fir. Guy Coursolle with Midwest Federal appeared before the Planning Roard with a
request for tlidwest Federal to build a free standing building on the northeast
corner of Silver Lake Road (Apache property), this was submitted for informational
purposes at this point, no action was requested at this time.
"'Me./Howard )ahlgren re-appeared before the Planning Roard with a proposal for a
restaurant for the south half of the Minnesota Federal property at 39th & Silver
Lake Road M.E.
fir. Ed Renson from Oridgeman's appeared before the Council and gave a brief des-
cription of the building they propose for the site.
Colonial all brick office type building, with a family trade food business, no
drive-in foods, instore seating 120 seats, 80% booths, majority business on
Friday night, Saturday and Sunday. Traffic is heaviest 11 :45 A.M. to 1 :45 P.M.
weekdays and 5:L<5 P.M. to 7:30 P.M. weekdays, 0:00 - 10:00 P.M. the ice cream
business is heavy.
Grace McGinn, a resident expressed her feeling that this was not a "quiet" use of
the property as the residents of that area had requested.
Mrs. Ray Ilail: again mentioned that we should cure the traffic problems in that
area before vie allow in more traffic generating establishments, than to wait for
the problem to become so serious that we have to do something, also that when the
representative from Bridgeman's explains that the peak hours at that restaurant
would be later in the evening, that could interfere with the residents who wish
• to enjoy their backyards at that time.
Mr. Dahlgren was informed that the request would have to be sent to the Council
since it is not applicable under Resolution 1972-006. Ile said he understood,
and that he wished the Planning Board to make that request.
Motion by ::ronk, seconded by Ondrey to recommend to the Council this type of
eating establishment on a Conditional Ilse Permit on this property, for this
particular parcel or lot .
Motion carried (Unanimously)
Motion by Kronk, seconded by Oratland to approve replatting of Lot 1, Rlock
1, Hedlund & 11akirial; Addition conditioned upon the removal of the old house and
garage on the property. Also the South 35 feet of Lot Ou, R1 18, Soo Marie Park Add,
Motion carried (Unanimously)
Motion by Letourneau, seconded by Kronk to table action on sign ordinance variances
for church directional signs.
Motion carried.
Motion by Kronk, seconded by Ondrey to table action on pathways, and ask the
Council for more information regarding this proposal .

Motion by rratland, seconded by Kronk to incorporate minutes into record of the
• Planning Roard.
Motion carried.
ratland questioned Mr. Dahlgren (Rep. from Minnesota Federal ), whether or not
he had discussed the installation of a semifore light at the corner of 39th
and Silver Lake load with ,2amsey County.
Mr. Dahlgren said he had spoken to Ramsey County regarding a traffic light and was
informed they were planning the installation but probably not until 1974.
Mr. Jack Anderson, a traffic consultant for Minnesota Federal, gave a brief
explanation of the vehicle storage problem during the red cycle of a traffic
light, and explained how he arrived at his "trip generation rate" for the Minnesota
Federal building, and came up with the figure of 300 vehicles during peak traffic
times, and the vehicle storage space provided in the Minnesota Federal plans
should be adequate.
Mr. Dahlgren asked that these plans be approved with the landscape plan as pro-
posed.
Mr. Bratland said his impression at the public hearing was that the main concern
was in regard to the traffic problems which may arise from this type of business.
Two exits (39th Avenue exit, and Silver Lane exit onto Silver Lake Road) are not
enough for the number of people using them. A third exit, possibly over the
• tracks and emptying out onto 37th Avenue should be looked into.
It was pointed out by representatives of Minnesota Federal that the additional
traffic that would result from their establishment may cause Ramsey to speed up
their installation.
Mrs. Ray Haik expressed a concern that the total traffic plan should be worked
out before we allow additional business in that area, and we should not operate
on the basis of "crossing the bridge when we come to it", that 's what we've done
in the past, and we've let ourselves in for problems.
It was agreed by the Planning Board that there is need for a traffic light at both
39th Avenue and S.L. Z. and Silver Lane and S.L. R. but the problem is, who pays
for the light.
Mrs. Haik asked if Equinox had promised to pay for a portion of the light for
Silver Lane if it was found necessary to install it.
The Planning Board informed her that they had made that offer.
Motion by Ondrey, seconded by Kronk to approve Conditional Use Permit for Minnesota
Federal Savings and Loan structure at S.E. corner of 39th Avenue and Silver Lake
Road as proposed. Such structure to be constructed in compliance with codes for
the Village.
Motion carried. (Unanimously)

Amendment
2-Amendment to the motion: Motion by Bratland, seconded by Ondrey to amend the
motion for recommendation conditioned upon the commitment on the part of Ramsey
County or whatever other agency as may be required, that traffic signals will be
installed at Silver Lane and Silver Lake Road, and 39th avenue and Silver Lake
Road in a time frame compatible with the development.
Motion carried.
This matter will be presented to the Council on July 13, 1972.

iMeeting was called to order at 7:45 P.M. by Chairman Bratland.

The minutes of the May 16th Planning hoard meeting were noted.
Motion by Ondrey, seconded by Letourneau to adopt minutes of 5/16/72 meeting.

