8 Mayor Hodson called the meeting to order at 7:00 p.m.

11 Mayor Hodson invited the Council and audience to join him in the Pledge of Allegiance.

21 I. APPROVAL OF APRIL 9, 2002 CITY COUNCIL MEETING AGENDA.
22 Motion by Councilmember Sparks, second by Councilmember Thuesen, to approve the City
Council Meeting Agenda of April 9, 2002.

27 II. PROCLAMATIONS AND RECOGNITIONS.
28 1. Proclamation declaring Volunteer Week.
29 Mayor Hodson stated that Volunteer Week would be the week of April 21, 2002.
30 Councilmember Sparks read the proclamation for the residents and Council.

32 Motion by Councilmember Sparks, second by Councilmember Horst, to declare the week
33 of April 26, 2002, as Volunteer Week.

40 Mayor Hodson spoke tremendous accolades of the City of St. Anthony Police

2 Mayor Hodson invited residents to come forward at this time and address the Council on items

19 V. PUBLIC HEARINGS.
1. Board of Review. Tamara Doolittle, Hennepin County Appraiser, will be present.
6Mayor Hodson opened the Board of Review for public comment at 7:10 p.m.

23 Doolittle welcomed everyone to the local Board of Appeal and Equalization. She added
24 that the name for the process has changed, but the function remains the same.

26 Tamara Doolittle came forward to address the Council and explain the function of her
27 office, and the appeal process. She also introduced Paul Sandvik, a residential appraiser
28 at the Hennepin County Assessors office.

30 Doolittle stated that, within Hennepin County, there are forty-four cities and one
31 township that turn their assessment into the County Assessors office. She stated that
32 eighteen of the cities, including St. Anthony, contracted with Doolittle's office.

34 Doolittle indicated that value notices were mailed on February 27, 2002. Doolittle
35 indicated that they have received about thirty calls from residents of St. Anthony, and
36 have completed eight reviews.

38 Doolittle indicated that anyone who was not satisfied with the results of their review
39 could appeal their value tonight.

41 Doolittle indicated that the final day to reconvene for this board is April 27, 2002.

2 VI. REPORTS FROM COMMISSIONS AND STAFF.
3 1 Informational report on the North Metro Mayors Association.
4 Mayor Hodson noted that Joseph Strauss, Executive Vice President and COO of the
5 North Metro Mayors Association, could not attend this evening's meeting. He indicated
6 that Bob Benke, former Mayor of New Brighton and current advisor to the North Metro
7 Mayors Association, was here in his place.
8
9 Mayor Hodson proposed that the City of St. Anthony not join the Association in 2002,
10 but stated that he would like for St. Anthony to be able to attend the meetings in order to
11 budget for the dues for 2003.

13 Benke came forward to provide the Council with a few details for the purpose of
14 encouraging the City of St. Anthony to rejoin the association. He indicated that St.
15 Anthony was one of the original charter members of the North Metro Mayors
16 Association.

18 Mayor Hodson stated his understanding that the membership fee for the City of St.
19 Anthony would be $4100 per year, for which they needed to budget.
20
21 Councilmember Thuesen stated that the organization does benefit communities that are
involved with the association. He wondered what type of benefits the City of St.
Anthony would experience being on the edge of the communities that are involved with
24 the organization. Benke responded that the number one benefit of the association was
25 strength in numbers. He added that, collectively, there is a strength that draws the
26 attention of the governor and legislators, who can respond to the concerns that are
27 presented as a group, rather than as individuals.

29 Councilmember Thuesen stated that they would be the smallest community to belong to
30 the association and asked if their needs and concerns would be met. Benke stated that
31 their needs would absolutely be met. He continued that the Board of Directors is
32 comprised of the Mayor and the City Manager for each of the cities belonging to the
33 association.

35 Councilmember Sparks asked if there was a staff with the organization. Benke stated
36 that they were staffed by Joseph Strauss and Sarah Edberg.

38 Councilmember Sparks asked about lobbying. Benke indicated that they contract for
39 lobby services. He stated that their primary lobbyist is Phil Cohen through Government
40 and Enterprise Services.

