VILLAGE OF ST, ANTHONY
COUNCIL MINUTES
February 25, 1970
The meeting was called to order by the Mayor at 8:00 o'clock P.M.
The following were present at roll call : Miedtke, Levandowski, Emond
Absent: Crouse, Kukielka
Also present: Village Attorney, Larry Vickrey
It was noted that at the bottom of page 2 of the minutes of the February 10,1970
meeting, the motion by Councilman Crouse should read "Ascertain whether a mutual
aid agreement is in effect between Minneapolis and St. Anthony Village."
Motion by Councilman Levandowski and seconded by Mayor Miedtke that the minutes
of the meeting of February 10, 1970, be approved as amended.
Motion carried.
Donald Kronk presented the minutes of the February 17, 1970, Planning Board.
Motion by Councilman Levandowski and seconded by Councilman Emond that we dis-
approve the request for the proposed nursing home as submitted.
\Motion carried.
Motion by Councilman Emond and seconded by Mayor Miedtke that we follow the
recommendation of the Planning Board and deny the request for the sign on the
American Legion Club.
Motion carried.
Motion by Councilman Levandowski and seconded by Councilman Emond to waive the
third reading of the Rodent Control Ordinance and that it be approved.
Notion carried.
Councilman Emond introduced Resolution #70-003 and moved its adoption.

RESOLUTION DESIGNATING DEPOSITORY FOR
VILLAGE FUNDS AND APPROVING SECURITIES
FOR COLLATERAL WITH THE STATE BANK OF
THE VILLAGE OF ST. ANTHONY AND THE FID-
ELITY BANK AND TRUST COMPANY
The resolution was duly seconded by Mayor Miedtke.

Resolution declared adopted.
Motion by Councilman Levandowski and seconded by Councilman Emond that Ordinance
1970-2 be adopted and that we waive the second and third readings of the ordinance.

AN ORDINANCE RELATING TO TRAFFIC AND
OPERATOR REGULATIONS, AMENDING SECTIONS
800.01 , 800.05, AND 800.08 CF THE 1968
CODE OF ORDINANCES
Motion carried.
Mayor Miedtke ruled that the snowmobile ordinance be tabled for further study
until the next meeting.
Motion by Councilman Emond and seconded by Councilman Levandowski to pay
$20,871.82 to C.S. McCrossan for Estimate #7, Improvement 1968-4.
Motion carried.
Motion by Mayor Miedtke and seconded by Councilman Levandowski to rescind
Resolutions #69-045 and #69-046, as they pertain to the assessment, that were
adopted at the December 23, 1969 meeting.
Motion carried.
Motion by Councilman Levandowski and seconded by Councilman Emond to give North-
western Bell Telephone Company permission to place buried cable on 34th Avenue
N.E. as requested.
Motion carried.
Motion by Mayor Miedtke and seconded by Councilman Emond that the Village Attorney
proceed to right the agreement from the North Suburban Mutual Aid Association,
indicating the changes he has stated tonight and to work it out with the other
parties.
Motion carried.
Motion by Councilman Emond and seconded by Mayor Miedtke that we pay the firm of
Popham, Haik, Schnobrich, Kaufman and Doty the amount of $660.00 for the work on
the Hennepin County Municipal Court and Village Police matters, $818.75 for
Village general work and $290.00 for legal work for the Volunteer Fire Department
litigation and the Soo Line Railway Company appeal.

Motion carried.
Motion by Councilman Levandowski and seconded by Councilman Emond that the
appropriate number of "No Parking At Any Time" signs be inserted on the West side
of Roosevelt Street N.E. from Pahl Avenue N.E. North to the alley.
Motion carried.
Motion by Mayor Miedtke and seconded by Councilman Emond that "No Parking At
Any Time" signs be put up on St. Anthony Boulevard from Roosevelt Street N.E. to
Stinson Boulevard.
Motion carried.
The Village Manager was instructed to inform St. Charles Church of this action
so that parishioners who might be parking on these streets can be made aware of it.
Motion by Councilman Emond and seconded by Mayor Miedtke instructing the Village
Manager to take bids on blacktop, aggregate, and asphaltic oil.
Motion carried.
The Village Attorney informed the Council that Mr. Peterson from the Attorney
General 's office called him to advise us that he has been assigned the Liquor
Store question and that he would give us an opinion as soon as possible.
Motion by Mayor Miedtke and seconded by Councilman Emond instructing the Village
Manager to proceed with utmost haste to try to obtain a signal, a blinking amber,
at 37th Avenue N.E. and Foss Road.
Motion carried.
Council agreed that all contact with the Village Attorney shall be through the
Village Manager.
Payor Miedtke ruled to table discussion on the Metro Section membership.
Notion by Councilman Levandowski and seconded by Councilman Emond that we pay the
Certificates of the Engineer $121.68 for Street Improvement Project #1968-4 and
$418.30 for Village Engineer services.
Motion carried.
Motion by Councilman Emond and seconded by Councilman Levandowski to instruct the
Village Manager to contract with Locals #49 and #57 as submitted with the excep-
tion of the requests for check off for union dues and auxiliary fire pay.
Motion carried.
Motion by Councilman Levandowski and seconded by Councilman Emond that we issue
the licenses as submitted with the exception of Kenneth Younkin under the garbage
licenses.

the verified claims.

Motion by Councilman Levandowski and seconded by Councilman Emond that we enter
into contract as soon as possible with Layne Minnesota Company for pump repairs
on Well #4 in the amount of $1,346.05, replacing bowl unit $1,398.00, pumping out
accumulated well fill $297°50 and installation of pump $535.50; total amount
being approximately $3,577.050

Motion by Councilman Levendowski and seconded by Mayor Miedtke that the meeting
be adjourned.
