A RESOLUTION APPROVING APPLICANTS FOR
PARTICIPATION IN AND THE 1999 BUDGET FOR THE
1999 FLOOD RELIEF GRANT PROGRAM
BE IT RESOLVED that the City Council of the City of St. Anthony hereby
approves the list of eligible property owners/applicants, as follows, for
participation in the 1999 Flood Relief Grant program, and the 1999 budget for
said program, as recommended by the engineering firm of WSB & Associates,
Inc.

Re: Funding Recommendations for the City of St. Anthony 1999 Flood Relief Grant Program

Dear Honorable Mayor, City Council, and Staff:
The City received a total of fifteen applications to participate in the 1999 Flood Relief Grant Program.
Each applicant was contacted either by phone or in person to discuss the water problems they have
experienced, and to determine their eligibility for participation in the Flood Relief Grant Program.
Based on the applications, discussions and meetings, five residents meet the requirements for
participation in the 1999 Flood Relief Grant Program. Below, please find a list of the applicants'
• addresses and an estimate of the City's cost to participate in the flood proofing improvement at each
location:

*Total project cost will be determined after coordination with Hennepin County.
A number of applications were received which identified the primary source of water entering the home
was through the foundation, floor and walls. Upon review of the problem it was recommended that the
applicant install a basement drain tile system and/or provide positive drainage away from the walls and
foundation of the home. These activities are currently not funded by the Flood Proofing Grant Program,
and would not be eligible for participation. A list of these addresses is shown below:

Applications were also received from residents who are located in areas where the City is currently
considering or completing the construction of public improvements to provide 100-year flood protection.
They include:
1. 3008 29"Avenue NE
2. 2704 Murray Avenue
3. 3120 Wilson Street
4. 2914 29`h Avenue
Following a discussion with the owner of 3030 Harding Street, they withdrew their application for
consideration in the 1999 Flood Relief Grant Program.
Residents of 2601 35'b Avenue NE received the maximum grant application of $10,000 in 1998.
However, they desire that the Council give consideration to grant additional funds in 1999, as the cost
to complete their flood relief project exceeded $35,000.
Should the Council desire to proceed with the eligible projects,the estimated cost to the City for the 1999
Flood Proofing Grant Program is approximately$20,680.00. This amount does not include the costs to
administer the program,which to date is approximately$1,800.
