The regular meeting of the Planning Board was called to order by Chairman Pro- Tem Englund at 7:45 P.M. on Tuesday, May 20, 1969. 2. The following were present at roll call : Mesenbring, Kronk, Englund. Absent: Miedtke, Howitz, Harty, Sartor. 3. Minutes of April 15, 1969 meeting were approved as submitted. 4. Ordinance Variations /a The request by Mr. A. J. Martin for a 2 ft. side yard variance to allow him to attach a garage and porch to his home was discussed. Motion by Kronk, seconded by Mesenbring, to recommend to the Council that the request be approved. potion carried. b. The request by Mr. C. B. Christiansen to divide Lot 6, Block 5, Mounds View Acres Second Addition into four lots with the addition of part of Lot 5, and part of Lot 7 was discussed. Motion by Mesenbring, seconded by Kronk, to recommend to the Council that the division be approved after • replatting and three variances be given as follows : 1 . 754 sq. ft. area variance on 62 ft. lot. 2. 13 ft. variance in width on 62 ft. lot. 3. 4 ft. variance in width on 71 ft. lot. Mogi-on carried. c. Mr. Orvel K. Johnson requests approval to add a 2 car garage to his present 1 car garage with a 6 ft. 8 in. side yard variance. Motion by Mesenbring, seconded by Kronk, to recommend to the Council that the variance be approved Motion carried. 5. Public Hearings a. The Chairman announced that this was the time and place to hold a public hearing requested by the Village Council to rezone the N. W. corner of Silver Lake Road and 37th Avenue N. E. from Light Industrial to Commercial. No one appeared in opposition to the rezoning so the hearing was declared closed at 8:10 P.M. Motion by Kronk, seconded by Mesenbring, to recommend to the Council that the rezoning be approved. 7stephen n carried. J. Davis, representing Minneapolis Scientific Controls Corporation, presented the proposed plat of Apache Terrace. Motion by Mesenbring, seconded by Kronk, to recommend to the Council that the preliminary plat be approved. ----MQtion carried. i -2- Mr. 2-Mr. Harry Brooks from Standard Oil Company requested approval to fill in the area North of the station for parking. Motion by Kronk, seconded by Mesenbring to recommend to the Council that the request be approved. Motion carried. b. The Chairman announced that this was the time and place to hold a public hearing by request of the Village Council as to a Town House development on property fronting on Silver Lake Road, from Silver Lane to the apart- ment property South of 39th Avenue N. E. Mr. Gordon Hedlund presented a proposal to build 3 apartment buildings with a total of 105 units. After hearing objections from those that wanted to be heard the hearing was declared closed at 9:10 P.M. The Planning Board took no action because the hearing was for a Town House development and not apartment buildings. 6. Zoning Variations - None. 7. Old Business - None. 8. Building Permits I/ Donald Hickerson presented plans for a home at 3216 Roosevelt St. N. E. . The shape of the lot will require a 3 ft. variance on the N. W. corner. Motion by Kronk, seconded by Mesenbring, to recommend to the Council that the request • be approved. Motion carried. 9. The proposal for closing off Coolidge Street and 27th Avenue N. E. at Kenzie Terrace was discussed by the Board. No action was taken at this time because the Board felt that more members should be present for this discussion. The consensus of the Board was that no plans had been presented to warrant a change in zoning. 10. Motion by Mesenbring, seconded by Kronk, to adjourn. Motion carried. Harry Lekson Secretary • I
