A RESOLUTION RETAINING A
HEALTH CONSULTING FIRM
WHEREAS, the City Council of the City of St. Anthony desires an environmental survey
of the City Hall (old Parkview building); and
WHEREAS, the firm of the Institute for Environmental Assessment (IEA) has submitted
a proposal to perform this service.
NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of St.
Anthony hereby accepts the proposal and related costs submitted by IEA and directs said
• consultant to proceed with the environmental survey as stated in the proposal attached
herewith.

• PROPOSAL FOR COMPREHENSIVE ASBESTOS INSPECTION PROFILE
CITY OF ST. ANTHONY
INTRODUCTION
As a public health consulting firm,the Institute for Environmental Assessment(IEA)provides a
continuum of asbestos management services for public and private building owners. IEA provides
these services to promote a safe, healthy and lawful building environment for workers and tenants, "
The inspection profile assessment service provides an audit of asbestos-containing materials within
the building. Critical to the completion of an inspection profile is a thorough inspection of the
property and accurate laboratory analysis. Inspections are conducted by federally-certified
inspectors,and samples are analyzed by the Institute's analytical laboratory.
Upon completion of laboratory analysis, a final report will be submitted to City of St. Anthony
profiling the presence of asbestos including: location, type of material, amount of material, amount
of damage and laboratory analysis.
INSPECTION
• The scope of the inspection will address all readily accessible suspected asbestos-containing building

materials. For purposes of this survey, accessible" will include all occupied spaces as well as -
fan/mechanical rooms, vertical/horizontal pipe shafts and tunnels, and storage rooms.
The inspection includes the following: =
• Visual examination of all suspected material.
• Physical touching of all suspected material.
• Identification and written description of homogeneous areas of asbestos-containing
building materials including approximate amounts of materials and amounts of damage in
given functional spaces.
SAMPLING AND ANALYSIS
Bulk samples of accessible suspected materials will be collected and analyzed using recommended
Environmental Protection Agency sampling and analytical protocols. Sampling will be conducted-in-
a manner determined by the inspector to be sufficient to identify whether the suspect materials are
asbestos-containing. Some materials may be "assumed" by the inspector to contain asbestos due to
their characteristics, because they are inaccessible,or because sampling would be damaging to the
material's appearance.
• Sampling
• For each homogeneous type of suspected surfacing material,three to seven samples will
be collected and analyzed, depending on the amount of material.
• For each homogeneous type of suspect thermal system insulation, three samples will be
collected and analyzed.
• For each homogeneous type of suspect miscellaneous material (ceiling tile, floor tile,
sheetrock,plaster, etc.), one to three samples will be collected and analyzed.
Analysis
• Bulk samples will be analyzed by IEA's laboratory which is accredited by NVLAP, and
participates in several quality assurance programs.
• Analysis will be conducted by Polarized Light Microscopy (PLM)backed by dispersion
staining techniques.
• All samples and records will be archived for a minimum of three years.
PROPOSED COST
The fee for this inspection profile reflects survey and sampling time, analysis of the data and all
documentation and reporting.
