VILLAGE OF ST, ANTHONY
PLANNING BOARD MINUTES
February 150972
The meeting was called to order at 7:35 P.M.
The following were present at roll call : Herman, Parrill, Kronk, Letourneau,
Bratland, Carlson, Ondrey.
Also Present: Councilmen Sundland, Loeffler, Sauer,Englund.
The minutes of the January 18, 1972 meeting were approved as submitted.
Obert Christen requested approval to construct a garage 40 ft. x 72 ft, at the
rear of 3501 Silver Lake Road. The garage as proposed would be located on part of
the lot to the north which extends behind the property of Robert Christen. This
property is owned by the mother of Robert Christen. It was suggested that the
property be divided so that the part of the lot in question be made a part of the
Robert Christen property.
Motion by Ondrey, seconded by Herman, to deny approval for the structure because
of the trucks involved.
Motion by Bratland, seconded by Parrill, to table action until the Roard can get
legal advice on this item.

Ayes Parrill, Kronk, Letourneau, Bratland, Carlson
Nay: Herman, Ondrey
-Motion carried.
The Chairman announced that this was the time and place to hold a public hearing
on the requested zoning change of property on Kenzie Terrace between Firestone and
American Legion property from R-1 to Commercial.
Mr. Bill Kelly of the Towle Company stated that the request for rezoning was by
the owners of the property and not McDonalds.
Richard Reid of the Towle Company stated that the property was part of a parking
ratio required by the Kresge Company when they were a tenant in the shopping
center.
Mr. Kosciolek of 2600 27th Avenue N.E. opposed rezoning to Commercial and would
rather see apartments or high rise be built.
Mr. Wehr of 2616 27th Avenue N.E. would like to have the Village make a park on
the property.

Mr. Moore of 2612 27th Avenue N.E. wants to keep the area residential.
Mrs. Kieffer stated that the traffic on 27th Avenue would be greatly increased by
the change.
Mr. Kelly said that the area is unsaleable as residential as one third of the lot
is now zoned commercial.
Mr. Ondrey stated that this type of business might not be in the best interest for
the people along 27th Avenue and that a counter proposal of some type might be
considered for the area.
Mr. Loeffler pointed out that there had been 23 accidents in this area in 1971.
It was recommended that the Police Department be contacted on the problems which
might be associated with this proposal.
Mr. Parrill stated that the property was not suitable for residential use but
felt that its use should be restricted by a special use permit and not be left wide
open with a commercial zoning.
The hearing was closed at 9:05 and a 15 minute recess was declared.
• The meeting reconvened at 9:20.
Motion by Parrill, seconded by Ondrey, to deny the request for rezoning of prop-
erty on Kenzie between Firestone and American Legion property .
Voting on the motion:
Aye: Carlson, Parrill, Kronk, Bratland, Letourneau, Ondrey
Nay: Herman
\Mot on carried.
Motion by Herman, seconded by Parrill to deny the request by Kentucky Fried
Chicken for a continuous sign on three sides of the building. Approval is given
if the sign is extended around the sides and kept within the allowable sign area
and a definite break is made at this point, the rest of the area may be illuminated.

Motion by Ondrey, seconded by Bratland, that the Council Chambers be available
the first Tuesday of the month for the Planning Board work sessions.
Motion carried.
The Chairman instructed Thomas Ondrey to draft an ordinance controlling the
exterior and interior of Village property.
Motion by Herman, seconded by Ondrey to adjourn.