June 20, 1972 regarding Conditional Use Permit for a retirement home to be built
on Silver Lake Road north of 39th Avenue N.E. with one correction:
Under the 2nd answer by representative from nursing home, change
from "non-profit endeavor", to "limited dividend endeavor".
Motion carried.
The Planning hoard discussed the results of the public hearing with regard to the
proposed nursing home, and what recommendations should be taken to the Council.
• Mr. Bratland questioned Mr. Woodington of Heritage of Rembrandt. Mr. Sratland
reminded Mr. lloodington that several months ago there had been a discussion about
a nursing home at the property and there were, at that time, two plans, one was
seven stories, and the other was a three or four story plan. Rratland asked if
that would cover the same number of lots-three?
Answer: Yes
Q. Mr. Bratland questioned how many units were in that plan.
A. 88
Q. Mr. Bratland asked how many stories?
A. 4 stories
Q. Mr. Ondrey asked to make the retirement home a paying proposition that it had
to be seven stories?
A. Yes
Q. Mr. Ondrey asked who prepared the findings?
A. Vie did at our company. 14hen we went into this program, we wanted to build the
• same type building we have in Edina, four stories, in 88 units, until we prep-
ared FHA 2013 feasibility analysis form and found from that analysis that we

would lose money, and FHA wouldn't let us do it. We then re-calculated and
found that we couldn't make money on the project until we hit seven stories
and 140 units. Seven stories is the lowest we can build this and still show
a profit.
Q. Mr. Ondrey asked what will be rents be?
A. $95.00 for efficiencies-$130.00-$140.00 for 1 bedroom-This will be determined
by FHA.
Q. Mr. Bratland asked why FHA financing? Why no private financing?
A. Edina is FHA financed, but under a different program, we can charge more there.
Our first experience with FILA and we found that for the most part we could do
a better job on the rents with FHA.
Q. Mr. 9ratland asked why are you limited to $1304140 on the rent?
A. l--lithout RIA, we would have to charge much more an efficiency would run about
fi200.00 and a one bedroom would run 60% more. One more thing I would like to
mention, is that we leave as much space available for landscaping, we are
planning more than adequate parking for the home, these people just don't
drive that much. We think these people need this land developed, rather than
lying bare.
Q. Mr. Ondrey asked have you estimated what amount of real estate taxes you will
have to pay?
A. Yes, approximately $330.00 per unit per year multiplied by 140 units. You must
consider, that we don't really use the public services, we don't use your
• schools, we don't create a traffic problem, and residents from this area will
live there.
Q. Mr. Rratland questioned how many entrances and exits will there be?
A. One
Q. Mr. Kronk asked if you rent a unit and your spouse dies, do you have to leave?
A. No, you don't have to leave as long as you are over 62, you can live there,
married or single, as a matter of fact we have more unmarried women living in
our homes than married couples.
Mr. Woodington (representative from Heritage) stated that they met with the
residents at the Community Center in Apache and we attempted to answer questions.
There were three times as many people at that meeting as were at the public
hearing here. I don't think anyone with 100 feet of the proposed building
opposed it. Many said it would be a good use of the property.
Mr. Bratland stated that before you remember what was said, and part is wrong,
of the nine on the mailing list, three were here, one out of the three had
expressed that they were opposed because of the use of the land, but out of the
nine, three were here.
Mr. Letourneau asked why do you feel the people in this area can't afford more
• rent?

A. The average income in Edina is larger than St. Anthony. We felt it was
feasible to charge $3504550 in Edina, but not feasible for St. Anthony. If
we thought it feasible, we would do it.
• Q. ftr. Rratland e.sked what are the alternatives that �,re available, how about
4 stories on 4 lots?
A. It would take three more lots and with the additional cost of the lots, we
would have to build higher, and give up landscape room.
Mrs. Ray Hail:, a resident commented: Do we have to come back here every year to
voice our disapproval of these commercial plans, the residents bought their homes
in good faith, and the area should remain residential .
Mr. Ondrey stated that he looks upon his position on the Planning 3oard as one
carrying the responsibility of doing that which is best for the community unless it
is at the serious expense to those immediately involved. He also stated that he
had given this matter a lot of thought, and had learned a lot from the public
hearing, and quite a bit from the experts representing the builder, and I feel I
can take a stand based upon the fact that we have land in that area which is useless
to the community, and one which has been controversial . Certainly the Village is
at a loss for much needed revenue, and I am sure if people in the immediate vicinity
looked at it fairly and wisely they could see that leaving the land as is, adversely
affects the Village as a whole. The building proposed is higher than normal for the
Village, however, in my opinion the use of that land for a nursing home has been
the best proposal presented. Therefore, I think this is a good proposal and I
recommend my colleagues vote in favor of it.
r1ratland : This is not to re-open the public hearing, but is there anyone who
• wishes to speak at this time for or against this proposal ?
Mrs. Stegemeyer: I think it should be noted that of the nine residents within 100
feet of the proposed structure, three are absentee landlords.
Mrs. Ray Haik: This is a long discussed problem settled over and over for
residential. Ile feel strongly about this land. How many times do we have to come
back? !-le are opposed to special use permits.
Mrs. Lavicky: The meeting at the Community Center in Apache was attended by
residents who were opposed to the structure.
Rratland: A year ago these plans were for a nursing home that was not so high.
A stretch of land on Silver Lake Road is not good residential zoning, or two
family dwelling property. The closeness of Apache and other commercial establish-
ments doesn't make it attractive to people for their personal residence, and
from a traffic point of view, it would be impossible, from that point of view,
I think some type of buffer must exist between Penrod and Silver Lake Road, and
this type of land use makes sense.
Kronk: Over the years, we have discussed this with other planners, but seven
stories is too high. Something residential has to be put in, but 7 stories is too
high.
Ondrey: From what we have been told, we have no reason to believe this would give
• us a substantial increase in traffic, in comparison to the co:rarercial establish-
ments we could have.
Motion by Ondrey, seconded by nratland to recommend the petitioner's request for
Conditional Use Permit for retirement home for Lots 14-15-16, Olock 6, M.V.A.,
2nd Addition, be approved subject to the conditions that the structure adhere to
the codes and specs that the Village require, according to the plans submitted,
and based further on whatever conformities the Council may require.
Motion carried. (Unanimous )