42 Councilmember Horst asked for the total budget of the association, and what the money
43 is spent on. Benke stated that the current budget was about $400,000, and that it goes to
organizational management, communication activity, advocacy, lobbying activity, etc.
Benke added that he did not have a list of the specifics of the budget, but would be happy
46 to provide the Council with a copy.

2 Mayor Hodson requested that Benke go back to the group with his proposal. Benke
3 stated that all councilmembers were welcome to attend and participate in the activities of
4 the association. He concluded that they welcome further consideration by the City of St.
5 Anthony.

7 2 Presentation of 2001 Police Department Annual Report. Police Chief Dick Engstrom
8 will be present.
9 Police Chief Engstrom came forward and introduced his supervisors. He indicated that,
10 aside from carrying out police duties, these supervisors do a variety of things for the
11 community.

13 Captain John Ohl, an eighteen-year veteran, was the first to be introduced. Engstrom
14 indicated that Ohl's areas of responsibility include all criminal investigations, research
15 and planning, developing policing strategies, and overseeing training and development.
16 He added that Ohl is also responsible for updating and maintaining their policy and
17 procedure manual. Ohl is also a member of the Community Crime Prevention Coalition.

19 Engstrom introduced Lieutenant Jeff Scholl, who is also an eighteen-year veteran.
20 Engstrom indicated that Scholl's areas of responsibility include the Reserves program,
21 training program, street supervision, radio technology, and member of the Hennepin
County Users Advisory Board. Engstrom indicated that Scholl also keeps the department
updated on the new 800 MHz system. Scholl has also been instrumental in the updating
24 in the officers training.

26 Next, Engstrom introduced Lieutenant Cotroneo, a sixteen-year veteran. He indicated
27 that he is also a Crime Prevention supervisor, involved in D.A.R.E., and a national child
28 safety councilmember. Cotroneo also keeps patrol statistics and is in charge of
29 scheduling, monitors over-time and requests for leaves.

31 Finally, Engstrom introduced Sergeant Dan Diegnau, an eleven-year veteran. Engstrom
32 indicated that Diegnau tracks the equipment needs of the department, bike patrol, CSO
33 (Community Service Officers)program, is in charge of medical emergency supplies and
34 squad maintenance. Diegnau is also a street supervisor.

36 Engstrom indicated that the supervisors perform many more countless duties and are an
37 asset to himself, the department, and the community. He thanked them all for their
38 presence this evening.

40 Engstrom went on to highlight a few of the details found in his annual report.

42 Engstrom continued that Part I and Part 11 crimes were defined in the back of his report
43 for the purpose of educating the Council and residents on the two different types of
crimes. Part I crimes include murder, rape, burglary, and arson. Part II crimes include
forgery and counterfeiting, stolen property, vandalism, and prostitution.

Engstrom was proud to report that the City of St. Anthony was down, again, in crime
2 statistics for 2001. He indicated that the City has risen to eleventh, out of thirty-three
3 counties, in crime rate.

5 Engstrom stated that there was a 4%decrease in Part I Crimes in 2001, and an 8%
6 decrease in Part H Crimes in 2001.

8 Engstrom indicated that they have used Hennepin County's S.W.A.T team in the past.
9 He added that it would be wise for the City to invest in their own S.W.A.T team. Thus,
10 they have joined forces with Roseville to comprise their own team.

12 Engstrom indicated that they had a very active year in 2001 with regard to training.

14 Engstrom noted that they are holding a Police Department Open House on May 9, 2002.

16 Mayor Hodson thanked Engstrom for his presentation.

18 Mayor Hodson asked Engstrom how many years he has been on the City of St. Anthony
19 Police Department. Engstrom stated that he is currently serving his thirty-sixth year.

21 Mayor Hodson read a letter of recognition that he recently received, recognizing a few
police officers who recently stopped a burglary, and then tied that attempt to a previous
burglary. He expounded on the letter and the dedication and talent of the Police
24 Department of St. Anthony to the community.

