ANTHONY s 9 K' COUNCIL MINUTES May 14, 1974 The meeting was called to order by Mayor Miedtke at 7:30 P.M. The following were present for roll call: Sauer, Sundland, Miedtke, Stauffer. Mr. Vickrey gave the first reading of Ordinance 1974-005 which updated the 1973 Code of Ordinances to comply with the 1974 state legislation regarding biennial elections, explaining the ordinance provided for the elections to be held in odd numbered years an^ eliminated an election in 1974, with candidates for the mayor's position running for a two year term and those for the positions ::::w he'd by Councilman Haik and Sauer running for four year terms, all in 1.;•75. The new ordinance extend:-'. Councilman Sundland and `3tauffer's present terms to 1977 when candidates for t1rose positions would run for terms of four years and the mayoral candidate would bi: up fcr election to a two year term. Councilman Sundland told of his conversations with N.W. Bell Telephone personnel regarding their request to place a buried cable on Silver Lake Road and 29th Avenue N.E. and a terminal box in Silver Point Park and their willingness to landscape around t:i:e t;rmina". Motion by Councilm?-: °tau_ffor, seconded by Councilman Sauer to authorize the City Manager to negotiate the loca,:._on of and ascertain the landscaping plans for the terminal box to be placed by N.W. bell Telephone Company in Silver Point Park. Motion carried. is Motion by Councilman Sundland, seconded by Councilman Stauffer to direct the Planning Board to hz,ld a public hearing on the application for a. conditional use permit for a Child Day Care Center by Lorraine Witz, Apt 10:;, 3201 Diamond Fight Terrace. Motion carried. Mayor Miedtke proclaimed the week of May 15th as Police Week in S.;. Anthony. Following this proclamation was a discussion )f ways in which the City of St. Anthony could show its appreciation of the fire work done by the euployees of each department. An "Employee of the Week" recognition was suggested as well as publication of letters of commendation from citizens who told of their appreciat- ion of the services or treatment they had received from St. Anthony employees as well as commenda .ions from North Memorial hospital of the St. Anthony Fire and Police Department '�:andlin�, of emergency aid incidents. Motion carried. The ;o .:::.:'.1 was in sympathy with the plight of. Mr. Clarence Almen, 3105 32nd Avenue N.)'. who wrote of the difficulty he was expe-I.-r-acing raying a. large water bill which resulted from his faulty water softener and discussed the pn3sibility of some servine organization providing emergency aid in such circumstances but -3- fear of setting a precedent of disallowing payment of such bills for reasons of hardship resulted in the following motion: Motion by Mayor Miedtke, seconded by Councilman Sundland to require Clarence Almen to pay his water bill of $42.98 but to allow Mr. Almen to make partial payments spread over six months without penalty. Motion carried. Motion by Councilman :,�L:dlanu , seconded by Councilman Sauer to authorize the Mayor and Police Chief to sign the application by the St. Anthony American Legion Post #513 to the M:-;irie:.ota. Liquor C.-ntrol Commissioner for a bottle club license. Motion carried. The Fire and Police 'Eeports were ordered filed. Mr. Dulgar's suggested t°.me table for the proposed remodelling of City hall -Tas discussed and the Mayor adJ=;r,' he Council. that a decision on the project would have to be reached by the end of July to allow a bond election to be scheduled for the November elections. Councilman Sundland reported on his attendance at a Metropolitan Tr-ansit meeting where there was a discussion of the studies made by the Contriission which would form the basis for recommendations on mass transportation which must be made by the group to the State 1,egislature in January and said such reconLrendations would be also based on informal meetings the Commisslon hoped to hold with residents of this and other areas in the near future. Following a discussion with Mr. Roy Anderson, 3217 Hilldale Avenue N.E. and his neighbor Mr. Walt Anderson, 3300 Hilldale Avenue N.E. , regarding P,ir. Roy Anderson's request for a fire hydrant at the top of the hill near his hours to vent the water pressure as well as the number of times Mr. Anderson had experienced difficulties in his water system resulting from water main breaks, the following motion was made: Motion by Mayor Miedtke, seconded by Councilman Sauer to direct the City Manager to institute a better program of flushing the lines following a break in the main water line and for the Council to reconsi:der. the contingencies if, after such action has been taken in future breaks, the problem persists. Motion carried. Mayor Miedtke then distributed to the Council and the two Mssrs. Anderson, a draft of the letter proposed notice to be sent to residents on Silver Lake Road, 33rd Avenue and Rankin !,.oad who would be affected b y the construction nf water mains on their street tc�ll.i.ng them that the ^ost of placing the line on 3rd Avenue N.F. would run 18% higher than -t-he prasent proposal and advising them t:iat the project would be begun as soon as all easements were obtained. The confirmation of the wElth. of the boulevards as 13 f:•.: as well as assurance that the contractor in- tended to provide ac.:ess to all Greets and dri-eways during the construction were points added to the letter v,rhich the Manager was tl:gin directed to send out. Mr. . Dulga,r was directed to make all arrangements for the joint Council/School • Board meeting scheduled for May 29th. Motion by Councilman Sauer, seconded by Councilman Suidland to grant a service station license to A-pac:1e Mobil. -4- Motion 4-Motion carried. Motion by Councilman Sundland, seconded by Councilman Stauffer to direct the City Manager to indicate the Council's displeasure with the sign at Doc's Purity Dairy. Motion carried. Motion by Councilman Sundland, seconded by Mayor Miedtke to approve payment of $3,867.60 to the Dorsey Firm. Motion carried. Mo+i: by I�Lyor Mied�lce, seconded by Councilman Sn-nd; -5- 6ouncilman Stauffer presented her statement of purpose for and a draft of the proposed water and wetlands control ordinance she had been working on, with the Council, Manager and Attorney giving suggested changes and additions including a discussion of a provision for the acquisition of natural parklands from future developers. Councilman Sauer was absent from the meeting from 9:50 P.M. to 10:05 P.M. Mr. Vickrey pointed out aspects of the Open Meetings Law which went into effect May 1, 1974 and tha necessity for following set procedures in holding of special meetings. Motion by Mayor Miedtke, r,econded 'r;- Councilman Sundland that the Council meet informally with Mr. John Boland, Director of the Metro Council at an informational discussion with residents of the area to be held at the New Brighton Ball at 7:30 P.M. Thursday, May 16; 1974. Motion carried. Mr. Dulgar was instx°ticteu to continue his efforts to set up a meeting with the Ramsey County Hwy. Dept. regarding improvements on Silver LLitrz Rcad. It was decided that either Mr. Eornell. or Mr. Le1=n would -represent the Council at the Suburban Public Health Nursing District Annual Meeti-rg May 16, 1974. Mr. Wynn invited -cYje Coi.ncil to attend the pl-;A1rA r.g session of the Community Celebration Committee =n his home and it was decided that the several persons who had indicated an interest in the Bicentennial Celebration in St. Anthony be invited to attend this meeting where the possibility rU ht be explored of incorporating that event with the 2.9;6 community celebration, Motion by Councilman Sundland, seconded by Mayor Miedtke to ad,,ou. rn at 10:28 P.M.
