RESOLUTION 98-020
A RESOLUTION APPLYING TO PARTICIPATE IN THE
NATIONAL FLOOD INSURANCE PROGRAM
WHEREAS, certain areas of the City of St. Anthony are subject to periodic flooding,
causing serious damages to properties within these areas; and
WHEREAS, relief is available in the form of Federally subsidized flood insurance as
authorized by the National Flood Insurance Act of 1968; and
WHEREAS, it is the intent of this Council to require the recognition and evaluation of
flooding in all official actions relating to land use in areas having these
hazards; and
WHEREAS, this body has the legal authority to adopt land use and control measures to
reduce future flood losses.
NOW, THEREFORE, BE IT RESOLVED, that the City of St. Anthony City Council
• hereby:
1. Assures the Federal Insurance Administration that it will enact as necessary, and
maintain in force in those areas having flooded, adequate land use and control
measures with effective enforcement provisions consistent with the Criteria set forth
in Section 59 et. seq., of the National Flood Insurance Program Regulations; and
2. Vests the City Manager of the City of St. Anthony with the responsibility, authority,
and means to:
a. Assist the Administrator, at his/her request, in the delineation of the limits of
the area having special flooding hazards.
b. Provide information the Administrator may request concerning present uses
and occupancy of the flood plain area.
C. Cooperate with Federal, State, and local agencies and private firms which
undertake to study, survey, map and identify flood plain areas, and cooperate
with neighboring communities with respect to management of adjoining flood
plain areas in order to prevent aggravation of existing hazards.
d. Submit, on forms provided by the Administrator, an annual report on the
• progress made during the past year within the community in the development
and implementation of flood plain management measures.
• e. Upon occurrence, notify the Administrator in writing whenever the boundaries
of the community have been modified by annexation or the community has
otherwise assumed or no longer has authority to adopt and enforce flood plain
management regulations for a particular area. Include an accurate corporate
limit map suitable for reproduction, clearly delineating the new corporate
limits or new area for which the community has assumed or relinquished flood
plain management regulatory authority. The community will use the Flood
Insurance Rate Map or Flood Hazard Boundary Map published for the
community from which land areas were annexed or from that political entity
that previously had regulatory authority until the Administrator provides a map
using the new corporate limits.
3. Appoints City Building Official to maintain for public inspection and to furnish upon
request (for determining flood insurance premium rates), the following information on
all new and substantially improved structures constructed within the identified special
flood hazard area:
a. the actual (as-built) lowest floor (including basement) elevation in relation to
mean sea level;
b. any certificates of flood-proofing;
C. whether or not a building has a basement;
d. for all flood proofed structures, the elevation to which the structure has been
• flood proofed.
4. Agrees to take such other official action as may be reasonably necessary to carry out
the objectives of the program.
5. Assures the Federal Insurance Administration that it will enact and enforce provisions
consistent with the criteria set forth in Section 60.3, (food Plain Management criteria for
flood-prone areas) of the National Flood Insurance Program Regulations.

Flood Hazard Boundary Maps (FHBM)and Flood Insurance Rate Maps (FIRM) have not
been completed for the City of St. Anthony. The City has identified 13 areas which are
prone to flooding due to inadequate storm water conveyance systems.
The 13 problem areas identified within the City affect approximately 160 people, 65
family structures and seven business or industrial structures.