26 Councilmember Thuesen stated that the perceived safety of the community in St.
27 Anthony is no accident, but due to the strength of the police department. Mayor Hodson
28 echoed Councilmember Thuesen's comment, and cited the crime problems in
29 neighboring cities.

31 Engstrom stated that the neighboring communities saw an increase in Part I and Part 11
32 crimes. He highlighted the fact that it is a community effort that helps to keep the crime
33 statistics down in the City of St. Anthony.

35 Mayor Hodson thanked Chief Engstrom and the rest of the department for their
36 commitment and dedication.

38 3 Presentation of 2001 Fire Department Annual Fire Department Report. Fire Chief Joel
39 Hewitt will be present.
40 Fire Chief Hewitt came forward to provide the Council with the 2001 Annual Fire
41 Department report.

28 Councilmember Faust applauded Chief Hewitt on the Empowerment program. He asked
29 Hewitt to elaborate on the ISO Town Class reduction and what it means. Hewitt stated
30 that the ISO Town Class reduction would mean a savings to commercial properties. He
31 stated that ISO Town Class is a scale of fire services/protection, rated by the insurance
32 services offices. Hewitt added that it would be a good tool for St. Anthony to help
33 maintain and lure businesses.

35 Councilmember Thuesen commended Chief Hewitt on his excellent leadership skills. He
36 thanked both the Fire and Police Departments for their professionalism and for caring
37 about the community.

39 Councilmember Sparks asked about the Public Works assisting the Fire Department.
40 Hewitt indicated that they eliminated that partnership on January 1, 2002 due to liability
41 issues. He added that the Fire Department has offered an incentive for any city employee
to be a daytime firefighter and stated that, currently, there are three city employees at this
time.

Councilmember Horst asked for an update on confined space. Hewitt stated that they had
2 a plethora of training things that they are seeking at this time.

4 Mayor Hodson thanked Chief Hewitt for his presentation.

6 Chief Hewitt stated that they appreciate the support of the City Council, City Manager,
7 other Department Heads, the City Clerk and City Hall staff, and the citizens of St.
8 Anthony.

10 VII. GENERAL POLICY BUSINESS OF THE COUNCIL.

13 VIII. REPORTS FROM CITY MANAGER AND COUNCILMEMBERS.
14 Mike Mornson indicated that the Charitable Gambling Organization would be working with Jim
15 Demoracki.

17 Mornson indicated that Autumn Woods was developed with a Housing Revenue Bond. He
18 stated that they were requesting another re-funding of reduction in interest rates, which is of no
19 cost to the City. He added that they may be holding a public hearing in the month of May.

21 Mornson stated that the May 28, 2002 Council meeting will have Jill Schultz, media consultant
for the Apache Plaza Project. He stated that she is currently working on communication plans
40 for several of the goals that are to be adopted at the next meeting.

25 Mornson and Mayor Hodson met with Len Pratt to discuss the April 26, 2002 Volunteer Dinner.

27 Mornson indicated that Culver's is moving forward, and scheduled to go before the Planning
28 Commission in April, and hold a public hearing in May. He added that they hope to break
29 ground in June and have a new restaurant by Thanksgiving of 2002.

31 Mornson stated that he has authorized some upgrades to the AV equipment. He stated that the
32 new equipment should be in by May.

34 Councilmember Horst indicated that there was a Community Services Board Meeting held last
35 week. He indicated that they would be setting up a series of task forces to examine different
36 aspects of the school system including community services.

38 Councilmember Sparks stated that she had nothing to report this evening.

40 Councilmember Thuesen had nothing to report this evening.

42 Councilmember Faust stated that the last community concert of the year was on May 13, 2002,
43 and encouraged community participation.

01 Mayor Hodson indicated that he received a hone call from the person who heads up the Federal

2 Programs. He stated that they are looking into other types of funding sources that may be
3 available for them.

5 Mayor Hodson stated that he has made a nomination for Mike Morrison as City Manager of the
6 year. He read the letter that he submitted, which highlighted some of the many achievements of
7 Morrison's career with the City of St. Anthony.
