ANTHONY COUNCIL MINUTES June 25, 1968 The regular meeting was called to order by the Mayor at 8:00 o'clock P.M. The following were present at roll call: O'Connor, Dougherty, Springer, Crouse Absent: Emond Also Present: Village Attorney, Raymond Haik Village Manager, John Printon Motion by Councilman Crouse and seconded by Councilman Springer that the min- utes of June 11, 1968, be approved as submitted. Motion Carried. Mr., Louis Howitz presented the Planning Board Minutes of June 18, 1968. ,-'The matter of the hearing of the rezoning of the Sunset Memorial Industrial • area was discussed. Mr. Henry Peterson stated that he felt that the present limits of Light Industrial zoning should be maintained. He further stated that he felt the increased traffic on 29th Avenue N.E. was not desirable to resi- dents and that the property should remain a cemetery. The Village Attorney explained that the property had been vacated as a cemetery and that the prop- erty owners were legally entitled to a zoning classification. Mr. Sam Kaplan, Attorney, explained Sunset Memorial 's position in the matter. He said that the cemetery would be hurt by a poor development. Mr. Boytel, Sunset Memorial Cemetery, explained that there was a large tract between the area under consideration and Highway #8, that the property actually angled toward County Road C, rather than parallel with Highway #8. Mr. Kaplan stated that the owners stake was as great as the neighbors. Councilman Dougherty suggested that the developed property be offset on a line with Rankin Road extended to give a greater buffer area. Mr. Kenneth Lee stated that his property on Silver Lake Road and 39th Avenue N.E. was not properly zoned. Mr. Gordon Hedlund stated that his property on Silver Lake Road, north of 39th Avenue N.E . was not properly zoned. There being no further discussion, Councilman Crouse moved and seconded by Mayor O 'Connor that the Village Attorney be directed to prepare an amendment to the zoning Ordinance to zone the cemetery property adjacent to County Road C to Light Industiral . Voting on the motion: Aye: O'Connor, Springer, Dougherty, Crouse Nay: None Absent not voting: Emond Motion Carried. i -2- Mr. 2-Mr. Scarp and Mr. Heilman were present to present a revised building plan for their building on Anthony Lane. Mr. Scarp stated that he felt the plan workable with a modification of the original building plan. He explained to the Council the nature of the business he and Mr. Heilman were engaged in. The new parking layout was discussed at length. Mayor O 'Connor moved and seconded by Councilman Dougherty that final approval be given the Scarp- Heilman addition providing for a modification of the building to provide for additional parking area. Motion Carried. The tabling action of the St. Anthony Shopping Center Sign by the Planning Board was discussed. No action was taken on the matter. Motion by Councilman Crouse and seconded by Councilman Springer that the final approval be given the Kylander plat and that the Mayor and Clerk be authorized to si gi the final plat on behalf of the Village. Motion Carried. Mayor O'Connor moved and seconded by Councilman Crouse that a suitable plaque be ordered in recognition of Mr. Lyle Elam's service as the first Village Municipal Judge and as a member of the Planning Board upon his leaving St. Anthony for a position in Baltimore, Maryland. Motion Carried. A review of bids for the Improvement of Silver Lane opened at 12:00 o'clock noon on June 24, 1968, is as follows: Palda 6 Sons Inc. $77,656.94 Concrete Surfacing Victor Carlson & Sons 85,690.00 Concrete Surfacing Hennepin Blacktopping Co. Inc. 52,500.00 Asphalt Surfacing Dunkley Surfacing So, Inc. 47,607.14 Asphalt Surfacing Arnold Beckman 84,675.60 Concrete Surfacing After discussion, Councilman Crouse moved and seconded by Mayor O'Connor that the bid of Dunkley Surfacing Co. Inc. in the amount of $47,607.14 for the asphalt surfacing of Silver Lane east of Silver Lake Road be accepted with a completion date of September 1, 1968. Motion Carried. Motion by Councilman Dougherty and seconded by Mayor O'Connor that an acturial study for the Fire Department Pension Fund be approved in the amount of $750.00, said amount to be paid by the general fund. • Motion Carried. After discussion, Councilman Crouse moved and seconded by Councilman Dougherty that the Village enter into agreement with the Hennepin County Sheriff's office per mutual aid agreement with the stipulation that the Village Manager be named as the requesting and responding authority. Motion Carried. }�. -3- The 3-The Village Manager was directed to prepare a recap of charges for sewer service through the Minneapolis System for the July 9th meeting. Voice approval was given for the holding of a Mobile Aqua Show by the St. Anthony Merchants Association. A claim for driveway damage on 33rd Avenue N.E. was ordered sent to the Northwestern Bell Company. Motion by Councilman Springer and seconded by Councilman Dougherty that permit #6787, Hennepin County Highway Department for Northwestern Bell Co. be approved. Motion Carried. Motion by Councilman Crouse and seconded by Councilman Dougherty that the following certificates of the engineer be approved as submitted: 1 . High Service pump $ 66.38 2. Repair lde 1 1 #5 149.76 3. 1968-1 Street Improvement 921 .38 4. General engineering service 283.51 Motion Carried. Motion by Councilman Dougherty and seconded by Councilman Crouse that the licenses be approved as submitted. • HEATING: Mill City Heating Domestic Heating Cronstroms Heating Advanced Heating Minneapolis Gas Company Twin City Furnace Como Specialty Company Thomas Air Conditioning Egan & Sons Company Geo. Motion by Mayor O'Connor and seconded by Councilman Dougherty that the prop- erly verified claims be approved. Motion Carried.
