A RESOLUTION FOR DISSOLUTION OF RESOLUTION 87-010,
RELATING TO THE "HAZARDOUS MATERIALS RESPONSE VEHICLE"
JOINT POWERS AGREEMENT BETWEEN THE CITIES OF
FRIDLEY, COLUMBIA HEIGHTS, ST. ANTHONY, COON RAPIDS,
AND THE SPRING LAKE PARK, BLAINE, MOUNDS VIEW FIRE DEPARTMENTS
WHEREAS, the City of St. Anthony entered a Joint Powers Agreement effective January 27,
1987 with the governing bodies of Coon Rapids, Fridley, Columbia Heights and
the Spring Lake Park, Blaine, Mounds View Fire Department, for the equipping
and operation of a hazardous materials emergency response vehicle; and
WHEREAS, the primary response vehicle under the Agreement is no longer needed for the
handling of hazardous materials incidents, and further, the vehicle is too old to
provide reliable service; and
WHEREAS, the parties to the Agreement now have other available services for response to
hazardous materials incidents within their fire departments' respective service
jurisdictions; and
• WHEREAS, notice of intended termination of the Agreement has been provided between the
parties by letter dated January 4, 1999, and none of the parties object to such
termination.
NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of St. Anthony
hereby rescinds Resolution 87-010 and terminates its participation in the Joint Powers
Agreement dated January 27, 1987 with the communities of Coon Rapids, Columbia Heights,
Fridley, Spring Lake Park, Blaine, and Mounds View for the operation of a hazardous
materials emergency response vehicle.

ITEM: DISSOLUTION OF RESOLUTION 87-010
In 1987 St. Anthony entered into a joint powers agreement with 4 other cities to
share hazardous materials response resources. The State has recently created and
funded a network of regional hazardous response teams which eliminates the need
for this consortium to exist. Therefore, I am asking the Council to formally
disolve this joint powers agreement.

In reference to my January 4, 1999 letter, none of the Chiefs object to dissolution of the
joint powers agreement we had entered for the formation and maintenance of"Haz Mat
I". Attached for your reference is our Council resolution for dissolution of the
Agreement.
As noted in my letter, and per your subsequent direction to me, HazMat 2 will remain in
service under auspices of Fridley Fire Department, insured by the City of Fridley, and
available to your respective departments via our Mutual Aid Agreements. HazMat 1 will
be surplused.
Please forward to me a copy of your City's or organizations formal action withdrawing
from the joint powers agreement. Our FAX is 572-8825.

RESOLUTION 87-010
A RESOLUTION APPROVING THE HAZARDOUS MATERIALS
RESPONSE VEHICLE JOINT POWERS AGREEMENT
WHEREAS, the Cities of Fridley, Columbia Heights, St. Anthony,
Coon Rapids and the Spring Lake Park Fire Department desire to
have for their use a hazardous materials response vehicle; and
WHEREAS, it is -more economical for each party to share the costs
of one such vehicle.
NOW, THEREFORE, BE IT RESOLVED, that the City Council hereby
approves the Hazardous Materials Response Vehicle Joint Powers
Agreement on behalf of the City of St. Anthony.
