A RESOLUTION AUTHORIZING CALL FOR BIDS FOR
REPAIRS AT THE G.A.C. WATER FILTRATION PLANT
WHEREAS, after examining the St. Anthony G.A.C. water filtration plant, the engineering
firm of Rieke Carroll Muller Associates, Inc. identified items needing
maintenance repairs.
NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of St. Anthony
hereby authorizes Rieke Carroll Muller Associates, Inc. to prepare documents to call for bids
for drain tile installation and restoration and various inside repair work at the G.A.C. water
filtration plant.

Dear Mr. Hartman:
We have submitted the Project Manual with necessary drawings bound in the back of the
Manual to Ms. Maureen Johnson at the MPCA. We are requesting that the State review and
approve the Contract Documents prior to advertising for bids to prevent misunderstandings
of RCM's interpretation of the various Federal Regulations. We have downloaded all the
Code of Federal Regulations that we assume relate to procurement of a construction contract

employer On December 23, 1998, RCM sent a report to you outlining our findings after a visit to the
plant.In this report our estimated engineering costs were anticipated to be$9,500 for bidding
documents, securing bids, construction administration, inspection and testing. RCM is
virtually complete with the preparation of the bidding documents. The cost to date as of
January 30, 1999 has approached$7,200. We feel that in order to complete the documents
and services outlined we will need to update the budgeted fee from$9,500 to$12,500. This
is largely due to the requirements of the State and Federal agencies and administering two
construction contracts.

Request to Authorize for Bids for the G.A.C.Water Plant
Ceiling Paint Repair, Floor Repair and Ground Water Moisture Leakage

Dear Honorable Mayor and City Council:
RCM has looked at the G.A.C.filter plant,reviewed the construction specifications that were
used when the plant was built,talked to paint suppliers and contractors and prepared a report
to the Public Works Director on December 23, 1998.

The report referenced indicated that a drain tile should be installed on the south,east and north

RCM has prepared the Project Manual for these repairs and has submitted them to the MPCA
for their concurrence with the procurement of construction bids. The project will be bid in
li two parts. One part will be a contract for drain tile installation and the other part for floor and
ceiling repair.
The project cost for construction administration and engineering, testing and inspection
including contingencies is projected to be $65,000. Ninety percent of the project costs will
be paid for by USEPA funds which are being administered by the State of Minnesota
