HOUSING AND REDEVELOPMENT AUTHORITY MEETING MINUTES
3 SEPTEMBER 8, 1998
4 I. CALL TO ORDER/ROLL CALL.
5 The meeting was called to order at 9:05 P.M.
6 II. ROLL CALL.
7 Commissioners Present: Chair Ranallo, Vice Chair Faust, and Commissioners Cavanaugh and
8 Thuesen.
9 Also Present: Executive Director Michael Mornson.
10 Commissioners Absent: Secretary Marks.
I I III. APPROVAL OF SEPTEMBER 8, 1998 HRA AGENDA.
12 Motion by Faust, second by Thuesen to approve the September 8, 1998 HRA Agenda as
13 presented.
14 Motion carred unanimously,
15 IV. APPROVAL OF JULY 28, 1998 HRA MINUTES.
16 Motion by Faust, second by Thuesen to approve the July 28, 1998 HRA minutes as presented.
Motion carred unanimously.
18 V. PRESENTATION OF CLAIMS.
19 Motion by Faust, second by Thuesen to approve the following claims:

21 A. Repayment to County - Kenzie Economic District:
22 1. Hennepin County in the amount of $238,781.00 for repayment of unused District
23 certification funds.
24 B. Silver Lake Bridge Project:
25 1. Rieke Carroll Muller in the amount of $1,506.51 for professional services
26 rendered from June 28, 1998 to August 1, 1998 with regard to the Silver Lake
27 Road watermain.
28 C. Tennis Courts:
29 1. Dickson Electric in the amount of $19,315.00 for tennis court and parking lot
30 lighting, related power and controls.
31 2. Midwest Asphalt Corporation in the amount of $949.13 for surfacing of tennis
32 courts.
33 3. St. Croix Recreation Co. in the amount for $538.30 for litter receptacle.
34 4. TreemMendous, Inc. in the amount of $3,828.68 for 24 trees.
35 5. Marshall Concrete Products in the amount of:
36 a. $555.54 for landscape materials.
b. $555.54 for landscape materials.

3 D. Petrofund Application:
4 1. Braun Intertec in the amount of $446.13 for data acquisition and management.
5 E. Fiscal Agent Fees/Bonds:
6 1. Firstar Corporate Trust Services in the amount of:
7 a. $187.00 for administrative fees and expenses with regard to G.O. tax
8 increment bonds.
9 b. $141.00 for administrative fees and expenses with regard to G.O. tax
10 increment ref bonds.
I I F. Property Tax Payments:
12 1. Hennepin County in the amount of $845.85 for second half homestead property
13 tax for 2546 Kenzie Terrace.
14 2. Ramsey County in the amount of $6,550.21 for second half commercial property
15 tax for Tires Plus.
16 G. Final Payment - New City Hall:
17 1. Graus Construction in the amount of $32,729.00 for final payment due for general
18 construction on new City Hall project.
H. Legal:
0 1. Dorsey & Whitney in the amount of $66.25 for general legal services rendered
21 through July 31, 1998.
22 Cavanaugh asked whether 20% of the repayment to the County will be returned to the City. Mr.
23 Mornson confirmed that it would.

Motion carried unanimously.
26 Mr. Momson stated he attended a meeting with Jay Scott of Opus regarding Apache Plaza. Cavanaugh
27 asked whether someone was occupying Kentucky Fried Chicken. Jay Hartman, Public Works Director,
28 confirmed it is currently being rented.
29 Cavanaugh asked whether the possibility of redeveloping Kenzie Terrace into townhomes had been
30 explored. Chair Ranallo stated the City has not been approached by any developers about such a project.
31 VII. ADJOURNMENT.
32 Motion by Cavanaugh, second by Faust to adjourn the meeting at 9:10 P.M.
