Present at roll call: Stauffer, Sauer, Sundland Absent: Haik, Miedtke Also Present: Dulgar, Fornell and Mr. Milton Hilk of the Hennepin County Assessor's office. Mr. Hilk spoke to the Board and residents about property tax laws, valuations and assessment procedures. Mr. Richard Sokol, 2920 Roosevelt St. N.F. J. felt that his valuation has gone up too much. Mrs. Kedrok, 3424 Belden Drive, felt her valuation had gone up more than that of her neighbors. Mr. Robert Brown said that he had gone over the valuation books for St. Anthony and his house seemed to be in the top 15% in valuation and that his was too high. He had the house for sale last year and couldn't sell it for what it is presently valued at. He felt that Minneapolis was under- valued and that St. Anthony seemed to be one of the highest municipalities in valuation and wondered why there was such an inequity. Mr. Brown • requested a reevaluation. Mr. Hilk said Minneapolis is not too far out of line with suburban Hennepin County municipalities and that county policy is to appraise all parcels at least 92% of market value. Mr. Frank Budnicki, 3124 Wilson St. N.E., said that his house was too small to warrant such a high valuation and requested a re-evaluation. Mr. Dennis Palm, 3308 Roosevelt Court, felt he was paying a disproportionate share of taxes and had a list of houses which were for sale for more or sold for more than what he paid yet were paying less in taxes. He was of the opinion that his value should be lowered or other values raised so that he would payy.what he considered to be a more equitable share of taxes. It was pointed out that he did not have a full homestead tax credit and consequently his taxes were higher than a comparable fully homesteaded property. He requested a re-evaluation. Mr. Omar Shabaz, 3013 29th Avenue N.E. felt that his assessment should be lowered because of traffic on 29th Avenue N.E. and wondered if location was a consideration in assessing a property. He requested a re-evaluation. Mr. David Freund requested a reappraisal. -2- Mr. Gordon Boldt felt St. Anthony Hennepin County valuations were too high and wanted to see the assessment disparities between neighboring assessment districts eliminated. He said his valuation had gone up too much in one • year and reserved his right of a re-evaluation. Mr. Robert Bergstrom inquired what the assessed valuation of the city is and what percentage increase was applied to each parcel. Mr. Tom Emond asked if a flat percentage was applied to all properties. He said his property went up 22% which he felt was too much. He requested a reappraisal. He was told that a percentage increase was applied within each plat but that each parcel within the plat was reviewed individually and some upward or downward adjustments were made to the percentage. Mr. John Kelly of Towle Real Estate said that the company's four parcels in St. Anthony increased 22% in valuation and that considering business conditions, such an increase was too high. He requested a reappraisal of all four prop erties. Mr. Ray Ekland said his valuation increased 16%, which he felt was too much, and reserved his right to a reappraisal if his questions are not satisfactorily answered by the City Assessor. Mr. Robert Victorine felt his valuation was too high in comparison with other homes in the area with more living space. Hearing no other requests to discuss property valuations, Councilman Sauer • moved to adjourn which was seconded by Councilman Stauffer. Motion carried. Meeting adjourned at 9:45 P.M. The affidavits were examined and approved and ordered placed on file.
