RESOLUTION 99-025
RESOLUTION RELATING TO FLOOD MITIGATION
IN THE CITY OF ST. ANTHONY, AUTHORIZING
WSB & ASSOCIATES, INC. TO PREPARE PRELIMINARY PLANS
WHEREAS, over a period of many years, the City of St Anthony has experienced
numerous flooding problems within certain areas in the City at times of
heavy rainfalls in short periods of time, and as a result of such rainfall
events many structures within the City have experienced flood damage;
and
WHEREAS, within recent years the City has obtained certain financial assistance and
has engaged in appropriation of City funds in its efforts to mitigate the
flood damages; and
WHEREAS, steps have been taken in certain portions of the City to complete projects
which are designed to reduce the extent to which such flooding problems
• occur; and
WHEREAS, the City wishes to take additional steps, to the extent it is able to do so
within the limits of its financial resources, to continue its efforts to
mitigate and reduce the flooding problems experienced within the City;
and
WHEREAS, the City Council in its efforts to proceed with its flood mitigation
projects and programs has directed the engineering firm of WSB &
Associates, Inc. to prepare a study of the various options available to the
City for dealing with storm water and for reducing flood damage within
the City; and
WHEREAS, after a review of the feasibility study by residents and by the City
Council, WSB & Associates, Inc. has developed certain alternatives to
be considered by the City Council as possible projects to mitigate flood
damages within the City; and
WHEREAS, as a part of such study, WSB & Associates, Inc. has prepared estimates
of the construction costs, revenues lost to the City, and numbers of
displaced businesses and residents associated with each of the
alternatives, and a copy of such estimates is attached to this Resolution;

• WHEREAS, the City Council has conducted a public meeting for purposes of
discussing the alternatives and the related costs and other factors; and
WHEREAS, after due consideration of such costs, lost revenues and displaced
businesses and residents, the City Council of the City of St. Anthony has
selected the alternative which should be given the highest priority among
the various alternatives.
NOW, THEREFORE, BE IT RESOLVED, that the City of St. Anthony pursue
Alternative No. L- shown on the attached Summary of Alternative
Costs and Impacts.
BE IT FUTHER RESOLVED that the City Council of the City of St. Anthony hereby
authorizes WSB & Associates, Inc. to prepare preliminary plans for Alternative
No. 4 as a part of the City's flood mitigation program.
