The following were present at roll call : O'Connor, Dougherty, Springer, Bailayi Sorenson Absent: None Also Present : David Doty, Village Attorney John Printon, Village Manager It was noted that a typographical error was made on page one first paragraph minutes of March 28, 1967. The word 'Work" should read 'word". • Councilman Dougherty moved and seconded by Councilman Springer that the min- utes of March 28, 1967 be approved as amended. Motion Carried. Mayor O'Connor briefly reviewed the minutes of the Park and Recreation Board meeting of April 6, 1967. Mayor O'Connor moved and seconded by Councilman Sorenson that the Minutes of the Park and Recreation Board meeting of April 6, 1967 be accepted and ordered filed. Motion Carried. Ordinance No# 64C was presented for the third and final reading. After discus- sion, Councilman Dougherty moved and seconded by Councilman Bailey that Ord- inance No. 64C be adopted and ordered published. Voting on the motion: Aye: O'Connor, Dougherty, Springer, Bailey, Sorenson Nay: None Motion Cartied. Resolution No. 67-023 was discussed at length. The original description of Diamond 8 Terrace Addition was ordered included in the resolution. Councilman Sorenson introduced Resolution No. 67-023 and moved its adoption. RESOLUTION NO. 67-023 A RESOLUTION REQUIRING THE POSTING OF SURETY BOND TO GUARANTEE PAYMENT OF SPECIAL ASSESSMENTS LEVIED AGAINST DIAMOND EIGHT TERRACE ADDITION. The resolution was duly seconded by Mayor O'Connor. �•3 -2- Voting 2-Voting on the resolution: Aye: O'Connor, Dougherty, Springer, Bailey, Sorenson Nay: None Resolution declared adopted. The Village Attorney was directed to request an Attorney General 's opinion regarding the division of property in Ramsey County. The Village Council received a petition submitted by Mrs. Taylor regarding a proposed sidewalk on Silver Lake Road. The Village Manager was directed to forward copies of withdrawals from the petition fcr sidewalks to Mr. Ron Ekstrom. The Mayor acknowledged the receipt of a petition opposing the parking of a vehicle at 2700 - 3212- Avenue N.E. He stated that the owner wilt be notified to comply with the ordinance. • The Council approved the use of Village vehicles to help the J.C.'s in their Clean Up Week Program, April 23 - 29. The Village Manager was directed to inform N.S.P. Company that inoperative ornamental lights at the entrance to Groes Golf Course would remain unrepaired at this time. Letters of communication were received and ordered filed. Councilman Springer moved that the Ogdahl - Metro Bill be approved. Motion not seconded. The Council agreed to meet at 5:00 o'clock P.M. Monday, April 17, 1967 to discuss location of a proposed sign for Liquor Store #1. Councilman Sorenson moved and seconded by Councilman Springer that the engineers certificate in the amount of $57.60 be tabled to clarify a charge for a state aid seminar. Motion Carried. Upon motion by Mayor O'Connor, seconded by Councilman Dougherty it was moved that the resignation of Kenneth Johnson, electrical inspector, be accepted. Motion Carried. Upon motion by Mayor O'Connor, seconded by Councilman Sorenson it was moved that a letter of commendation be forwarded to Kenneth Johnson for his service to the Village. Motion Carried. -3- Upon motion by Councilman Bailey seconded by Councilman Sorenson it wis r, that the Mayor's Proclamation of Band Day - April 11th be approved. Motion Carried. Upon motion by Councilman Dougherty seconded by Councilman Springer it was moved that the licenses be approved as submitted. Councilman Springer reported on air pollution as regards the proposed Happy's Potato Chip plant. • The Village Manager was directed to notify Mr . Dunphy, Happy's Potato Chip owner, that a Village air pwllution consultant will review the proposed plant at his expense. The Village Attorney was directed to draft a proposed amendment to Ordinance No. 66 to provide for the posting of a bond to insure the carrying out of a planting development plan. Upon motion by Councilman Sorenson, seconded by Councilman Bailey it was moved that the meeting be adjourned. Motion Carried. After a brief recess the Mayor re-called the meeting to order, all present. Councilman Bailey moved and seconded by Councilman Springer that the Village Manager be authorized to advertise for bids for the improvements as outlined in the Park and Recreation Boards minutes of April 6, 1967.
