ANTHONY COUNCIL MINUTES March 13, 1979 The meeting was called to order by Mayor Pro Tem Sundland at 7 : 30 p.m. Present for roll call : Letourneau, Ranallo, Sundland and Sauer Absent: Haik Also present: Jim Fornell, City Manager Carol Johnson, Clerk/Treasurer Motion by Councilman Sauer and seconded by Councilman Ranallo to approve the minutes for the Council work session on the proposed job classifica- tion/salary administration program held February 12 , 1979 as submitted. Motion carried unanimously. Motion by Councilman Sauer and seconded by Councilman Letourneau to approve the minutes for the Council work session to interview applicants for City Attorney held February 26 , 1979 as submitted. Motion carried unanimously. Motion by Councilman Ranallo and seconded by Mayor Pro Tem Sundland to ap- prove the minutes for the Council meeting held February 27 , 1979 as sub- mitted. Motion carried unanimously. The Council indicated agreement with the recommendations regarding the role of the Human Relations Advisory Committee as detailed in the Committee 's report of February 19 , 1979 that that body "should be on call by the Council or Manager as needed" but felt Committee sponsored family workshops on chemical dependency would be a duplication of the programs being initi- ated by the Chemcial Abuse Information Committee. There was no one from the Committee present to discuss the report and it was ordered filed. Four additional license applications were accepted as addendum to No. 12 of the Agenda. The City Manager was requested to ascertain whether the Director of Traffic Engineering for the City of Minneapolis was cognizant of the contents of Resolution 78-066 which supported the installation of traffic control sema- phor lights at the intersection of Stinson Boulevard and Lowry Avenue N.E. on the condition "the City of St. Anthony can use M.S .A. construction funds for its reasonable share of the cost of said semaphors" . He said he esti- mated the City's share had probably increased with inflation from an esti- mate of $2 , 700 in 1976 to between $4 , 000 and $5 ,000 in 1979 , when he judged the semaphors would be in before the school year commenced. It was assumed the City's share of temporary lights which had never been put in could be used for the permanent installation. Motion by Councilman Sauer and seconded by Councilman Ranallo to approve the Maintenance Service Agreement between the City of St. Anthony and Ramsey County with suggested changes in wording made by the City Attorney. Motion carried unanimously. The Council felt the cost would be prohibitive for providing security lighting wherever warranted throughout the City and were therefore reluc- tant to accede to the request to install a street light in the alley be- hind the Moore residence at 2612 27th Avenue N.E. Mr. Fornell said the Community Services Officer was trying to organize a crime watch program for that neighborhood which has experienced a number of incidents of vandalism recently. Motion by Councilman Sauer and seconded by Councilman Letourneau to deny the request from Mr. and Mrs . George Moore for a street light in the alley behind their residence and to request the City Manager to suggest to the Moore 's they join with their neighbors to secure from NSP the additional lighting they felt is necessary for the area. Motion carried unanimously. The response from the ballot sent to St. Anthony residents on Highcrest Road was 9 to 1 in favor of a ban of parking on the St. Anthony side of the street when it is rebuilt, Mr. Fornell reported and indicated agreement with the response since this would seem to provide greater safety for the • students of Wilshire Elementary school who use the road to walk to school. Motion by Mayor Pro Tem Sundland and seconded by Councilman Letourneau to submit to Roseville a proposed ban of parking on the St. Anthony side of Highcrest considering -the safety for school children involved, the fact that St. Anthony property owners are being assessed for the costs of re- building that street and the fact there is an apartment building on the Roseville side of the street which creates a disproportionate demand for parking. Motion carried unanimously. Approval of the new report from the Fire Department because it is more in- formative and less costly was indicated by Council members before the February Fire Department report was ordered filed. Motion by Councilman Sauer and seconded by Councilman Sundland to follow the recommendations of the City Manager to purchase an NP-80 Copier for $6 , 000 .00 which will be funded from the Council 's Contingency, Liquor and Water Funds. Before voting on the motion, the maker and seconder of the motion agreed with Councilman Ranallo 's suggestion that the machine should be funded in- stead from the Capital Improvements Account since it is a capital expendi- ture and amended their motion to reflect that change. The amended motion carried unanimously. (2) The decrease in costs for maintaining the City's skating rinks this winter was noted before the Public Works Director 's report of March 8th was ordered filed. Revenue Sharing was the major topic of interest during the League of Cities Conference in Washington, D.C. , Councilman Letourneau reported during his discussion of his attendance at the conference. He also said there seemed to be a preference for job training by private industry to replace the CETA public service program. Conversations with other municipal officials whose cities have police reserves indicate satisfaction with the program, the Councilman said. Councilman Ranallo reported the assessment of the CETA program by Congress- man Sabo as he had given it at a recent seminar and commented on the letter recently received which commended the City's Police Department. In the same vein, Mr. Fornell reported a recent apprehension of felons in another city by two of the City's police force. Appearing to question the omission of City or area plumbers from those contractors listed as possible contacts for property owners who might wish to avail themselves of the program designed to prevent sanitary sewer back- up was Arthur Thompson, 2900 37th Avenue N.E. He was told the oversight was certainly not intentional but that the names of plumbers who had been listed as those who the City might contact had been either those who had been used in Columbia Heights for a similar program or who had indicated a willingness to do the heavy concrete work involved in installing the back up valves on the sanitary sewer system. The Public Works Director had suggested that not all plumbers were interested in this type of work. Mr. Thompson told of his chagrin at being asked why his name was not on the list of suggested plumbers and advised the Council that having contractors who are from areas as far away as Hamel might prevent the annual checkup of the valves which he felt was necessary. He also said he believed the combination valves to be superior to the Palmer. Mr. Fornell apologized for not contacting him for the program but said he was sure the letter issued by the Public Works Director had not been in- tended as an endorsement of any contractors . Mr. Thompson 's name will be included in an additional letter to be sent to property owners who have had a history of sanitary sewer backup. Motion by Councilman Sauer and seconded by Councilman Ranallo to grant all licenses listed in the March 13 , 1979 Agenda and the Addendum to that Agenda. Motion carried unanimously. Motion by Councilman Sundland and seconded by Councilman Letourneau to ap- prove payment of $1, 800.00 as the final payment to Stanton Associates , Inc. , for personnel consulting services to the City. Motion carried unanimously. Motion by Councilman Sundland and seconded by Councilman Ranallo to approve payment of all Verified Claims listed in the March 13, 1979 Agenda. (3) Motion carried unanimously. There was no action taken on the Manager's memorandum regarding the relo- cation of the Apache Liquor operation but Mr. Fornell said he hoped to have a listing of alternate sites available soon.
