Motion carried. Mr. Phillip Hagen, 3108 Roosevelt St. N.E. , spokesman for a group of his neighbors, presented their petition to the Council requesting that a portion of the three lots owned by Mr. & Mrs. Joe Sroga at the corner of St. :nthony Road and Roosevelt Street be set aside as a mini park to provide a play area for the more than 60 very young children of the neighborhood who now play on the empty lots and who have no other nearby park. The petition was supported by a number of the residents who attended the meeting. Councilman Sauer invited the members of the group to attend the meeting of the Community Services Committee March 20th where he said their proposal could be incorporated into other proposals for the community as a whole which are under consideration by the committee at the present time. Motion by Mayor Miedtke, seconded by Councilman Sauer to refer the proposal for a mini park to the Community Services Committee and to request the committee report back to the Council at their next meeting. Motion carried. The meeting was recessed at 8:50 P.M. and reconvened at 9:00 P.M. Motion by Councilman Sauer, seconded by Councilman Sundland to grant to the Women's Club of St. Qharles Borromeo Church a temporary beer license so that • beer might be served at the Mardi Gras from 4:00 to 8:00 March 24, 1974, subject to presentation to the Council of an insurance certificate which would name the City of St. Anthony as a co-insured and providing there is an assurance of adequate police security during the festival. The motion also granted a waiver of fees. Motion carried. Motion by Councilman Sundland, seconded by Councilman Sauer to adopt Resolution #74-J15- RESOLUTION 74-015 RESOLUTION RELATING TO THE APPORTION- MENT OF SPECIAL ASSESSMENTS FOR LOCAL IMPRO VFVN TS Motion carried. RESOLUTION 74-016 RESOLUTION RELATING TO THE APPORTION- MENT OF SPECIAL ASSESSMENTS FOR LOCAL IMPROVEMENTS Motion by Councilman Sundland, seconded by Councilman Haik to adopt Resolution 74-016. Motion carried. • J -3- Motion by Mayor Miedtke and seconded by Councilman Sundland that the Maintenance • Department be directed to construct a pathway partway around the holding pond at Mirror Lake Manor only on the existing grade within the corporate limits of the City of St. Anthony and refer any further expenditures to the Community Services Committee. Voting on the motion: Aye: Miedtke, Sundland Nay: Haik, Sauer, Stauffer Motion not carried. Motion by Councilman Haik, seconded by Councilman Sauer to direct the City Manager to contact New Brighton for a building permit to construct a pathway all around the holding pond at Mirror Lake Manor and to set up an informational meeting of the residents of the adjacent property and the Planning Board where the project might be discussed. Motion by Councilman Haik, second.-2d by Councilman Sauer that a request be made • to the Planning Board that the Cvancil be invited to the board's next work session so that Council members can gain some understanding of the Board's objectives and find out how they are progressing with the rewriting of the zoning ordinance. Motion carried. Mr. Dulgar reported that meetings regarding the curfew had resulted in a recommendation that the curfew regulation be left as it was and said that Barbara Davidson of the Community Services Department would present her report on the matter at a later date. Motion by Councilman Sauer, seconded by Councilman Haik to thank Fire Chief Monroe Hall for the very precise and complete annual fire report. Motion carried. Mr. Dulgar was appointed to the nominating committee of the Suburban League of Municipalities March 7, 197+ and he reported on matters generating a possible vote in the league. The manager reported on his recent trip to Washington, D.C. where he attended the League of Cities and U.S. Congress of Mayors meetings. He told of his meeting with Minnesota congressmen and their staff and expressed the hope that some of the Council would be able to attend the meetings next year. • Motion by Council Sundland, seconded by Councilman Sauer to grant all licenses listed in the agenda of March 12, 197+. Motion carried. -4- Motion by Councilman Sundland, seconded by Councilman Stauffer to approve payments of $1,022.00 and $250.00 to Constructive Design for work on the liquor lounge remodeling. Motion carried. Motion by Mayor Miedtke, seconded by Councilman Sundland to approve payment of $2,100.07 to the Dorsey Firm for services during January. Motion carried. Motion by Councilman Sauer, seconded by Councilman Stauffer to approve payment of $579.9+ to Comstock & Davis. Motion carried. Motion by Councilman Sundland, seconded by Mayor Miedtke to pay all verified claims listed in the March 12, 197+ agenda. Motion carried. Motion by Mayor Miedtke, seconded by Councilman Sauer to authorize the City Attorney to make a counter offer to Northdale Construction for the storm sewer project.
