ANTHONY RESOLUTION 98-021 A RESOLUTION AUTHORIZING SUBMITTAL OF METROPOLITAN COUNCIL ENVIRONMENTAL SERVICES LOAN APPLICATION FOR AN INFILTRATION/INFLOW REDUCTION PROJECT WHEREAS, the Metropolitan Council Environmental Services (MCES) has established an infiltration/inflow (I/I) reduction goal for the City of St. Anthony; and WHEREAS, the City of St. Anthony desires to conduct a sump pump identification and removal project to reduce the existing I/I in the sanitary sewer system; and WHEREAS, the MCES has established a matching grant/loan program for qualifying I/I reduction projects in the MCES tributary communities; and WHEREAS, the proposed sump pump identification and removal project will qualify for the MCES loan program for up to $40,000; and WHEREAS, the loan repayment is conditional on the long term effectiveness of the I/I • reduction project. NOW, THEREFORE, BE IT RESOLVED that: 1. The City Manager is directed to submit a loan application to the MCES for the sump pump identification and reduction project. 2. The City Manager is designated as the City of St. Anthony contact person for the MCES Loan Program. 3. The City of St. Anthony will review the loan offer when received from the MCES and enter into a formal agreement if deemed appropriate. Project Benefits Sump pumps have been documented to contribute significant peak flows and long term quantities of 1/1 during extended wet weather periods. Removal of sump pumps will provide an immediate reduction in peak flows and the long term wet weather.flows. Peak reduction is a benefit to the City by reducing the potential for system backups or the need to increase pipe sizes due to high flow rates. The MCES system would experience similar benefits of reduced demands on interceptor sewers,pumping stations and treatment facilities. Reduction of the long term 1/1 will be a benefit to the City through reduced operation and maintenance costs for lift station and reduced treatment changes paid to the MCES. The MCES will receive similar,benefits in reduced operation and maintenance costs of lift stations and treatment facilities. Metro wide benefit would be realized due to the additional • capacity made available at the treatment facility. A review of the waste water flow records and discussions with local officials suggests that there may be two hundred(200)sump pumps in the city that may be identified and removed through this project. During an extremely wet year like 1996, removal of the sump pump connections may reduce annual 1/1 flows by about 15%or 16 million gallons per year. These estimates are based on several assumptions which will b investigated and documented as part of the project. Upon completion of the survey project it will be possible to more accurately predict 19 reduction potential. Bypasses The City of St. Anthony has not been required to bypass from the waste water collection system. However, during the July 1997 high flow period approximately 50 - 75 homes reported backups of waste water into their basements and many more backups may not have been reported. Description of Proposed Project The proposed project is designed to identify and remove sump pump connections to the sanitary sewer. The project will include public information,physical survey of each home (building) in the City, and follow-up survey to verify removal of sump pump connections. • The first step in the project is the adoption of an ordinance requiring inspection and removal with penalties for noncompliance. The City is currently working on this phase and the ordinance should be adopted in February 1998. A copy of the draft ordinance is attached. VQ 1 1- L 1 -J�/ V L • V..... • The next stepwill be an extended public information program to develop support for the planned sump pump disconnection work. information on the new ordinance and planned inspection program will be published in the spring and summer City newsletters. In addition, the City will prepare a short video program for airing on the cable television system. The video will also be used for the planned public information meetings. The initial public information effort will be followed by neighborhood meetings to introduce the actual sump pump inspection effort. There are approximately 2,300 connections in the City of St.Anthony. The City will be divided into four roughly equal study areas to provide manageable areas for evaluation. The inspection approach in each study area will be similar. To begin the inspection process, a letter will be mailed to each homebuilding in the study area. The letter will inform the resident of the ordinance provisions, discuss the City's concern with the 1/I, indicate that an "inspector" will be coming to their home, and invite them to a public information meeting. The letters will be mailed two to three weeks prior to the meeting. At the public information meeting, brochures will be available with information on sump pumps and recommended discharge methods, and City Staff will be available to respond to questions from homeowners. After the information meeting, the individual inspections will occur. Inspectors will visit each property and observe the plumbing system to determine the presence or absence of a sump pump. Questions will be • asked concerning foundation drainage tile but it is not possible to visually identify direct drain tile connections with this limited survey. If there is no sump pump or sump basket in the building,it will be accepted as"passing"the inspection and an inspection form will be completed and left with the homeowner to verify that the inspection was made and the pass/fail condition was communicated to the homeowner. If the home has a correctly installed sump pump with an outside discharge,the structure would also "pass"this inspection. If the home has a sump basket but no pump it may "pass" the inspection,but a sticker will be placed on the cover of the basket informing the resident of the need to obtain a permit for installation of the pump or be subject to the potential fine of$100 per month. If the house has a sump pump which does not comply with the ordinance provisions, the building would "fail' the inspection and the inspector will inform the homeowner of the improvements required to comply with the ordinance, In this case, a copy of the "failed" survey form would be left with the homeowner and a second appointment would be made for 30 days in the future. During this 30-day period, the property owner will have the opportunity to correct the situation. After correction, the property will be reinspected to verify compliance and provide the homeowner with a completed survey form indicating a "passing" condition. • The neighborhood meeting for the first study area is planned for October 1998, and the majority of the inspections and corrections should be completed by late spring 1999. Attached is a map of the St. Anthony sanitary sewer system. The project will include the entire community.
