VILLAGE OF ST. ANTHONY
PLANNING BOARD MEETING
• January 20, 1970
1. The regular meeting was called to order by Chairman Englund at
7:40 P.M.
2. The following were present at roll call : Englund, Kronk, Ondrey,
Mesenbring, Carlson, Parrill, Bratland.
3. The minutes of December 16, 1969 were approved as submitted.
4: Motion by Kronk, seconded by Ondrey to recommend that Council approve
the 5'z ft. rear yard variance requested by John Wakiriak to build a house
at 2400-34th Avenue N.E.
Motion carried.
5. The Chairman announced that this was the time and place to hold a public
hearing requested by the Village Council to rezone the area East of
Silver Lake Road, West of Penrod Lane, South of Silver Lane, and North of
39th Avenue N.E. to allow construction of a nursing home.
Gordon Hedlund stated that a nursing care center would be a good develop-
ment for this area in that there would be no children involved as would
be the case with the present R1 and R2 zoning. The R2 zoning on Silver
Lake Road would require more driveways resulting in more of a traffic
hazard than the one driveway proposed for this development. Mr. Hedlund
also stated that no other area had R2 zoning across the road from a
Commercial zoning and that this would be a good buffer with the 107 ft.
setback of the building on the Penrod side. This area would be all land-
scaped with grass, shrubs and trees creating a park like atmosphere.
Mr. Hoffineyer, architect, presented a miniature layout of the buildings
proposed for the nursing care center.
Jack McCarty of 4021 Penrod Lane presented to the Planning Board a pet-
ition containing the names of area residents opposed to the rezoning. He
also voiced disapproval to the four story buildings and the density.
Arthur J. Burke, 3900 Shamrock Drive stated that it would magnify the
traffic problem which they have in getting onto Silver Lake Road.
Mrs. Larry Hanson, 3917 Macalester feels that the area is isolated and
needs more single family homes to create more people in the area.
Mrs. Chester Nelson objected to any rezoning of the area and if the
nursing home is allowed the traffic would be increased on Penrod Lane.
Donald Zehro, 4017 Penrod Lane, was concerned as to what would happen to
the areas to the north and south of the nursing home if the whole block
is included in the rezoning.

After discussion by the board members, a motion was made by Mesenbring,
seconded by Ondrey, to table the action for 30 days to allow the new
members more time to study the proposal.
Voting on the motion:
Ayes Mesenbring, Ondrey, Parrill, Englund, Carlson
Nay: Kronk, Bratland
Motion. carried.

8. Motion by Kronk, seconded by Parrill to recommend that Council approve
a two story office and warehouse building on Lot 7, Block 10 St. Anthony
Office Park with a detailed landscape plan and parking space dimensions
listed or. final plans.
Motion carried.
