VILLAGE OF ST. ANTHONY
COUNCIL MINUTES
March 10, 1970
The meeting was called to order by the Mayor at 8:00 o'clock P.M.
The following were present at roll call : Miedtke, Crouse, Emond, Levandowski ,
Kukielka.
Also present : Village Attorney, Larry Vickrey
Village Manager, John Printon
The following corrections on the minutes of the February 25, 1970 meeting were
noted :
On page 3 the second paragraph, motion by Mayor Miedtke should read "signs be
put up on the North side of St. Anthony Boulevard".
In the middle of page 3 motion by Mayor Miedtke regarding signal at 37th Avenue
and Foss Road should be 'With blinking amber".
On page 3 Mayor's ruling to table discussion on Metro Section Membership should
say "until the next meeting".
On page 1 voting on the motion by Councilman Emond regarding the American Legion
sign should show Levandowski as voting No on this motion.
On page 2 after the voting on Resolution #70-003, it should have been noted that
this item was to be included on the agenda for the next meeting.
Page 2 in the motion by Mayor Miedtke rescinding Resolutions #69-045 and #69-046,
the titles of the resolutions should have been included here.

On page 2 in the motion by Mayor Miedtke regardinq the North Suburban Mutual Aid
Association, it should be '�,Jrite" instead of "right".
On page 4 motion by Councilman Levandowski should include "that because of the
emergency" we enter into, etc.
. Motion by Councilman Levandowski and seconded by Councilman Emond that we accept
the minutes of the February 25, 1970, meeting as corrected.
Motion carried.

Mr. Haggerty, Fire Department Union representative, appeared asking for a settle-
ment very soon on the raises for the firemen. Council agreed to try and make a
definite decision by the next meeting and certainly by the 1st of April.
Motion by Councilman Crouse and seconded by Councilman Levandowski that we approve
the certificates of the engineer for Improvement 1969-2 in the amount of $967.02.
Motion carried.
Gordon Hedlund and his architect, Al Hoffineyer, appeared and discussed in more
detail the proposed plans for the nursing home on Penrod Lane.
Several residents from that area appeared and voiced strong opposition to the
proposed nursing home.
For motion approving Hedlund Nursing Home see Appendix A attached.
Motion by Councilman Crouse and seconded by Councilman Kukielka that the Planning
Board be requested to do a study and make recommedation to the residents within
a month of the maximum land value use of the land lying between the railroad track
on the South, Penrod Lane on the East, Silver Lake Road on the West and Silver
Lane on the North.
Voting on the motion:
Aye: Miedtke, Crouse, Kukielka, Levandowski
Nay: Emond
Motion carried.
Mayor Miedtke ruled to table discussion and action on Council Rules until the
next meeting, March 24, 1970, and that it be put on the agenda for that meeting.
Council decided to meet on Tuesday, March 31, 1970, at 8:00 o'clock P.M. to
discuss and work on ordinances and fees.
Motion by Councilman Levandowski and seconded by Councilman Crouse that we approve
the verified claims.
Motion carried.
Discussion and action on the snowmobile ordinance was tabled until the March 24,
1970 meeting.
Motion by Councilman Crouse and seconded by Councilman Levandowski that the meet-
ing be adjourned.
Motion carried.
