RESOLUTION 96-045
A RESOLUTION RECEIVING REPORT AND
ORDERING PLANS AND SPECIFICATIONS
WHEREAS, pursuant to resolution of the Council adopted June 10, 1996
a report was prepared by Rieke Carroll Muller and Associates, Inc. with
reference to the improvement of Roosevelt Street, between 35th Avenue
NE and 37th Avenue NE; and, 35th Avenue NE, between Stinson
Boulevard and Harding Street by reconstruction of the roadways and
utilities.
WHEREAS, the report provides information regarding whether the proposed project is
necessary, cost-effective, and feasible.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of St.
Anthony that:
1) The Council will consider the improvement of such streets in accordance with
• the report and the assessment of abutting property for all or a portion of the cost
of the improvement pursuant to Minnesota Statutes, Chapter 429 at an estimated
total cost of the improvement of$709,500.00.
2) Rieke Carroll Muller and Associates, Inc. is hereby designated as the engineer
for this improvement. They shall prepare plans for making such improvement.

RE: Street Project Cost Analysis
Dear Mr. Hamer:
Per your request, we have analyzed the construction costs for recent street projects in the
City of St. Anthony. Actual construction costs for the 1994 and 1995 projects in St. Anthony
were $443,000 and $643,000, respectively. These costs translate to $143.40 and $160.75 per
linear foot of constructed street, respectively. The increase in lineal foot cost for the 1995
project can be attributed mainly to the fact that a substantial quantity of storm sewer was
included.
For reference purposes, we also analyzed a number of similar projects in other communities,
to show more clearly how costs have changed over time. In performing our cost analysis, we

While unit prices for these items tend to fluctuate from project to project (as well as year to
year), the overall trend has been upward, particularly for bituminous pavement, curb and
gutter and watermain. Increases in both labor and material costs have resulted in higher unit
prices for these items. For a 30-foot wide street, which is comparable to a typical street in
St. Anthony, the average cost per linear foot has been as follows:

For the period from 1988 to 1995, construction cost per linear foot has increased 35%
according to our available records. The publication, Engineering News Record, has developed
a Construction Cost Index (CCI) which is used to track construction costs for 20 metropolitan
areas around the country since 1907. The index for Minneapolis has changed from 4494.16
in December 1987 to 5909.05 in December 1995, a 31% increase over that period of time.
