ANTHONY COUNCIL MINUTES June 14, 1977 The meeting was called to order at 7 :30 P.M. by Mayor Miedtke. Present for roll call: Haik, Miedtke, Sundland and Stauffer. Absent: Sauer Also present: Jerry Dulgar, City Manager Larry Vickrey, City Attorney Greg Frank, McCombs-Knutson Associates Motion by councilman Sundland and seconded by Councilman Haik to approve the minutes of the May 31st Council meeting with the following corrections: • Page 4, Paragraph 5: "Merle R. Durban" should read "Merle R. Durbahn" Page 4 , Paragraph 7 : "John Soya" should read "John Zoia, 3413 Maplewood Drive" Motion carried unanimously. Motion by Councilman Sundland and seconded by Councilman Haik to waive the readings and adopt Ordinance 1977-007 . ORDINANCE 1977-007 AN ORDINANCE REPEALING SECTION 435 OF THE 1973 CODE OF ORDINANCES RELATING TO TOURIST AND TRAILER CAMPS Motion carried unanimously. Motion by Councilman Stauffer and seconded by Councilman Haik to waive the reading and adopt Ordinance 1977-008. ORDINANCE 1977-008 AN ORDINANCE RELATING TO PARKS; PERTAINING TO POSSESSION AND CONSUMPTION OF LIQUOR; AMENDING SUBDIVISION 14 OF SECTION 220:05 OF THE 1973 CODE OF ORDINANCES Motion carried unanimously. • Motion by Councilman Sundland and seconded by Mayor Miedtke to adopt Ordinance 1977-009 . ORDINANCE 1977-009 AN ORDINANCE RELATING TO NOISE IN RESIDENTIAL AREAS; PROVIDING PENALTIES FOR VIOLATION; AMENDING CHAPTER IX OF THE 1973 CODE OF ORDINANCES BY ADDING A NEW SECTION 970 THERETO Voting on the motion: Aye: Sundland, Miedtke Nay: Stauffer, Haik Motion not carried. Motion by Councilman Stauffer and seconded by Councilman Haik to waive the reading and adopt Ordinance 1977-010 . ORDINANCE 1977-010 AN ORDINANCE RELATING TO ZONING; AMENDING SECTION 15 OF SECTION 300 OF THE 1973 CODE OF ORDINANCES Motion carried unanimously. • Motion by Councilman Stauffer and seconded by Councilman Haik to approve the 1st reading of Ordinance 1977-011. ORDINANCE 1977-011 AN ORDINANCE RELATING TO RESTRICTIONS ON THE USE OF TRUCKS ON CITY STREETS; AMENDING SECTION 730: 00 OF THE 1973 CODE OF ORDINANCES Motion carried unanimously. Motion by Councilman Sundland and seconded by Councilman Stauffer to adopt Resolution 77-030 . RESOLUTION 77-030 A RESOLUTION MODIFYING THE 1977 BUDGET Motion carried unanimously. The Council again discussed the possible installation of wind screens on the tennis courts and requested the staff to consider including them in the 1978 Budget. Information furnished by Legion Post #513 regarding the use of the area adjacent to the Legion for parking of campers , was order filed. • (2) • Council reviewed a memo from the City Manager regarding improvement of County Road "C" and "D" . Mayor Miedtke opened discussion of the Skycroft/Maplewood area prob- lem by requesting the Manager to outline the information prepared for the Council. Several residents of the area expressed their opinions and concerns regarding the problem(s) : Shirley Larson, 3411 Maplewood Drive, presented several petitions from residents of streets adjacent to Skycroft Drive opposing the closing of Skycroft and Maplewood Drives. The Council and residents of the area expressed concern over the need for everyone in the area to cooperate to try to solve the driving, nuisance and drinking problems . Council discussion ensued. Motion by Councilman Sundland and seconded by Councilman Stauffer to direct the Police Department to continue to enforce all traffic laws, particularly speeding laws, to the fullest extent of the law and also to commend them for the fine efforts in the Skycroft/Maplewood area in recent weeks. • Motion carried unanimously. Motion by Councilman Stauffer and seconded by Mayor Miedtke to table action on the request to close Maplewood and Skycroft Drives. Motion carried unanimously. The Preliminary Metropolitan Systems Statement was discussed by the Council and no concerns were expressed. The Manager indicated he would inform the Metro Council that the preliminary Systems statement met with St. Anthony's approval. Council directed the Manager to send Senator Gene Stokowski a letter thanking him for his excellent representation of the City, particular- ly on the Conference Committee that finalized the Ominbus Tax bill. Motion carried unanimously. Motion by Councilman Sundland and seconded by Councilman Haik to ap- prove the licenses as presented in the June 14th Agenda and including a restaurant license for the Northgate Motel. Motion carried unanimously. Motion by Councilman Sundland and seconded by Councilman Stauffer to • approve the verified claims. (3) • Motion carried unanimously. Motion by Councilman.
