ANTHONY BOULEVARD • CITY OF ST. ANTHONY RESOLUTION 98-044 A RESOLUTION APPROVING SIDEWALK IMPROVEMENTS TO ST. ANTHONY BOULEVARD WHEREAS, the engineering firm of Rieke Carroll Muller submitted a report on sidewalk reconstruction on the existing sidewalks adjacent to St. Anthony Boulevard between Stinson Boulevard and Silver Lake Road; and WHEREAS, said report was followed up by a sidewalk evaluation of all MSA sidewalks within City boundaries; and WHEREAS, it was determined that sidewalk reconstruction is needed on the sidewalks adjacent to St. Anthony Boulevard. NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of St. Anthony hereby approves said reconstruction and orders an advertisement for bids to be done by Rieke Carroll Muller and Associates, Inc. • Adopted this a day of , 1998. Municipal State Aid Account As of February 7, 1998,the City of St. Anthony's unencumbered fund balance for MSA streets is as follows: Ic III Balance as of 12/31/97 $502,913.59 rieke 1998 Construction Allotment $164-470.00 carroll Available Balance $667,383.59 muller ociates, inc. This amount should be sufficient to address the City's share of the Silver Lake Road bridge project,scheduled for construction by Ramsey County in 1999. B. St. Anthony Boulevard Improvements years o At your request, RCM has developed a preliminary cost estimate for replacement of helping deteriorated sidewalk on both sides of St. Anthony Boulevard between Stinson Boulevard build and Silver Lake Road. The estimated cost of construction (including contingencies) is communities $150,000. It is the opinion of RCM that sufficient funds are available to construct this project in 1998. MnDOT State Aid staff indicate that sidewalk reconstruction on State Aid routes is eligible for State Aid funding for 100%of project costs. Proposal for Engineering Services RCM proposes to provide design,bidding,and construction phase services for the sidewalk reconstruction project in St. Anthony Boulevard. Scope of services and associated fees are outlined as follows: Phase Assoc. Fees 1. Design $8,000 Tasks include field survey and review,preparing construction documents,attending one neighborhood meeting and one City Council meeting,preparing a cost estimate, and obtaining State Aid approval. 2. Bidding $2,000 Tasks include distributing bid documents, answering pre-bid questions, attending a bid opening and making a recommendation to award a contract. 3. Construction $5,000 • Tasks include attending a preconstruction meeting,reviewing shop drawings,providing up to 80 hours of construction observation, preparing construction newsletters,processing pay applications, project closeout and preparing record drawings. Total Estimated Fee $15,000 Our services will be billed at hourly rates with not-to-exceed limits as shown. We will not exceed these limits without prior approval from the City Council.
