CITY OF ST. ANTHONY
PLANNING BOARD MINUI'FS
March 18,1975
The meeting was called to order by Chairman Letourneau at 7:35 P.M.
The following were present for roll call: Cowan, Hiebel, Marks, Letourneau,
Ryma.rchick and Johnson.
Absent: Mr. Bowerman
Also Present: Harry Lekson
The minutes of the February 18, 1975 meeting were amended to correct the spelling
of Mr. Dahlgren's name as well as Mr. Finess' first name from "Dale" to "Del".
Mr. Cowan also questioned whether he had seconded the motion to approve the
January 21st Board minutes,
Motion by Mr. Marks,, ' seconded by Mr. Hiebel to approve the February 18th minutes
as amended.
Motion carried.
The Board then considered the application by Mr. Wm. Flaherty for a variance to
the zoning ordinance of 5 feet to the lot line to allow him to build a swimming
pool on his property at 3208 Rankin Road.
Mr. Flaherty was present and discussed with the group the letter from Rev. Paul
Stohlberg, 3200 Rankin Road, indicating there was no opposition from Salem
Covenant Church who own the property to the south of the proposed construction.
He indicated the house on the adjacent property would be 45 feet away from the
pool and the vacant property situated between was not likely to be built upon.
Motion by Mr. Marks, seconded by Mr. Cowan to recommend to the Council that they
set a public hearing on granting a variance of five feet to Mr. Flaherty to
enable him to build a swimming pool at 3208 Rankin Road.
Motion carried.
Mr. Cowan was requested to suggest to the Council that the public hearing on the
proposal could be held and their decision on it could be made at the same time so
that Mr. Flaherty could start work on the structure as soon as the weather permit-
Several members of the Board expressed the opinion that the time table for hearing
requests for conditional use permits and variances could be speeded up by schedul-
ing a public hearing upon receiving the application and thus avoiding what some-
times turns out to be a delay of two months before a definite decision is made.
Other members were concerned that such a procedure might force them to make un-
informed decisions.
The Board agreed that they wanted to be able to consider methods by which the
time table and procedures for considering such requests could be streamlined and
requested that Mr. Fornell and Mr. Lekson research possible changes in that
section of the City ordinances dealing with variances and report back their
recommendations at the next Board meeting.
Mr. Johnson expressed his appreciation of the thoroughness of the Flaherty
proposal and suggested use of the new application form to provide the Board

and Council with the background information necessary to make an informed
decision.
Mr. Rymarchick indicated an interest in attending some of the Community Planning
Seminars on which Mr. Lekson had provided a listing.
Motion by Mr. Marks and seconded by Mr. Johnson to adjourn the meeting at 8:35
P.M.
