• VILLAGE OF ST. ANTHONY
COUNCIL MINUTES
February 10, 1970
The meeting was called to order by the Mayor at 8:00 o'clock P.M.
The following were present at roll call : Miedtke, Crouse, Levandowski, Kukielka.
Absent: Emond
Also Present: Village Attorney, Larry Vickrey
Village Manager, John Printon
It was noted that on page 3 of the minutes of January 27, 1970 that in the 1st
paragraph that "and possible rescinding the action of the December 23, 1969
council meeting" should be deleted, and that paragraph 2 should read "that
parking be restricted to two hours".
Motion by Councilman Crouse and seconded by Councilman Kukielka that the minutes
of the meeting of January 27, 1970 be approved as amended.
Motion carried.
• The minutes of the Human Relations Committee meeting of January 26, 1970 were
read and ordered filed.
Motion by Councilman Crouse and seconded by Councilman Kukielka that the second
reading of the Rodent Control Ordinance be approved with the delegation of the
Village Health Inspector as the enforcement officer.
Motion carried.
Motion by Councilman Crouse and seconded by Councilman Kukielka that the
application for Repurchase of Forfeited Lands described as : Plat 63506,
Parcel 875, commencing at SW corner of Lot 4, Block 2, Wilshire Park 4th,
thence South 103 ft., thence East 35', thence South to South line of North L
of N.E. 14, thence East to S.W. corner of Outlot 1, said addition, thence
North to N.W. corner thereof, thence West to beginning, be approved in the
amount of $326.36.
Motion carried.
A letter from Max Saliterman was reviewed regarding the location of a shopping
center sign. A letter was directed forwarded to Mr. Saliterman requesting
sign area and height and dimensions from buildings and driveway entrances.
Motion by Councilman Crouse and seconded by Councilman Levandowski that
control be established for activities at the Gross Golf Course, Sunset
• Memorial and Hillside cemetaries requiring a permit for all activities and
land use and that the matter be referred to the Village Attorney for action
within two weeks.
Motion carried.

The
2-The Village Attorney was directed to draft a Snowmobile Ordinance for consider-
ation in two weeks.
Motion by Councilman Crouse and seconded by Councilman Kukielka that the proposal
of Layne of Minnesota Company to pull and inspect Well #4 be accepted as per
their letter dated January 23, 1970 in the estimated amount of $551.63.
Motion carried.
The Council gave voice approval to the acceptance of the new water pumping
rate to substitute for the interruptable rate on which basis the Village is
presently served.
Motion by Councilman Levandowski and seconded by Councilman Crouse that the
Village reinstall the "No Parking Sign" 9 P.M. to 2 A.M., on the North side
of 27th Avenue N.E. from Wilson Street to the alley West of 3 Circle Drive In.
Motion carried.
The Village Attorney requested Council approval to explore the possibility of
settlement of the former Volunteer Fire Department law suit.
Councilman Crouse moved and seconded by Councilman Kukielka that the Village
• Attorney be directed to explore a negotiated settlement possibility with the
attorney for the former Volunteer Fire Department.
Motion carried.
Motion by Councilman Levandowski and seconded by Councilman Kukielka that the
lir�nse request of U.S. Bench Corporation be approved.
Motion carried.
Motion by Councilman Crouse and seconded by Councilman Kukielka that the
hearing license e H.S. Horwitz, Inc. be approved as requested.
Motion carried.
Motion by Councilman Levandowski and seconded by Councilman Crouse that the
certificate of the engineer, Improvement 1969-1, $1,727.44 be approved as sub-
mitted.
Motion carried.
A discussion of Council Meeting Rules was tabled to the 1st meeting in March.
Motion by Councilman Crouse and seconded by Mayor Miedtke that the Village
Manager be directed to contact the City of Minneapolis regarding execution of
a mutual aid agreement.

3-The North Suburban Mutual Aid agreement was tabled pending review by the Village
Attorney.
Motion by Councilman Crouse and seconded by Councilman Kukielka that the properly
verified claims be approved.
Motion carried.
The Council set the first meeting in March to discuss long range capital
improvements.
Motion by Councilman Crouse and seconded by Councilman Kukielka that the meeting
be adjourned.
Motion carried.
