• VILLAGE OF ST. ANTHONY
COUNCIL MINUTES
June 13, 1967
The regular meeting of the Village Council of St. Anthony was called to order
by the Mayor pro tem at 8:00 o'clock P.M. on Tuesday June 13, 1967.
The following were present at roll call :
Dougherty, Springer, Bailey, Sorenson
Absent: O'Connor
Also Present : Raymond Haik, Village Attorney
John Printon, Village Manager
Upon motion by Councilman Sorenson, seconded by Councilman Bailey it was moved
that the minutes of the regular meeting of May 23, 1967 be approved as sub-
mitted.
Motion Carried.
Upon motion by Councilman Bailey and seconded 4y Councilman Sorenson it was
• moved that the Minutes of the Special meeting of May 26, 1967 be approved as
submitted.
Motion Carried.
Upon motion by Councilman Springer seconded by Councilman Bailey it was moved
that the minutes of the Special Meeting of June 2, 1967 be approved as sub-
mitted.
Motion Carried.
The Planning Board minutes of the meting of May 24, 1967 were discussed.
DeWayne Miedtke , Planning Board Member, suggested that the minutes be tabled
until later in the meting in order to clarify what action had been taken
regarding a request for variance by Richard Carlson, 3509 Maplewood Drive.
Ordinance No. 66G was presented for the third reading.. After discussion,
Councilman Sorenson moved and seconded by Councilman Springer that Ordinance
No. 66G be adopted on third reading.
Voting on the motion:
Aye: Dougherty, Springer, Sorenson
Nay: Ba4ley
Absent not voting: O'Connor
Motion Carried.
Ordinance No. 738 was presented for second reading. After discussion, Council-
man Sorenson moved and seconded by Councilman Springer that Ordinance No. 73B
be approved on second reading.

Ordinance No. 63A was presented for second reading. After discussion, Council-
man Springer moved and seconded by Mayor Pro tem Dougherty that Ordinance #63A
be approved on second reading.

Nay: None
Absent not voting: O'Connor
Motion Carried.
Mr. Schooley presented a six year pedestrian safety award on behalf of the
Minnesota Safety Council. Chief Ed Brown received the award on behalf of
• the Village and expressed his appreciation of the departments efforts to
promote pedestl*ian safety within St. Anthony Village. Mayor Pro tem Dougherty
expressed the Council 's appreciatton of the award and congratulated Chief
Brown and his department for their efforts on behalf of pedestrian safety.
Village Attorney, Raymond Haik, appraised the Council of the proceedings at the
recent hearing of St. Anthony Village v Lowry Grove Trailer Park Inc.
Mr. Haik also informed the Council that the case St. Anthony Village v
Pemtom Inc. had been dismissed and that the matter of assessments concerning
Diamond Eight Apartments had been resolved with Mr. Richard Fudali, attorney.
Mr. Miedtke, Planning Board member, reported his conversation with Chairman
Howtiz regarding a request for variance by Mr . Richard Carlson. After discuss-
ion, Councilman Sorenson moved and seconded by Councilman Springer that the
request of Mr. Richard Carlson, 3509 Maplewood Drive, for a side yard variance
be approved subject to the approval of the Planning Board.
Motion Carried.
The Village Manager was directed to request of Mr. G. A. Black, Crest Aire,
Minneapolis, test results of similar installations and a detail of the operat-
ional procedures used in the proposed odor control equipment.
Upon Motion by Councilman Springer, seconded by Councilman Bailey it was
proved that the Village Manager be authorized to participate with the Hennepin
County Auditor regarding computerization of Village assessments and making
corrections of such errors as might be noted to the nearest $0.05.
Motion Carried.

The Village Manager was directed to furnish the Council with comparative dues
costs of the Hennepin County League and the Metropolitan Section of the Minn-
esota League of Municipalities, at the June 27th 1967 meeting.
Upon motion by Councilman Springer, seconded by Councilman Sorenson it was
moved that the Village does not participate in a donation to the Hennepin
County Agricultural Society.
Motion Carried.
The Village Manager was directed to get additional detail on fringe benefits
and areas included in a proposed Municipal Salary Survey being undertaken by
twin city municipalities.
Upon Motion by Councilman Sorenson, seconded by Mayor pro tern Dougherty it was
moved that the properly verified claims be approved.
Motion Carried.
Councilman Sorenson requested that the Council consider a replacement on his
forthcoming resignation, from Ramsey County and asked tha t Mr. Hoyer be
considered for the post.
• A letter from Mrs. Ronald Ekstrom was received. Mr. Haik commented that the
Minnesota Statutes outline the requirements for a G. 0. issue. Mayor Protem
Dougherty felt that the Planning Board should study the subject of sidewalks.
Upon motion by Councilman Bailey, seconded by Councilman Springer it was moved
that the meeting be adjourned.
Motion Carried.
