ANTHONY • PLkNNING BOARD MINUTES September 17,1974 The meeting was called to order at 7:30 P.M. by Chairman McGinn. The following were present for roll call: Johnson, Marks, Kronk, McGinn, Heibel and Letourneau. Absent: Bowerman Also present: Jim Fornell, Adm. Asst. The following amendments were made to the Planning Board minutes of August 20, 1974 Page 3, para 1: Letourneau voted "Aye" on motion approving a building permit for Donatelle Machine Shop. Page 3, para 5: Strike "had been disapproved of by the City Attorney" and substitute "City Attorney had strongly advised against. . . ." Motion by Mr. Marks, seconded by Mr. Kronk to approve the minutes as amended. Motion carried. Discussion of the Michaelhoff proposal was deferred until Mrs. Michaelhoff's • arrival. Mr. Mike Peterson of the Bernu Construction Company discussed with the Board the changes he had made on the landscaping and parking plans for the three story office building his company had been granted a permit to build in the St. Anthony Office Park. There was also a discussion of the free standing sign he requested in front of the building and he asked for the Board's consensus of opinion since it did not meet the sign ordinance. The Board indicated a favorable reaction to granting a sign variance to allow a carved wooden sign because it would be less than the size allowed by the ordinance, would be the only identifying sign for the building and it seemed preferable to a sign above the building. Motion by Mr. Heibel and seconded by Mr. Letourneau to indicate to the Council the Board's approval of the parking, landscaping and lighting plans as presented with the following stipulations: 1. The applicant agrees to provide additional parking area if needed. 2. One of the trees on the site plans to be placed farther back to allow space for future expansion of the parking area if necessary. 3. A portion of the security lighting be turned off after 10 P.M. Motion carried. Motion by Mr. Marks, seconded by Mr. Kronk to recommend to the Council that a • public hearing be held regarding a sign variance to allow a free standing sign in front of the Midland Professional Building as requested by Mr. Peterson. Motion carried. I t t -2- The plans for the parking, landscaping and lighting for his machine shop which the Council had approved granting a building permit were presented to the Board by Mr. Mike Donatelle who pointed out changes which had been made to allow more parking spaces. The Board withheld action on the signage until the plans could be presented after advising Mr. Donatelle regarding the size of signs he could place on the building in compliance with the proposed revision of the zoning ordinance. Motion by Mr. Johnson, seconded by Mr. Letourneau to approve the parking, land- scaping and lighting plans for the DonatelLe Machine Shop to be built at Chandler Drive and Foss Road with the following stipulations: 1. The 9th parking space be added at this time and the sidewalk extended to serve that space. 2. The lighting over the three entrances be left on at night for security reasons. 3. A few hearty trees be planted now to replace any which might die in the next few years. --Motion carried. Mrs. Dale Michaelhoff was present to again discuss the property which she and her husband own at the southwest corner of 37th Avenue N.F. and Silver Lake Road. Since her request to rezone the property from residential to light commercial indicated no specific use for the lot, the Chairman told Mrs. Michaelhoff that the Board could give her no encouragement regarding the possibility of changing the zoning. During the discussion of the MichaelhofffIs inability to obtain FHA approval for financing for either a single family dwelling or a double bungalow, Mr. Fornell told the Board that the letter he had received from the FHA confirmed the fact that they did not consider the property acceptable for financing because of the traffic congestion at that intersection and the commercial property across 37th Avenue. Mrs. Michaelhoff was advised that the Council had previously re- jected a rezoning of the property for a Pako film processing plant. When Mrs. Michaelhoff stated that she intended to request a permit to sell Christmas trees on her lot and "if the Council refused her request, the police would have to put her off the property". Mr. Fornell told her that there had been a previous request to sell Christmas trees at that spot which had been turned down because of the traffic congestion and limited space. Mr. Heibel will represent the Board at the next Council meeting. Motion by Mr. Heibel, seconded by Mr. Johnson to adjourn at 9:30 P.M. to resume work on the revision of the zoning ordinance.
