VILLAGE OF ST. ANTHONY
• COUNCIL MINUTES
January 24, 1967
The regular meeting of the Village Council of St. Anthony was called to
order by the Mayor at 8:00 o'clock P.M. on Tuesday January 24, 1967.
The following were present at roll call :
O'Connor, Dougherty, Springer, Bailey
Absent:
Sorenson
Also Present: Village Attorney, Raymond Haik
Public Works Supt., Norbert Maher
Village Manager, John Printon
Upon motion by Councilman Bailey seconded by Councilman Dougherty it was
moved that the minutes of the regular meeting of January 10, 1967 be
approved as submitted.
Motion Carried.
• Donald Kronk presented the Planning Board Minutes of the meeting of January
17, 1967. Mr. Kronk explained that due to lack of attendance by petitioners
that the agenda items were tabled. After review, Councilman Bailey moved
and seconded by Mayor O'Connor that the necessary variance be granted along
the west property line per plan submitted by St. Anthony School District
#282 for the construction of an addition to the St. Anthony High School.
Motion Carried.
Councilman Dougherty introduced Resolution No. 67-012 and moved that it be
acb pted.
RESOLUTION NO. 67-012
A RESOLUTION AUTHORIZING THE MAYOR & VILLAGE MANAGER
TO APPROVE THE 1967 SUBURBAN HENNEPIN COUNTY RELIEF
BOARD CONTRACT.
The resolution was duly seconded by Councilman Bailey.
Voting on the Resolution:
Aye: Dougherty, Springer, Bailey
Nay: O'Connor
Absent not voting: Sorenson
Resolution declared adopted.
The Mayor announced that this was the time and the place for the holding of
the Supplemental Assessment hearing for the assessment of costs for the

• installation of lateral sanitary sewer lines to service lots 5 and 6, [clock
7, Mounds View Acres, 2nd Addition. There were no objections presented by
those present. Village Attorney, Raymond Haik, advised the Council that
Mr . Daly, representing the property owner, had requested that his client be
allowed ninety days (90) in which to pay the assessment without interest.
After discussion, Mayor O' Connor moved and seconded by Councilman Dougherty
that the supplemental hearing for lateral sewer assessment for lateral
sanitary sewer lines to service lots 5 and 6, Block 7, Mounds View Acres,
2nd Addition be continued to £1:00 o'clock P.M., April 25, 1967.

Nay: None
Absent not voting: Sorenson
Motion Carried.
Councilman Dougherty introduced Resolution No. 67-013 and moved that it be
adopted.
RESOLUTION NO. 67-013
RESOLUTION ORDERING HEARING FOR THE SUPPLEMENTAL
ASSESSMENT OF LAND FOR 1965 STREET IMPROVEMENT

The resolution was duly seconded by Councilman Springer.
Voting on the resolution:
Aye: O'Connor, Dougherty, Springer, 9ailey
Nay: None
Absent not voting: Sorenson
Resolution declared adopted.
Mayor C'Connor introduced Resolution No. 67-002 and moved that it be adopted.
RESOLUTION no. 67-002
RESOLUTION RELATING TO THE APPORTIONMENT OF SPECIAL
ASSESSMENTS FOR LOCAL IMPROVEMENTS.
The resolution was duly seconded by Councilman Dougherty.
Voting on the resolution:
Aye: O'Connor, Dougherty, Springer, Bailey

Resolution declared adopted.

Councilman Dougherty introduced Resolution No. 67-011 and moved that it be
adopted.
RESOLUTION NO. 67-011
RESOLUTION APPROVING THE ASSIGNMENT OF CERTAIN
SECURITIES BY THE ST. ANTHONY STATE BANK.
The resolution was duly seconded by Councilman Springer.
Voting on the resolution:
Aye: O'Connor, Dougherty, Springer, Bailey
Nay: None
Absent not voting: Sorenson
Resolution declared adopted.
After discussion, in which the Council was informed that the successful bidd-
er on the patrol car was unable to meet specifications. Councilman Bailey
moved and seconded by Councilman Dougherty that the action awarding bids
for the supplying of one patrol car, one 1/2 ton pick up truck and one
3/4 ton pick up truck be rescinded.
• Motion Carried.
Upon motion by Councilman Bailey and seconded by Mayor O'Connor it was moved
that the Village Manager be authorized to re-advertise for bids for the supp
lying of one patrol car, one 3/4 ton pick up truck, and one 1/2 ton pick up
truck.
Motion Carried.
After discussion of the report by Layne of Minnesota for the repair of Well
#3, Councilman Dougherty moved and seconded by Councilman Springer that the
sum of $1081 .20 be transferred from the (dater Fund Reserve to Account #80-24.
Motion Carried.
Upon motion by Mayor O'Connor and seconded by Councilman Dougherty it was
moved that Layne of Minnesota be authorized to proceed on the repair of
Wel1 #3 as set forth in their proposal of January 20, 1967 in the amount of
$3681.20
Motion Carried.
The well pumping report for 1966 was received and ordered filed.
A letter from Richard Fudali regarding security provisions for Diamond
• 8 Apartments was received.

A
4-A letter from Michael Galvin, attorney for the Lowry Grove Trailer Park,
was received and the Village attorney was instructed to bring a complaint
against the property owners pursuant to a directive by the Village Council .
After discussion, the 1966 Police report was received and ordered filed.
A letter from Mr. Ron Erickson was received and ordered filed.
Upon motion by Councilman Bailey, seconded by Councilman Dougherty it was
moved that the request to place a pole on the N.W. corner of Bell Lane and
Crestview Drive be tabled.
Motion Carried.
Upon motion by Councilman Dougherty, seconded by Mayor O'Connor it was moved
that the statement of Glen Asmus, Liquor Store Auditor, be approved in the
amount of $2995.00.
Motion Carried.
Upon motion by Councilman Dougherty, seconded by Councilman Bailey it was
moved that the properly verified claims be approved.
Motion Carred.
• Upon motion by Councilman Bailey seconded by Councilman Springer it was
moved that the statement of Henning Nelson Construction Co., Liquor Store
Contractor, be approved in the amount of $16,245.00 per contract.

Nay : None
Absent not voting: Sorenson
Motion Carried.
Councilman Springer noted that the Elmwood Lutheran Church had placed a sign
on the RAA of 37th Avenue N.E. and Chelmsford Drive. The Village Manager
was instructed to investigate.
Councilman Bailey moved and seconded by Councilman Springer that the meeting
be adjourned.
Motion Carried.
The meeting was reconvened by the Mayor, all present who answered regular
meeting roll call.

Councilman Dougherty moved and seconded by Councilman Springer that the
request for Bingo License for the St. Charles Mardi Gras be approved and
the license fee be waived.
Motion Carried.
The Mayor declared the meeting adjourned.
