HOUSING AND REDEVELOPMENT AUTHORITY MEETING MINUTES
3 MARCH 10, 1998
4 1. CALL TO ORDER/ROLL CALL.
5 The meeting was called to order at 9:35 P.M.
6 11. ROLL CALL.
7 Commissioners Present: Chair Ranallo, Vice -Chair Faust, Secretary Marks, and
8 Commissioners Cavanaugh and Thuesen.
9 Also Present: Executive Director Michael Morrison.
10 Commissioners Absent: None.
11 III. APPROVAL OF MARCH 10, 1998 HRA AGENDA.
12 Motion by Marks, second by Faust to approve the March 10, 1998 HRA Agenda as
13 presented.
14 Motion carried unanimously.
15 IV. APPROVAL OF FEBRUARY 10, 1998 HRA MINUTES.
16 Motion by Marks, second by Thuesen to approve the February 10, 1998 HRA minutes as
is presented.
18 Vote on the motion: Ranallo, Marks, Cavanaugh, Thuesen voted aye. Faust abstained.
19 Motion carried.
20 V. PRESENTATION OF CLAIMS.
21 Motion by Marks, second by Faust to approve the following claims:
22 A. Auditor:
23 1. Stuart Bonniwell in the amount of $1,415.00 for audit and preparation of
24 financial report of year ended December 31, 1996.
25 B. BRW Comprehensive Plan in the amount of $113.97 for professional services
26 rendered for period covering November 29, 1997 through January 20, 1998 for
27 City planning.
28 C. Firstar Bank Fiscal Agent Fees:
29 1. In the amount of $187.00 for Apache Plaza.
30 2. In the amount of $191.50 for Walbon.
31 D. Dorsey & Whitney in the amount of $690.00 for legal services rendered for
32 Chazin homes.

1 VI. OTHER BUSINESS.
2 Faust questioned the discussion at the last meeting in regard to Freedom Gas Station. He
3 asked what check and balance system the City could put in place to ensure that
4 developers comply with the requirements of other regulating agencies. He suggested
5 there had to be an umbrella to cover what goes on within the confines of the City. He
6 stated he was shocked that a certificate of occupancy would be granted if all the
7 requirements of all the regulating bodies were not being met.
8 Morrison stated the City did attempt to withhold the certificate of occupancy. The City
9 Attorney advised the City to issue the certificate and let the governing agency, Rice
10 Creek Watershed District, resolve the problem. The City has sent a letter, signed by the
11 Mayor, to Freedom Gas Station asking them to comply and correct the problem. One of
12 the problems is that the property belonged to St. Marie and then OPUS and then an
13 investor and finally Freedom Gas Station.
14 Faust stated he felt rather foolish asking the legislature for funding to mitigate a water
15 problem and then allowing this to happen.
16 There was direction to Staff to determine a means to monitor that all the requirements of
the regulating agencies are complied with and completed as required in future
redevelopments.

20 Motion by Marks, second by Thuesen to adjourn the meeting at 9:45 P.M.
