SUBJECT: STAFF REPORT — ADDITIONAL OFFICER
As you are aware, over the last year and a half I have been discussing with you, and the
Council, the addition of one new police officer in 2009.
In 2006, a financial plan was put in place in order to accomplish this goal ($30,000 was
added to 2007, 2008 & 2009 budgets).
In October of this year, one of our police officers resigned. This resignation created a
situation wherein we have four police officers making less than 100% of their possible
salary (new hires start at 75 %).
This fact, coupled with the current financial progression toward an additional officer in
2009, prompted me to meet with Roger Larson and discuss the financial possibility of
hiring an additional officer in 2008. Based on the aforementioned information, Roger
worked out a plan wherein this could be accomplished without financial additions by
revising the proposed 2008 budget.
In attempts to create some additional room within my 2008 budget, I would propose to
hire the additional officer in February or March of 2008 rather than at the beginning of
the year.
This proposal, of course, is dependent on our hiring process and our ability to identify
two viable candidates.

Property Maintenance Code: After the May 2007 Work session, staff was directed
to explore and propose possible changes to current city ordinances as they pertain
to property maintenance. Of particular concern was how the current code
addressed rental property fees and inspections. To this end, staff began
researching and planning new ordinances. Proposed for your review is the addition
of a new section to the City Codes (sec.1336). This new section will adopt the
International Property Maintenance Code (IPMC) as an enforceable document as it
pertains to St. Anthony rental property. Within this section are amendments to the
IPMC to reflect past St. Anthony practice and the licensing procedures for all rental
property.
In addition, staff is recommending the creation of a Department of Property
Maintenance under the direction of the Fire Department. As in the past, the Fire
Department would continue enforcing the housing ordinance with the addition of
conducting annual rental property inspections. To accomplish this would require
one additional part time Deputy Code Official. (See budget attachment)
Funding for this new department could be achieved through a restructuring of rental
property licensing. Our current license fees for rental property are by far the lowest
in the metropolitan area. An adjustment even to the low end of the scale would
more than adequately fund the activity and payroll of the new department. (Fee

Emergency Operations Plan: For the past several months, the North Suburban
Emergency Management Group of Hennepin County has been working to
consolidate many individual city emergency plans into one regional plan. Our
intention is for all the political jurisdictions in the North Suburban Emergency
Management Group (Brooklyn Center, Brooklyn Park, Champlin, Crystal,
Robbinsdale, New Hope, Maple Grove, Plymouth, Medicine Lake, Osseo,
Dayton, Rogers, Hassen Township, Golden Valley, St Anthony) to function
under the same emergency operations plan. Each jurisdiction continues to maintain
autonomy and their own emergency management program; however they are all
affiliated under the same emergency plan. The combined plan is now complete and
ready for the review and approval of each jurisdiction.

New Fire Code: Approximately every 3 years, the International Code Council
releases its new version of the International Fire Code. This code is then reviewed
and amended by the Minnesota Fire Marshal's office and subsequently adopted as
our Minnesota Fire Code. We in turn, as a municipal jurisdiction are allowed to
amend and adopt this code as our enforceable law or simply enforce the state
version. Our Fire Marshal, Assistant Chief Don Drusch has completed his review of
the latest state version of fire code and now has several amendments to
recommend to update our municipal fire code ordinance (sec.1325).

Mayor Responsibilities
Preosrednen:
- Appoints local Emergency Management Director.
- Works with the Council to enact ordinances to deal with emergencies.
- Establish formal lineofsuccessiou for Mayoral authority .
- Reviews Emergency Plan.
- Participates in emergency exercises.
- Declare local emergencies. Only the Mayor, or the legal successor,
may declare a local emergency.
- An emergency declared by the Mayor may remain in effect for up to
three days.
- A Council resolution is required to extend the declaration.
