty introduced Resolution No. 67-006 and moved that it be adopted. RESOLUTION NO. 67-006 RESOLUTION DESIGNATING LEGAL NEWSPAPER FOR THE • CALENDAR YEAR 1967. Councilman Sorenson intorduced Resolution No. 67-007 and moved that it be adopted. RESOLUTION NO. 67-007 RESOLUTION ESTABLISHING March 15, 1967 AS CUT-OFF DATE FOR RECEIVING PETITIONS FOR PUBLIC IMPROVEMENTS. The resolution was duly seconded by Mayor O'Connor. Voting on the resolution: Aye: O'Connor, Dougherty, Bailey, Sorenson Nay: None Absent not voting: Springer • Resolution declared adopted. Councilman Bailey introduced Resolution No. 67-008 and moved that it be adopted. RESOLUTION NO. 67-008 RESOLUTION REQUESTING A STATE AUDIT OF THE FISCAL RECORDS AND MONIES OF THE VILLAGE OF ST. ANTHONY FOR THE FISCAL YEAR, 1967. The resolution was duly seconded by Councilman Sorenson. Voting on the resolution: Aye: O'Connor, Dougherty, Bailey, Sorenson Nay: None Absent not voting: Springer Resolution declared adopted. Councilman Dougherty introduced Resolution No. 67-009 and moved that it be adopted. RESOLUTION NO. 67-009 • A RESOLUTION APPROVING THE SIGNATURE OF THE MAYOR TREASURER, AND THE VILLAGE MANAGER ON ALL DRAFTS DRAWN AGAINST DEPOSITS OF THE VILLAGE OF ST. ANTHONY r -4- The Resolution was duly seconded by Councilman Sorenson. Voting on the Resolution: Aye: O'Connor, Dougherty, Bailey, Sorenson Nay: None Absent not voting: Springer Resolution declared adopted. Upon motion by Councilman Bailey seconded by Mayor O'Connor it was moved that the firm of Erickson, Popham, Haik and Snobrich be named as Village Attorneys for the year 1967. Motion Carried. Upon motion by Councilman Sorenson, seconded by Councilman Bailey it was moved that the firm of Comstock and Davis be named as Village engineers for the year 1967. Motion Carried. Upon motion by Councilman Sorenson seconded by Mayor O'Connor it was moved that Councilman Dougherty be named as Mayor Pro Tem for the year 1967 and that • he be authorized to execute drafts drawn against Village accounts in the absence of the Mayor. Motion Carried. Upon motion by Councilman Sorenson seconded by Councilman Bailey it was moved that the following Park and Recreation Board members be appointed for 1967: Everett Hamilton, John Andrychowicz, George Erickson, William Simonovich, Lowell Thompson. Motion Carried. Upon motion by Councilman Dougherty, seconded by Councilman Sorenson it was moved that the following be appointed to the Planning Board for 1967: Louis Howitz, Dr. Thomas Emond, Robert Mesenbring, Curtis Englund, Fred Katterheinrich Duane Miedtke, Donald Kronk. Motion Carried. Mayor O'Connor received the Pedestrian Safety Award for 1965 from the Minnesota Safety Council on behalf of the Village and presented the award to Chief Brown with commendation of the fine pedestrian safety record of the Village. Chief Brown accepted the award on behalf of the full department who were present. Mayor O'Connor moved and seconded by Councilman Dougherty that the bid of Midway Ford Co. for the supplying of one, one-half ton pick up truck, per speci- • ficiations, at a bid price of $1610.00 be accepted. Motion Carried. y �1 -5 • Upon motion by Councilman Dougherty, seconded by Councilman Bailey it was moved that the bid of Brookdale Ford Co. for the supplying of one three-quarter ton pick up truck, per specifications, at a bid price of $1929.36 be accepted. Motion Carried. Upon motion by Councilman Dougherty, seconded by Councilman Sorenson it was moved that the bid of Brookdale Ford Co., for the supplying of one police car, per specifications, at a bid price of $2858.89 be accepted. Motion Carried. Councilman Sorenson introduced Resolution No. 67-010 and moved that it be adopted. RESOLUTION NO. 67-010 A RESOLUTION APPROVING THE TRANSFER OF CERTAIN FUNDS IN ACCOUNT NO, 411. The resolution was duly seconded by Councilman Bailey. Village Manager's request for the inclusion of the Assistant Manager's position in contract negotiations with Local 792 at $25.00 per month increase %rn-, approved by voice consent. Upon motion by Mayor O'Connor, seconded by Councilman Sorenson it was moved that the request for variance of 12 feet for rear yard be granted over Lot 6, Block 1, Olson's Addition. Motion Carried. Mrs. Fritz, Suburban Hennepin Relief Association, appeared before the Council relative to the Village's participation in the Federal Food Stamp Plan. After discussion, Upon motion by Councilman Sorenson, seconded by Councilman Dougherty it was moved that the Village participate in the Federal Food Stamp plan. Voting on the motion: Aye: Dougherty, Bailey, Sorenson • Nay: Mayor O'Connor Absent not voting: Springer Motion Carried. i -6- Upon motion by Councilman Sorenson seconded by Mayor O'Connor it was moved that the request for licenses be approved as submitted. Upon motion by Councilman Sorenson, seconded by Councilman Dougherty, it was moved that the Village Manager be authorized to advertise for bids for chlorine, and fluorine for the year 1967, and for one mud jacking machine. Motion Carried. • Upon motion by Councilman Dougherty, seconded by Mayor O'Connor it was moved that a two foot rear yard variance be granted over Lot 26, Block 1, St. Anthony Terrace Manor. Motion Carried. Upcn motion by Councilman Dougherty, seconded by Mayor O'Connor it was moved that the engineers certificate in the amount of $14.10 be approved. Motion Carried. Upon motion by Mayor O'Connor, seconded by Councilman Dougherty, it was moved that the engineers certificate in the amount of $1161.83 be approved. Motion Carried. Upon motion by Councilman Sorenson, seconded by Councilman Bailey it was moved that the engineers certificate in the amount of $6.75 be approved. Motion Carried. Upon motion by Mayor O'Connor, seconded by Councilman Bailey it was moved that the engineers certificate in the amouet of $550.56 be approved. • Motion Carried. Upon motion by Councilman Sorenson seconded by Councilman Dougherty it was moved that the properly verified accounts be approved. Motion Carried. r -7- Upon motion by Councilman Dougherty it was moved that the request for variance for the construction of a pylon sign for the Kenzie Oil Company be denied. Motion not seconded. Upon motion by Mayor O'Connor, seconded by Councilman Bailey it was moved that the request for variance for the erection of a pylon sign by the Kenzie Oil . Co. be granted based on a hardship to the property owner. Voting on the Motion: Aye : O'Connor, Bailey, Sorenson Nay: Dougherty Absent not voting: Springer Motion Carried. The Village Manager was directed to check the Council Procedure bi -laws relat- ive to Council meeting attendance. The Village Manager was directed to arrange a joint meeting between the St. Anthony Village Council and the St. Anthony School Board. Upon motion by Councilman Sorenson, seconded by Councilman Dougherty it was moLed that the requestof the Minneapolis Gas Company to insulate a valve as • per plan submitted be approved.
