VILLAGE OF ST. ANTHONY
COUNCIL MINUTES
Apr i 1 8, 1969
The meeting was called to order by the Mayor at 8:00 o'clock P. M.
The following were present at roll call : O'Connor, Crouse, Emond, Levandowski,
Dougherty.
Also present: Raymond Haik, Village attorney
John Printon, Village Manager
Motion by Councilman Levandowski and seconded by Councilman Dougherty that the
minutes of the meeting of March 25, 1969 be approved as submitted.
Motion carried.
The March 26, 1969 minutes, Human Relations Committee meeting, were reviewed and
ordered f led.
Ordinance 1969-3 was introduced for the third reading.
Councilman Emond moved and seconded by Councilman Levandowski that Ordinance No.
1969-3 be approved on third reading.

Councilman Cougherty offered the following amendment : that Section 1 as pertains
to the rezoning of certain property from light industrial to commercial be deleted
• Brom the Ordinance. The amendment was seconded by Councilman Crouse.
Voting on the amendment :
Aye : Crouse, Dougherty.
Nay: O'Connor, Emond, Levandowski.
Amendment not carried.
Voting on the motion:
Aye: O'Connor, Emond, Levandowski.
Nay: Crouse, Dougherty.
Motion carried.
The review of the Recreation Directors budget report was scheduled for the April
22nd meeting.
The Village attorney reviewed a report pertaining to a claim for damages to a
police car. Other reports were reviewed and ordered filed.
A report of the Fire Department was reviewed and ordered filed.
• Councilman Dougherty requested a list of burning violation tags issued in
commercial and industrial areas at the April 22nd meeting.

Mr.
2-Mr. William Collins, Collins Shows, appeared regarding a complaint. Mayor O'Connor
reviewed the matter with Mr. Collins. Mr. Collins states that he was sorry the
incident took place. He pointed out the rides would be located in back of the
Sandy's Drive In for the 1969 Center promotion.
Councilman Crouse moved and seconded by Mayor O'Connor that the Collins Show license
be approved on the site location indicated.
Voting on the motion:
Aye: O'Connor, Crouse, Emond, Levandowski.
Nay: Dougherty.
Motion carried.
Councilman Crouse moved and seconded by Councilman Dougherty that the Village
Manager be authorized to advertise for bids for an addition to the Village
Maintenance building.
Motion carried.
Councilman Dougherty moved and seconded by Councilman Crouse that the Village
Manager be authorized to advertise for bids for Village insurance.
• Motion carried.
Councilman Crouse moved and seconded by Councilman Levandowski that the Mayor and
Village Manager be authorized to extend the lease of the Hennepin County Library
building for an additional three years at $340.00 per month with the Towle Mortgage
Company.
Motion carried.
Motion by Councilman Dougherty and seconded by Mayor O'Connor that the Village
Manager be authorized to advertise for bids for gravel , asphalt mix, and asphaltic
oil .
Motion carried.
Motion by Councilman Crouse and seconded by Mayor O'Connor that the licenses be
approved as submitted.
Motion carried.
Motion by Councilman Levandowski and seconded by Councilman Emond that the properly
verified claims be approved.
Motion carried.
Motion by Councilman Crouse and seconded by Councilman Emond that the meeting be
adjourned.
