ANTHONY COUNCIL MINUTES June 9, 1970 The meeting was called to order by the Mayor at 8:00 o'clock P.M. The following were present at roll call : Crouse, Emond, Miedtke, Levandowski. Absent : None Also Present : Village Attorney, Larry Vickrey Village Manager, John R. Printon The following corrections on the minutes of the May 26, 1970 meeting were noted: On the lower half of Page 2 the motion by Councilman Crouse regarding the platting of the Gaza Strip should be reworded to read as follows : "Motion by Councilman Crouse and seconded by Councilman Emond that we require this property be platted before occupancy into two lots, with ratios of 4/9 and 5/9 of the total area apportioned respectively to the number of apartment buildings lying therein, and that the 150 foot strip bordering Silver Lane be dedicated on the plat for scenic, open space, and drainage easements as approved by the Village and that the Council receive a copy of the Protective Covenant prior to the issuing of the building permit and that the first reading of the rezoning Ordinance 1970-8 be approved." Motion by Mayor Miedtke and seconded by Councilman Crouse to approve the minutes . of the May 26, 1970 meeting as corrected. ; Motion carried. The following corrections on the Special Meeting of June 2, 1970 were noted: In the middle of Page 1 the Village Manager was directed to submit a "Guidance" schedule rather than "Penalty" schedule. Trr,�rd the bottom of Page 1 Councilman Crouse requested that the Council "Present" rather than "Forward" a plaque to Councilman Kukielka. Motion by Councilman Crouse and seconded by Councilman Emond to approve the minutes of the Special Meeting of June 2, 1970 as corrected. Motion carried. The Mayor made some suggestions for additions to the Planning Board Ordinance 3970-7. Action was tabled on the Planning Board Ordinance, subject to the including of the additions suggested by the Mayor. Notion by Councilman Crouse and seconded by Councilman Emond to adopt Ordinance 1970-8 and that it be read. Also that if Ramsey County does not accept the fourth sentence of paragraph 4 on page 2 ('The plat shall contain the dedication of a scenic, open space and drainage easement to the Village of St. Anthony over the portion of the premises to be platted now described as Outlot A Apache Plaza"); that sentence be rewritten to read 'The Village will accept a quick claim deed dedicated to scenic use, the 150 foot strip of land bordering on Silver Lane in thf ' -2- form 2-form of the scenic easement on file in the Village of St. Anthony". Also it was suggested that the ordinance be changed to read that the zoning be valid for a period of 18 months from the passing of the ordinance rather than "two years". The second reading of the ordinance was by the Village Attorney. Motion carried. Councilman Emond introduced Resolution 70-020 approving the Barrett Plat with the easements for drainage and utilities, 'and moved its adoption. RESOLUTION #70-020 RESOLUTION GIVING FINAL APPROVAL TO THE BARRETT PLAT The resolution was duly seconded by Councilman Crouse. Voting on the resolution: Aye: Crouse, Emond, Miedtke, Levandowski Nay: None Resolution declared adopted. The Mayor ordered that the minutes of the Human Relations Advi-sory Committee • Meeting of May 25, 1970 be filed. Motion by Councilman Crouse and seconded by Councilman Emond to table action on reconsideration of the replatting of the Lowell Gearhart property until the next council meeting and asked the Village Attorney to check further into this matter. Motion carried. Motion by Councilman Crouse and seconded by Councilman Emond directing the Village Manager and Harry Lekson, the Building Inspector, to prepare a statement for the press to the effect that from now on all properties to be subdivided have to be replatted with explanations from the Village Manager, the Village Attorney and the Building Inspector. Motion carried. Mr. Skully, representing Associated Developments, appeared requesting building permits for prospective buyers as soon as possible while the property is being replatted. No further action was taken on this matter at this time. Motion by Councilman Crouse and seconded, by Councilman Levandowski directing the Village Manager to notify Mrs. Carrol regarding the Foss Road sewer hook-up that July 15th is the cut-off date for living in that house without evidence of contract or the installation of proper plumbing and hook-up, the reason being sanitary purposes and the health and welfare of the people. • Motion carried. Motion by Councilman Crouse and seconded by Councilman Levandowski that we deny the -3- request of Mr. Lindstrom for a concession license to the Corner Soft Ball Team for July 4th and 5th. Motion carried. Motion by Councilman Emond and seconded by Councilman Levandowski to table action on the issuance of a lost coupon to Miss Emma Ryan for thirty days. Motion carried. Motion by Councilman Crouse and seconded by Councilman Levandowski to pay the statements from the Village Attorneys, Halla Smith, Juster, Feikema and Haskvitz, for April and May in the amounts of $437.50 and $280.00 subject to the approval of the Village Manager. Motion carried. Motion by Councilman Crouse and seconded by Councilman Emond to table action on the Finance and Commerce matter regarding the use of Village Water Records with direction to the Village Manager to prevent them from exploring the records. Motion carried. It was suggested that �t the first meeting in July the Council attempt to set a • meeting date with the Planning Board regarding the rezoning of the area around 39th Avenue N.E. and Silver Lake Road. Motion by Mayor Miedtke and seconded by Councilman Emond to grant the license to the Blue Flame Contractors as requested. Motion carried. Motion by Councilman Crouse and seconded by Mayor Miedtke to pay the verified claims. Motion carried. Motion by Councilman Crouse and seconded by Councilman Emond to increase the salaries of the Village Manager 15% from $1250.00 to $1437.50, of the Finance- Officer-Clerk from $1100.00 to $1200.00, the Chief of Police-Fire from $1100.00 to $1300.00, the Clerk-Treasurer from $605.00 to $650.00, and the Recreation Director from $1000.00 to $1100.00, with one=half of the increase for the Recreation Director being paid by the School District; and that these increases be effective July 1, 1970. Voting on the motion: Aye: Crouse, Emond, Miedtke Nay: Levandowski Motion carried. Motion by Councilman Levandowski and seconded by Councilman Crouse that the meeting be adjourned.
